XSC Philosophy: Maximum fun for kids with positive encouragement from coaches and parents. Team sizes are kept small to allow for maximum playing time for each player. Field sizes are reduced for the younger ages to allow for more contact with the ball. U-6 through U-16 coaches will adhere to the XSC field position rotation philosophy to familiarize each player with all the positions (forward, mid-field, fullback and keeper) throughout the season. [The ONLY exception to this rotation rule is U-16 goal keepers where we realize not everyone can handle that position at the higher level and we will not force coaches to rotate everyone through the keeper position.] *Rotation is defined as all players rotated through all positions (forward, mid-field, fullback and keeper) during a game (this does NOT mean right forward one quarter and left forward another, but rotation between defensive and offensive positions). This will make them better, well-rounded players as they progress through the divisions. As part of the rotation philosophy, for ALL divisions, a player may only play HALF of a game (2 quarters) as goalkeeper, and CANNOT play three or more quarters as keeper. LAW-1 (FIELD), sized for age group LAW-2 (BALL) Division Ball Size U-6 3 U-8 3 U-10 4 U-13 4 U-16 5 LAW-3 (PLAYERS) 1. Age groups are based on the child s age as of Aug.1 for the year they are playing. For example, to play in the U-6 division in the current season, a player must be younger than the age of 6 on Aug.1. If the player turned age 6 on Aug.1, they would have to play in the U-8 division. NOTE: A player may play UP to an older age group division but may NOT play down to a younger division. 2. Game clock, overtime, breaks, division ages & number of players on the field: -Continuous clock with added time for injuries or delays; determined by the referee. -Overtime played only during end of the season tournament. -No end of the season tournament for U-6 or U-8 divisions. -Quarter breaks are 2 minutes, half breaks are 5 minutes (July 2013 Update) Page 2 of 17

No league standings or end of the season tournament will be kept for the U-6 or U- 8 divisions. We do not keep score! 4. Substitutions: a. Referee must approve entry on field b. Player must enter at midfield on team bench side c. For all divisions, a player may play half of a game (two quarters) as goal keeper, but will not play three or more quarters as keeper. d. Unlimited substitutions, both teams: prior to a throw-in, between quarters, before goal kicks, and after a goal (July 2013 Update removed after an injury ; see the following note) NOTE: substitutions are STILL NOT ALLOWED on corner kicks, and are STILL REQUIRED for an injured player that requires stoppage of play (July 2013 Update) LAW-4 (EQUIPMENT, PRE-GAME PREPARATION) 1. Field: Referees put up and remove corner flags. Referees will check fields, nets, flags, and players equipment. 2. Ball: Home team coach will provide the game ball. 3. Players: Uniform and equipment check for all players is done 10 minutes prior to game start time. Players MUST have on: - The XSC issued matching team uniform with number - Player must wear issued uniform (NO exceptions) - Standard soccer cleats are required for U-8 and up (July 2013 Update) - Shin guards that cover the majority of the shin - Soccer socks: must cover the entire shin guard, regardless of how they are worn. - Retainer strap if player wears eyeglasses; coaches should encourage sports glasses usage - Protective sports mouthpiece if player wears braces PROHIBITED ITEMS: - NO EARRINGS OR PIERCINGS OF ANY KIND; Band-Aids over or covering piercings in any way is NOT acceptable Page 3 of 17

- No jewelry, watches, or metal hairpieces - No metal cleats - No baseball/football cleats with toe cleat (May be worn if front rubber toe cleat is removed) LAW-5 (REFEREES) 1. Coaches referee the U-6 and U-8 games. LAW-6 (ASSISTANT REFEREES) 1. Two or three person system (2 center refs) or (1 center & 2 assistant refs) are used for U- 10 and older. If personnel are not available for a two person system, the referee will ask coaches to supply a person from each side to act as a line judge to ONLY call the ball in or out of play. 2. Coaches referee the U-6 and U-8 games. One coach from each team is permitted on the field. LAW- 8 (START OF PLAY) Coin toss will decide which team kicks off and which direction each team will go. Visiting team calls the toss. Winner of the coin toss picks which goal it will attack, loser will get to kickoff. Teams switch directions at the half. LAW-9 (BALL OUT OF OR IN PLAY) Ball Out of Play The ball is out of play when: - The ball has COMPLETELY crossed over the goal line or touch line whether on the ground or in the air - Play has been stopped by the referee Ball In Play The ball is in play at all other times, including when: Page 4 of 17

