The City of Warrensburg, Missouri REQUEST FOR PROPOSAL INTERNET SERVICE PROVIDER Warrensburg, Missouri is located on U.S. 50 Highway at Missouri 13 Highway approximately 45 minutes from the Kansas City metropolitan area. Warrensburg has a population of approximately 18,838 persons. It is the home of University of Central Missouri which has an enrollment of approximately 12,000 students, and is located about 9 miles from Whiteman Air Force Base. The City of Warrensburg (City) has recently completed an IT Master Plan which evaluated and provided a roadmap for the City s IT Network Infrastructure for the next five years. Part of that plan evaluated the current Internet connections and made recommendations for improving those connections. The City is looking to partner with vendors that can provide internet access services for nine City facilities. The City is also willing to entertain and evaluate those that can offer bundled services that may include Telephone and Television along with their Internet access. Vendors are asked to submit their proposals for each location separately listing the different options available to that location. Vendors may elect to submit a proposal for all or any portion of the connections. As a government agency a sound robust internet access service is required to serve as the foundation to the City s WAN and LAN connectivity and vendors will be required to provide priority levels for repairs and services that will allow the City to maintain its availability in support of government operations. Current City Infrastructure City Hall is the Network Operations Center (NOC) and is the hub for the City s network and VOIP system. The primary Internet connection is through a static 20Mbps/2Mbps DSL (20Mbps down and 2Mbps upload speed) provided by CenturyLink. This connection is to a SonicWall firewall which provides the Virtual Private Network (VPN) tunneling to other City facilities. A second DSL line provided by CenturyLink is a 10Mbps/1Mbps connection for the City s online payment website and Internet access to the City s network. The City s Community Center and Fire Station #2 are connected to the NOC through a 1.5Mbps MPLS connection which is provided by Qwest/CenturyLink. The NOC also is the demarcation for a 50 pair telephone cable, PRI for the VOIP system and Charter Cable.

The Municipal Center is connected to the NOC through a 3Com wireless bridge between the two facilities. The center also has CenturyLink static 10Mbps/1Mbps DSL dedicated for the Municipal Court with a public wireless access. The Police Department is connected to the NOC through a private single-mode fiber between the two facilities. The PD also has a public 1.5Mbps DSL connection used for Internet access within their facility. The Community Center and Fire Station #2 utilize a 1.5Mbps MPLS connection to City Hall from Qwest/CenturyLink. Fire Station #2 also has a static 3Mbps DSL connection as a backup for emergency operations. The West Water Treatment Plant has two DSL connections by CenturyLink, the first is a static 1.5Mbps DSL and is the primary connection for the facility to the NOC via VPN. The second is a 786kbs connection for the facilities SCADA system. Sunset Hills Cemetery, Animal Shelter, Street Department, Parks Maintenance and NASSIF Aquatic Center all connect to the NOC through a static CenturyLink DSL. Speeds are different for each facility and are provided in Figure 1 below. The East Water Treatment Plant access the NOC using a Verizon Hotspot through the secure Internet access at the NOC. Specifications for Internet Service Provider for the City of Warrensburg The City reserves the right to reject any and all bids and to waive any informalities in proposals received. Vendors may elect to submit a proposal for all or any portion of the connections. 1. Specifications: a. ISP shall provide at minimum the recommended connections as listed in Figure 2 below. b. ISP shall provide a static IP address for locations accessing the Internet. c. ISP shall provide bandwidth 24 hours per day, 365 days per year. d. ISP shall have network engineering support 24 hours per day, 365 days per year. e. ISP shall maintain network monitoring capability and notification to the City at the point of any disruption of service. f. ISP shall provide web-based bandwidth utilization reporting. g. ISP shall install all services and equipment included in proposal. h. ISP shall guarantee quality of service minimum uptime 99% per month with the minimum response time as listed in Figure 2 below with documented discounts given for outages exceeding 4 hours. The City does allow for pre-arranged outages during off-hours for vendor maintenance. 2. Pricing: a. As denoted in section 13 of the Consultant Master Service Agreement s the City normally enters into agreements for one year with options to renew for a subsequent year. However for this RFP the City will entertain longer periods of contracts if advantageous to the City. b. Pricing shall be quoted cost per month inclusive of any fees and taxes. c. Detail costs for setup/installation per facility. d. Termination of service policies. Figure 2. Evaluation Process A one-step process shall be used. Vendors shall submit Offers combining specifications and price information together. The City will evaluate proposals for each connection at each facility separately. Selection shall be based upon determining the lowest/best price and technically acceptable offer. The evaluation committee shall review the technical proposals against the specifications previously listed and shall record such evaluations as exceptional, acceptable or unacceptable. Award shall be based upon evaluation and ranking of the lowest/best price offered. Bid Submissions Alternatives, variations and exceptions must be clearly stated. The City reserves the right to consider proposals based on their relative merit, risk and value to the City. The City reserves the right to negotiate with any vendor. The successful vendors may be asked to participate in negotiations and be asked to make revisions to their proposals based on these negotiations. The City may cancel the procurement at any time or reject any or all bids in whole or in part choosing services from differing vendors that fit the needs and connectivity requirements for each City facilities connection. This RFP does not commit the City to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure or contract for services or equipment. Where the quantity purchased effects the price per unit, the vendor is to indicate the price break points in relation to the number of units. The vendor's proposal will indicate the product's availability and a delivery timetable. All bids must be itemized and include the per unit and total extended cost of items. Any and all delivery, shipping, and insurance charges must also be listed. In submitting a bid, each vendor represents that they have read and understand these requirements. Bid Packages Sealed bids must be clearly marked RFP-ISP and received by the office of the City Clerk, Cindy Gable, at City Hall located at 102 S Holden Street, Warrensburg, MO, prior to 5:00pm on August 11, 2014. Electronic proposals will be accepted in.pdf format; Emails will be sent to cgabel@warrensburgmo.com, Subject RFP-ISP prior to 5:00pm on August 11, 2014. No proposals will be accepted by facsimile. Bids will be publicly opened at 5:30pm on August 11, 2014 in the IT Training Room located at 102 S Holden Street, Warrensburg, MO, 64093. 4

The City of Warrensburg assumes no responsibility for delays caused by the U.S. Postal Service or any other delivery service to include email. Late proposals will not be accepted. Submission of your RFP indicates your firm is willing to execute the Contractors Master Service Agreement as a condition of the prequalification process with the City of Warrensburg, agreement is attached. The awarded vendor(s) to include sub-contractors will be required to obtain a business license. This pertains to any business selling a product or providing a service of any kind, even if the business location is not within the city limits. Fees due to the City will be required payment prior to execution of contract. Applicants must also provide a statement from the Department of Revenue stating no taxes are due. Responding vendors may request clarifications regarding specifications outlined in this RFP. Clarifying questions will be answered directly.
