INTRODUCTION With so many ruggedized mobile computers on the market today, how do you determine which technology, laptop or tablet, best meets your needs? Considerations like portability, operating system performance and optional features can make selecting a device a potentially overwhelming process. Federal civilian workers rely on mobile technology in a range of extreme environments where device failure is not an option. From the U.S. Department of Agriculture (USDA) inspections to Homeland Security, selecting the right mobile solution can make all the difference in increasing productivity and efficiency on the job, while unreliable technology can hinder performance. Today, workers have another option and are no longer forced to choose between a tablet and a laptop. New rugged detachable laptops are emerging that offer the best of both worlds, namely the rugged performance and functionality of a laptop with the portability and form factor of a tablet in a single device.

A CLOSER LOOK AT RUGGED DETACHABLE LAPTOPS Recognizing the value laptops offered to an increasingly mobile workforce, tablets were introduced as a way to further revolutionize work processes. However, despite the popularity of tablet computers, many tasks still require some of the functionality provided by laptops that tablets don t always offer, and vice versa. For example, Federal Emergency Management Agency (FEMA) workers may be deployed from a warehouse to an unknown location and can benefit from the portability of a rugged tablet in an extreme environment, but when they need to fill out forms or lengthy reports, a keyboard is extremely valuable. These workers may face potentially hazardous locations, and they need flexibility in their technology to better assist them on the job. Depending on the task at hand, a growing number of workers are finding they want and need certain aspects of both devices. While there is no single solution that will work for every environment and application, the increased functionality and flexibility of a hybrid solution is an attractive proposition for companies that feel having to choose between a tablet and a laptop is an unnecessary compromise. So what makes a detachable laptop a better option than a tablet with a separate keyboard? The biggest advantage of detachable laptops is their purpose built versus aftermarket design. While there are separate keyboards available to use with tablets, these keyboards are not necessarily designed by the tablet manufacturer from the ground up to work with that specific device. There are wireless keyboards that can work with various devices, and in some cases, they have the right form factor to look integrated with the tablet they are working with, but a form factor fit is not the same as a purpose built design. Wireless keyboards will not offer the same level of reliability as hard contact keyboards. If your virtual keyboard s Bluetooth connection is not working, or is inefficient due to other wireless signal interferences, that can be a major issue in mission-critical environments. Additionally, most aftermarket keyboards don t deliver the extra power or additional I/O options as a purpose built design. Purpose built keyboards will come equipped with ports, and if the keyboard has a second battery accessory, it will continue to charge the keyboard dock when plugged into an outlet. Detachable laptops, like the Panasonic Toughbook 20, have been carefully architected to be used in various modes to accommodate nearly any scenario a worker might face. Below we take a closer look at each of these modes, along with examples of different tasks federal agencies may encounter on the job: Traditional Laptop Mode Laptop mode allows users to access a full-size keyboard and maintain the functionality of their fully rugged laptop. Traditional laptop mode can be especially beneficial for federal inspectors who prefer access to a keyboard and trackpad when typing lengthy reports or accessing data. The device can also be docked for a full desktop solution. Built-in Handle Mode Handle mode allows users to easily hang the device in the field for impromptu viewing or wall-mounted presentations. For emergency personnel on the scene of an accident or crime, where desk space may be limited or non-existent, this feature can be extremely useful. The handle also makes the device easier to transport and reduces accidental drops for those who need a portable solution. Convertible Mode Convertible mode is ideal for workers who wish to use the device in a tablet configuration but require some of the added benefits of a laptop. Because the device is still connected to the base, users have access to all available ports and the second battery which doubles the life on the device, a feature that is especially useful for National Park Service rangers or anyone that spends the majority of their time outside of a traditional office setting. Tablet Mode For those working in limited space conditions, this mode allows you to detach the tablet from the keyboard to take advantage of a smaller, lighter form factor, resulting in enhanced portability. Tablet mode is ideal for Border Patrol agents or federal inspectors working in confined areas where space is at a premium. Presentation Mode Agencies like the Department of Homeland Security and the Department of Transportation can easily share data and critical security information with their colleagues or other agencies using the presentation mode. Users can flip the screen 180 degrees and then angle it for optimum viewing to more easily share information. This is difficult to achieve in tablet mode, because the user is required to prop up or hold the screen. Vehicle Mode While in the field, workers often need to stay connected. An agency like FEMA needs to be able to communicate vital information back to their team members after they have been deployed. When securely docked in vehicle mode, the device provides mobile workers with a flexible platform that offers a power supply, potentially improved GPS and mobile broadband performance for route-finding and data sharing and the ability to position the keyboard according to individual preferences.