- The ball rebounds from the goalpost, crossbar, or corner flag post and remains in the field of play - The ball rebounds from either the referee or assistant referee when they are on the field of play LAW-10 (SCORING) Goal Scored A goal is scored when the entire ball COMPLETELY crosses over the goal line, between the goalposts and under the crossbar, provided that no infringement of the Laws had been committed by the team scoring the goal. Winning Team The team scoring the greater number of goals during a match is the winner. If both teams score an equal number of goals, or no goals are scored, the match is a draw. (Overtime rules apply only in tournament play) LAW-11 (OFFSIDES) No offside is called for U-6 and U-8 divisions, but cherry picking is not allowed. Offside Position It is NOT an offside offense to be in an offside position. A player is in an offside position if: - nearer to the opponents goal line than BOTH the ball and the second to last opponent A player is not in an offside position if: - the player is in his/her own half of the field of play - level with the second to last opponent - level with the last two opponents Offense The referee will make the determination to penalize a player in an offside position. A player is ONLY penalized if at the moment the ball touches a teammate or is played by a teammate, he is involved in active play by: - interfering with play - interfering with an opponent - gaining advantage by being in that position No Offense There is no offside if a player receives the ball directly from: - a goal kick - a throw-in - a corner kick Page 5 of 17

Infringements/Sanctions For any offside offense, the referee awards an indirect free kick to the opposing team. The free kick is taken from the place where the infringement occurred. LAW-12 (FOULS & MISCONDUCTS) Direct Free Kick (DFK) (All fouls for U-6 & U-8 are indirect) A direct free kick is awarded to the opposing team if a player commits any of the following six offenses in a manner considered by the referee to be careless, reckless, or using excessive force: - kicks or attempts to kick an opponent - trips or attempts to trip an opponent - jumps at an opponent - charges an opponent (i.e. runs through, knocks over, etc.) - strikes or attempts to strike an opponent - pushes an opponent A direct free kick is also awarded to the opposing team if a player commits any of the following three offenses: - holds an opponent - spits on an opponent or any other person (automatic red card) - handles the ball deliberately (except for the goalkeeper within his own penalty area) A direct free kick is taken from where the offense occurred. Penalty Kick (PK) A penalty kick is awarded if any of the above nine offenses is committed by a player inside his own penalty area, regardless of the ball position, provided it is in play. Indirect Free Kick (IFK) An indirect free kick is awarded to the opposing team if a goalkeeper, inside his own penalty area, commits any of the following four offenses: - takes more than six seconds while controlling the ball with his hands, before releasing it from his possession - touches the ball again with his hands after it has been released from his possession and has not touched another player - touches the ball with his hands after it has been deliberately kicked to him by a teammate - touches the ball with his hands after he has received it directly from the throw-in taken by the a teammate Page 6 of 17

An indirect free kick is also awarded to the opposing team if a player, in the opinion of the referee: - plays in a dangerous manner; this includes slide tackling (see NOTE below) - impedes the progress of an opponent - prevents the goalkeeper from releasing the ball from his hands - commits any other offense, not previously mentioned in Law-12, for which play is stopped to caution or dismiss a player The indirect free kick is taken from where the offense occurred. NOTE: XSC variation from standard FIFA Laws XSC Board Safety ruling on tackling: NO Slide tackling is allowed in any division; the following referee guidelines apply: - First offense: foul for plays in a dangerous manner, player is warned, indirect free kick restart - Second offense: foul for plays in a dangerous manner, player and coach are warned, indirect free kick restart - Third offense: yellow card for persistent infringement, indirect free kick restart Disciplinary Sanctions (not for U-6 or U-8) YELLOW CARDS (Cautioned offense) A player is cautioned and shown the yellow card if he/she commits any of the following seven offenses: - is guilty of unsporting behavior - shows dissent by word or action - persistently infringes the Laws - delays the restart of play - fails to respect the required distance when play is restarted with a corner kick or free kick - enters or reenters the field of play without the referee s permission - deliberately leaves the field of play without the referee s permission A substitute or substituted player is cautioned and shown the yellow card if he/she commits any of the following three offenses: - is guilty of unsporting behavior - shows dissent by word or action - delays the restart of play RED CARDS (Sending-off offenses) XSC variation from standard FIFA Laws: a red card send-off means the player must sit out the remainder of the game on the parents/fans side of the field. A player is sent off and shown the red card if he/she commits any of the following seven offenses: - is guilty of serious foul play - is guilty of violent conduct; on or off the field - spits at an opponent or any other person; on or off the field - denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area) - denies an obvious goal-scoring opportunity to an opponent moving towards the players goal by an offense punishable by a free kick or a penalty kick - uses offensive, insulting, or abusive language; on or off the field - receives a second caution in the same match; the referee will ensure the SECOND yellow caution card is shown BEFORE the red card is shown. Disciplinary Code Card Offenses (July 2013 Update) The following code guidance is based on the 2009 FIFA Disciplinary Code, articles 17, 18 and 19, but modified to provide the players in the XSC recreational league a more lenient approach demonstrating grace and more opportunity for the player to amend their inappropriate play and/or conduct. Article 17 Caution (yellow card infraction) [modified for XSC] Item 2. Two cautions received during the same game incur an expulsion (indirect red card) for the remainder of the game, and, consequently, if occurring after half-time of the current game, an automatic suspension from the next game. The two cautions that incurred the red card are rescinded. Item 3. If a player receives a caution in three separate games of the same XSC season, the third yellow card will carry over into each successive game for the remainder of the season and into the tournament. This means that the player will begin each successive game with a yellow caution card; this will be noted to the coach and player, and annotated on the score card, at the beginning of each successive game. Article 18 Expulsion (red card infraction) Item 4. An expulsion (red card infraction other than two yellows) automatically incurs suspension from the next game, even if imposed in a game that is later abandoned and/or annulled. The Disciplinary Committee may extend the duration of the suspension. Item 4a [ruling created for XSC]. If a player receives a second expulsion in the XSC season, a Disciplinary Committee will be convened to meet with the player s coach, the player, and the player s parent to determine one of the following courses of action: [1] If the player demonstrates they are willing/able to amend their inappropriate play and/or conduct, then a yellow card will carry over into each successive game for the remainder of the season and into the tournament. This means that the player will begin each successive game with a yellow caution card; this will be noted to the coach and player, and annotated on the score card, at the beginning of each successive game. [2] If the player demonstrates an attitude that they are unwilling/unable to amend their inappropriate play and/or conduct to continue playing in the Xenia Soccer Club recreational Page 8 of 17

