8 9 YEAR-OLD BOYS/GIRLS 12 15 GIRLS Player Eligibility ISLAND RECREATION ASSOCIATION SPRING SOCCER RULES 2016 8 9 BOYS/GIRLS/12 15 GIRLS DIVISION A. Birthday cutoff is age as of August 31, 2015. We are going by grades. B. A player may move up an age group provided he/she is within one year of the age group. The League Administrators must also agree that the child's ability level warrants the move into the next age group. The parents must also accept responsibility for this move realizing that their child is playing with older children. Player Requirements A. Players on field 8 9/12-15 girls Division: 6 V 6 GIRLS 7 V 7 BOYS *Each team SHOULD have at least one sub or we will play 5 v 5/6 V 6. It is recommended to have at least one sub. The team with the lower number of players, dictate the number of player on the field Number of Players to Begin the Game A team may begin the game with 5 players (6 players boys). If a team is short players the other team will play the same number of players (i.e. 5 v 5). In post-season Tournament play, teams may play the match with 6 players (i.e. 5 v 6). B. Playing Time Each player shall play a minimum of half the game and no player may play the entire game. Each player must sit at least 5 minutes of each game. If a player plays a half game in the goal (must play the whole half) they will be allowed to play in the field the other half. Failure to follow these rules will result in a forfeiture of the game. Playing Field and Ball A. Dimensions: 40 x 60 yards B. Goals: 6ft x 12ft C. A size 4 ball will be used. Players Equipment A. Footwear: Tennis shoes or soft-cleated soccer shoes. B. Shin guards are mandatory. All players are required to wear shin guards. Soccer jerseys must be tucked in. Socks must be pulled up over shin guards. No metal cleats will be worn. No jewelry will be worn during the games. All shoelaces must be laced properly and tied.
CONT 8 9/12-15 GIRLS DIVISION Duration of Game The game shall be divided into two twenty-five (25) minute halves. The referee has the discretion to shorten the halves if the match starts late. As well, the referee has the discretion to allow water breaks in the event of extreme weather conditions. Sunday games will be 22 minutes halves. There will be a 3 minutes for halftime. ALL AGES If a game must be terminated because of bad weather during the first half, the game will be replayed. If the game is terminated during the second half because of bad weather, the game will be considered complete. Fouls and Misconduct In all age groups, misconduct applies to coaches, players and spectators. All or any one may be ejected from the complex at the discretion of the referee or Island Recreation Center/Beaufort County PALS staff. Repeated ejections will result in permanent suspension from the league and/or complex. A player, who receives a red card during a game, will also be suspended from the team s next played game. POINT SYSTEM Games tied at the end of regulation play shall be recorded as a tie. The following point system will prevail in all leagues: 3 win 1 tie 0 - loss If a team wins a game by 7 or more goals the team will receive 1 point. Tournament Games Games ending in a tie will continue with two (2) five minute overtime periods. Teams will exchange halves after the first overtime period. The overtime period is not golden goal. If the score is still tied at the end of overtime, a shoot-out will take place. Each team will pick 5 players that are on the field at the end of overtime to take a PK. If still tied then the next player (on the field at the end of play) is sudden death, etc. Substitution The player may enter the game during the following conditions: A. On a goal kick by EITHER team B. When a goal has been scored C. On OWN possession of throw-in D. Injury - only the injured player may be substituted. NOTE: If a player is injured and the coach/parent/friend is called on to the field, the injured player must be substituted. The player may reenter the game at the next dead ball. E. Caution/yellow card NOTE: No substitutions on CORNER KCIKS
CONT 8 9/12-15 GIRLS DIVISION Referee All Age Groups A. The referee's decision on judgment calls will be final. Start of Play Opponent must be 8 yards from the center marking while kick off is in progress. Note: Ball must be kicked into the opponents half of the field. Initial kicker may not kick the ball a second time until it has been played or touched by a second player. Ball In and Out Of Play Ball is in play until it entirely crosses the touchline or goal line or until the referee stops play by blowing the whistle. Off Side Shall conform to High School rules. Free Kick Opponents must be 8 yards away before the kick is allowed. Throw In/Goal Kick/Corner Kick Shall conform to High School NOTE: Corner Kicks are considered DIRECT KICKS! Slide Tackling NOT ALLOWED. If called the other team will receive the ball. Injuries If a player is attended to on the field by a coach, parent or spectator that player must come off the field. The player may reenter at the next dead ball. Penalty Kicks A Penalty Kick is taken from the penalty mark, located eight (8) yards from the goal line and with only the goalkeeper from the defending team between the penalty taker and the goal. All other players must remain outside the penalty box area until after the ball has been kicked. The goalkeeper must remain between the goal posts and on the goal line until after the ball has been kicked. If the goalkeeper moves forward prior to the ball being kicked, then the penalty must be kicked again if goal is not scored.
CONT. 8 9 year-olds Coaches/Spectators/Players Behavior If a coach, player or spectator act in an inappropriate manner (yelling at the ref/players on the other team, etc) the coach will receive a warning. The second time this happens (whether it is a spectator, player or coach when it adds up two offenses during the game) the coach must pick one player from their team (your team plays one player down) to come off the field for two minutes. If a goal is scored in this two minute period, the player or another player may re-enter the game. Each additional offense a player will be removed from the field for two minutes (coach picks the player). General Information 1. All age groups will follow High School rules except where they differ in local league by-laws. 2. Coaches will be allowed on one side of the field and the fans on the other side of the field. No one is allowed behind the end lines. 3. No alcoholic beverages will be consumed or allowed near the playing area. 4. Coaches are responsible for controlling their conduct and the conduct of their players. Emphasis is on sportsmanship. Negative criticism, physical or verbal abuse will not be tolerated. 5. It is recommended that the children should play all positions. Protests No protests will be allowed. Referee s decision on the field is final. Season Tie Breaker If two or more teams are tied (using the point system) for first place, the winner will be determined by head to head competition. If still tied we will use goal differential (we will not count more than three goals per game). If still tied we will do a flip of the coin for placement in the tournament. Both teams will receive a medal for the league. For any place other than first, head to head is the first tie breaker then a flip of the coin will determine the placement for the tournament. DISCIPLINE If a child has a blatant disregard for attending practices and/or does not conduct themselves in a proper fashion (i.e. fighting, not listening) during practices disciplinary action may be taken by the coach. Discipline action may include: - Talk to the player - Notify parents - Sit child out of the practice (for a period of time) - *Not playing half of the game *Disciplinary action must be in writing and presented to Bob Rozek or Mike Treschitta before your next game.