USE CASE EXAMPLES Inspection Federal civilian inspectors for agencies like the U.S. Forest Service or the U.S. Department of Agriculture encounter a variety of work environments on any given day. For these workers, light-weight portability is key since they will need to carry their device for the majority of the time. They need the ability to take pictures with their tablet as part of their inspection and also have the capability to dock the device when they get back to their vehicle to complete their reports. Since reporting requires a heavy data-entry component, full size keyboards are extremely beneficial. A device that includes these features can not only save time on the job, but make workflow processes easier. U.S. Department of Homeland Security The mission of Homeland Security is to secure the nation from a variety of potential threats. Workers in this organization have jobs that range from aviation to emergency response to chemical facility inspectors. For an agency of this size and breadth, a flexible mobile device is key. Aviation workers may prefer the portability of a tablet, while emergency response workers may want access to a full keyboard or a vehicle dock to complete reports on location. U.S. Customs and Border Protection Border Patrol agents are responsible for protecting thousands of miles of our land borders. Stationed across the country, these mobile workers can face extreme heat and severe cold conditions. They need a highly portable mobile device that is compact, rugged and lightweight and can be docked in vehicle. These workers may be operating on land, by boat or even by horse or bike. Having the ability to choose between tablet or traditional laptop mode promotes efficiency on the job. U.S. National Park Service National Park Service workers across the country face a range of extreme weather conditions and climates. They regularly work outside in direct sunlight and in rain or snow. Tablets provide a portable solution for rangers to access important information like weather conditions and maps. Presentation mode allows them to share pictures or directions with visitors, as well as to display weather conditions that could impact the safety of visitors or themselves. Federal Emergency Management Agency (FEMA) FEMA is tasked with helping communities respond to, plan for and recover from disasters. Field inspectors need rugged devices that can handle the rigors of the job and provide portability when they need to enter a disaster zone. Having access to a device with presentation mode or a built-in handle to hang from a wall, allows these workers to more easily share information with other federal and local organizations on the scene. For these workers, connectivity and flexibility are key.

BUYER S GUIDE KEY CONSIDERATIONS FOR EVALUATING A MULTI-FUNCTION DETACHABLE LAPTOP What device (tablet or laptop) will be most beneficial to my work force? The most important consideration for selecting a mobile device is first understanding the needs of your workers. Lighter, thinner technology is beneficial for those who need to carry their device with them for extended periods of time. Those who are typing reports or entering data may benefit from the use of an attached keyboard. When looking at a tablet or laptop you should consider all of its capabilities. Is the device rugged enough for the environment in which it will be used? Consumer devices were not built to withstand the extreme environments EMS workers and military personnel encounter. A consumer-grade device left out in the hot sun for even a short time may not function, and the standard battery life on these devices are not capable of lasting a full shift on the job. Mission-critical workers like military personnel cannot risk security or device failure on the job. Depending on the nature of the work, look at fully-rugged devices. The United States military has a set of standards, called Mil-Spec testing, which evaluates devices for durability on the job. These devices are designed to withstand drops, spills and extreme weather conditions so workers know they can rely on their technology no matter the task. Remember, any device can be labeled rugged. Do your research on Mil-Spec testing and ask the manufacturer if the conduct third-party testing to verify rugged claims in order to protect your investment. What device will ensure my workers are most productive in the field? Mobile devices should enhance productivity and efficiency, but to achieve that goal there are a number of things to take into account. What sort of environmental considerations come into play for your workers? Are they exposed to rain, snow, wind, dust or other elements while on the job? Do they use gloves, work in direct sunlight or experience temperature extremes? Do they carry or transmit and receive sensitive data. Do they enter a lot of text, do simple data entry or a combination of both? There are many questions to ask and answer before you consider a device. For field workers like EMS or military personnel, you ll soon realize that off-the-shelf solutions are not the best choice, because they don't address the majority of factors that impact your workers during the day. To drive productivity, you need a solutions that is purpose-built from a feature, durability, connectivity and security standpoint. Anything else is a compromise. How can I ensure that I get the lowest Total Cost of Ownership? Low total cost of ownership (TCO) comes as the result of addressing a number of factors in advance of a purchase. If your first consideration is price and not cost, you are not going to achieve a return on investment. Your mobility solutions needs to deliver the features and reliability that improve productivity for your mobile workforce. If their devices are breaking, or they can't efficiently do their jobs due to exposure to elements, the need to take gloves on and off or the fact that they can't see their screen in direct sunlight, then it will be difficult to achieve low TCO. If your IT department is spending too much time supporting the device because it wasn't designed to work in your environment, then your costs will increase. If your vendor doesn't understand your work environment or can't support you with deployment, training, imaging and other services, you move further and further from lowering your TCO. To achieve the lowest TCO your CFO is looking for, you need to consider all the factors that come into play and how they may impact your business over the life of the device. A purpose-built solution will make your workforce, IT department and CFO happy. CONCLUSION Today s marketplace is filled with ruggedized mobile device options. When evaluating laptops and tablets, it s important to remember that one size does not fit all. First, consider the functions and features your users will need before selecting a certain type of device. If your workers need features from both a tablet and a laptop, the availability of new fully rugged detachable devices offer a new option that provides the best of both worlds for those who need flexibility for demanding environments. By selecting a mobile device that offers a flexible solution, you can lower TCO. As agencies evaluate mobile technology that can adapt to a variety of tasks and extreme environments, detachable devices are providing a new option to help mission-critical workers complete the job.