league, then the Disciplinary Committee will bring the matter to the Board for a final ruling and decision to remove the player from the league. Article on Card Accumulation [ruling created for XSC] If a player receives three cards (of any kind) in three separate games of the same XSC season, a yellow card will carry over into each successive game for the remainder of the season and into the tournament. This means that the player will begin each successive game with a yellow caution card; this will be noted to the coach and player, and annotated on the score card, at the beginning of each successive game. LAW-13 (FREE KICKS) Types of Free Kicks: Free kicks are either direct or indirect. For both direct and indirect free kicks, the ball must be stationary when the kick is taken and the kicker does not touch the ball a second time until it has touched another player. The Direct Free Kick: out of the penalty area (All fouls in U-6 & U-8 are Indirect Kicks) - if a direct free kick is kicked directly into the opponents goal, a goal is awarded. - if a direct free kick is kicked directly into the teams own goal, a corner kick is awarded to the opposing team. The Indirect Free Kick Signal: The referee indicates an indirect free kick by raising his arm above his head. He maintains his arm in that position until the kick has been taken and the ball has touched another player or goes out of play. Ball Enters the Goal A goal can be scored only if the ball touches another player before it enters the goal: - if an indirect free kick is kicked directly into the opponents goal, a goal kick is awarded - if an indirect free kick is kicked directly into the teams own goal, a corner kick is awarded to the opposing team. Position of the Free Kick Free Kick Inside the Penalty Area Direct or indirect free kick to the defending team: - all opponents are at least 9.15m (10 yds) from the ball - all opponents remain outside the penalty area until the ball is in play - the ball is in play when it is kicked directly beyond the penalty area - a free kick awarded in the goal area is taken from any point inside the area Page 9 of 17

Indirect free kick to the attacking team: - all opponents are at least 9.15m (10 yds) from the ball until it is in play, unless they are on their own goal line between their goalposts - the ball is in play when it is kicked and moves; at least rolls off from the spot it is sitting - an indirect free kick awarded inside the goal area is taken from the goal area line running parallel to the goal line, at the point nearest to where the infringement occurred Free Kick Outside the Penalty Area - all opponents are at least 9.15m (10 yds) from the ball until it is in play - the ball is in play when it is kicked and moves - the free kick is taken from the place where the infringement occurred Infringements/Sanctions If, when a free kick is taken, an opponent is closer to the ball then the required distance, the kick is retaken. If, when a free kick is taken by the defending team inside its own penalty area, the ball is not kicked directly into play (i.e. beyond the penalty area line), the kick is retaken. Free kick taken by a player other than the goalkeeper: If after the ball is in play, the kicker touches the ball a second time before it has touched another player: an indirect free kick is awarded to the opposing team; kick is taken from where the infringement occurred If after the ball is in play, the kicker deliberately handles the ball a second time before it has touched another player: a direct free kick is awarded to the opposing team; kick is taken from where the infringement occurred a penalty kick is awarded if the infringement occurred inside the kicker s penalty area Free kick taken by the goalkeeper: If after the ball is in play, the goalkeeper touches the ball a second time before it has touched another player: an indirect free kick is awarded to the opposing team; kick is taken from where the infringement occurred If after the ball is in play, the goalkeeper deliberately handles the ball a second time before it has touched another player: a direct free kick is awarded to the opposing team if the infringement occurred outside the goalkeeper s penalty area; kick is taken from where the infringement occurred an indirect free kick is awarded to the opposing team if the infringement occurred inside the goalkeeper s penalty area; kick is taken from where the infringement occurred Page 10 of 17

