The District of Columbia shall be provided with the most up-to-date documentation and most current release of the software. The Contractor shall also provide evidence of its authorized reseller agreement or certification and that it is not purchasing from other manufacturers or stocking distributors with its proposal. The task order proposal should be prepared according to the instructions listed below: 1. Proposal Submission Requirements The task order proposal shall be submitted as Task Order Proposal in response to Solicitation No. Doc163345 Cisco Hardware, Software License and Support The proposal shall include: a. Copy of Offeror s WSCA-CISCO agreement ; and b. Completed Price Schedule in accordance with Statement of Work (Attachment B) 2. Task Proposal The proposal should be submitted through the District s online solicitation database (esourcing). 3. Proposal Submission Date The closing date for receipt of proposals is 2:00 p.m. July 18, 2014. 4. Evaluation for Award In order to be considered technically acceptable proposals must meet the following minimum requirements: 5. Term of Contract a. The Offeror must propose products which comply with the SOW. b. Must provide completed attachment B (in Excel Format) and a Copy of Offeror s WSCA Cisco agreement The period of performance shall be one year from the date of award. The contractor shall provide three years warranty. 6. Delivery 7. Attachments The delivery date shall be no later than Friday, August 8, 2014. However, the support service shall start at the date of award. ATTACHMENT A A.1 Scope The District of Columbia Government, Office of the Chief Technology Officer, has a requirement for an additional Cisco Iron port Security to prevent unauthorized data migration via email. The Contractor shall also provide evidence of its authorized reseller agreement or certification and that it is not purchasing from other manufacturers or stocking distributors with its proposal. A.1.1 Applicable Documents N/A A.1.2 Definitions N/A A.2 Background Email is a mission-critical operation and emergency service for the DC Government. As such, Email security is vital to the daily operation and emergency preparedness capability of our government. Citywide Messaging has a long history of proactively protecting the city s Email system from security threats. The city has not suffered from an Email borne virus attack since 2002. The prevention of email spam (junk email), the prevention of computer virus attacks (launched through the email system), and Content Filtering capability (to prevent specific terms from being used in harassing emails) are required functions of our email system. Citywide Messaging s Email security systems protect the DC Government, the DC City Council, and a wide variety of independent (nonmayoral) agencies in the city. OCTO originally purchased and deployed, IronPort Appliances back in 2011, since then the ongoing use of the Cisco Ironport Security product allows Citywide Messaging to block approximately 1 Billion spam and virus-infected messages each year. Additional Cisco IronPort security capabilities such Data Loss Prevention as well as Email Encryption will prevent unauthorized confidential data leaving the DC Government network via email. It will also provide a mechanism that will allow secure, confidential data exchange between DC Government and its various partners when it comes to sensitive information such as HIPAA, PII or Government financial data. The Citywide Messaging Program seeks to refresh the existing Cisco IronPort Security appliances with new Cisco IronPort appliances for fiscal year 2014. The Cisco IronPort appliances must also be purchased with licenses for Antivirus, Anti-Spam, DLP, Email Encryption and Advanced Malware Protection as well as ongoing support. A.3 Requirements The contractor shall provide the following: A.3.1.