LAW-14 (PENALTY KICKS) not used in U-6 or U-8 A penalty kick is awarded against a team which commits one of the ten offenses for which a direct free kick is awarded, inside its own penalty area and while the ball is in play. A goal may be scored directly from a penalty kick. Additional time is allowed for a penalty kick to be taken at the end of each half or at the end of periods of extra time. Position of the Ball and Players The ball: - is placed on the penalty mark The player taking the penalty kick: - is properly identified The defending goalkeeper: - remains on his/her goal line, facing the kicker, between the goalposts until the ball has been kicked The players other than the kicker are located: - inside the field of play - outside the penalty area - behind the penalty mark - at least 9.15m (10 yds) from the penalty mark Referee Signal: - does not signal for a penalty kick to be taken until the players have taken up position in accordance with the Law - decides when the penalty kick has been completed Procedures - the player taking the penalty kicks the ball forward - he/she does not play the ball a second time until it has touched another player - the ball is in play when it is kicked and moves forward When a penalty kick is taken a goal is awarded if, before passing between the goalposts and under the crossbar: - the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper Tournament Shootout 5 players from each team will be picked to shoot. The team with the most goals wins. If tied, 5 new players will be picked (all players, including the goalie, must kick before a player can kick twice). The second round of 5 players kicking is the Golden Goal sudden death rule. For example: team A player misses, team B player scores, team B wins. Page 11 of 17

A goal may be scored directly from the goal kick, but only against the opposing team. A goal kick is awarded when: - after last touching a player of the attacking team, the whole ball crosses COMPLETELY over the goal line, either on the ground or in the air, and a goal is not scored in accordance with LAW-10 (SCORING) Procedure - a player of the defending team kicks the ball from any point within the goal area - opponents remain outside the penalty area until the ball is in play - the kicker does not play the ball a second time until it has touched another player - the ball is in play when it is kicked directly beyond the penalty area Special note: defending players may be inside the penalty area during the kick but may not touch the ball until it is kicked directly beyond the penalty area Infringements/Sanctions If the ball is not kicked directly into play beyond the penalty area: the kick is retaken Goal kick taken by a player other than the goalkeeper If, after the ball is in play, the kicker touches the ball a second time before it has touched another player: an indirect free kick is awarded to the opposing team; kick is taken from where the Page 14 of 17

A goal may be scored directly from a corner kick, but only against the opposing team. SEVERE WEATHER (After games have begun) In the event of the following weather conditions, these are the procedures the XSC and its coaches should follow: 1. Lightening or Thunderstorm: a. Coaches are to get players and parents off the fields immediately. They are not to return to the fields until at least 20 minutes have passed after the last sign of lightening or last sound of thunder. b. Teams will have a 10-minute warm up after being allowed back onto the field. The game will resume at that time. c. In the event that ½ of the game has been completed prior to the weather condition, the game shall stand as a completed game. d. In the event that the game has not been completed and darkness is ensuing, the coaches can shorten the quarters to complete the game before darkness. e. In the event that the game cannot be started and completed prior to darkness, the coaches must call the XSC to get the game rescheduled. 2. In the event of extended severe weather the XSC will reschedule the games and call the coaches who will then let their respective teams know the revised schedule. SEVERE WEATHER GUIDELINES (Before games have begun) 1. Games will ONLY be canceled by the XSC Executive Committee, NOT the coaches. 2. Coaches are to check the website/phone/posting on board. A decision may not be made until 6:00. Every effort will be made to notify all coaches prior to game start time. 3. If a team does not show up and games were not canceled, the no show team forfeits. The game will NOT be rescheduled. 4. For all U6 and U8 divisions: games will be played unless canceled by the XSC. 5. All games will be rescheduled by the XSC board. FORFEITS (July 2013 Update) U-6 & U-8 will have no forfeits. They can share players. **All Updated** U-10, U-13, & U-16 teams will all play down to a team that is missing players. If that team is missing more than one player, the opposing team coaches will meet the spirit of the XSC Philosophy of good sportsmanship and having FUN. As such, coaches are expected to make the match as fair as possible by playing down to the team missing players. The minimum players to play are typically: U-10 (5), U-13 (6), & U-16 (7). However, these minimum numbers may vary from season to season depending on team roster sizes and number of players agreed to be on the field for each division. As a general rule, minimum number is 2 or 3 less than the total allowed on the field. Check with a Board member each season for minimum required to play. NO forfeits will be rescheduled. Page 17 of 17
