THE CONVERSION PHASE 8
ID Card Conversion Phase- Kick off: 1 st October The conversion phase Card Conversion refers to the replacement of the current ID card by the new one. This phase is expected to be completed by September 2014. The conversion phase is mandatory for all Mauritians who hold an ID card. The current ID card will not be valid after September 2014. Target audience All citizens of the Republic of Mauritius aged 18 years and above Objectives Provide citizens a secured ID card. To update and cleanse the citizens records. Ensure that citizens benefit from a satisfactory customer service. r 9

Why did we opt for age group? At the Civil Status Division, records are organised by year. The call-by-age exercise will allow a quicker matching of records. To ensure that all operations run smoothly 11

Documents needed for conversion Original Birth Certificate (any format: A3 or A4) Proof of Address (CEB, CWA, Telephone bills, Rent Book, Bank Statement) not older than 3 months Current ID Card or Police Memo (if existing ID card is lost) 16
Additional Documents for particular cases Documents to be produced by married individuals Married women have to produce their marriage certificate as well Documents to be produced by divorced individuals Divorced women wishing to continue using their ex-husbands name will have to produce the Court Order, should the husband be the petitioner. In case where the wife is the petitioner, the latter will not be allowed to use the spouse s name on the card. 17
Additional Documents for particular cases [Contd.] Documents to be produced by Foreigners Foreigners who have acquired Mauritian citizenship should also bring the Prime Minister s Office Letter/certificate of citizenship Documents to be produced by People of Mauritian Descent People of Mauritian descent should also bring their passport and the Birth Certificate of their Mauritian parent (Father or Mother). 18
Proof of Address For Citizens (cardholders) who have any of the bills (mentioned hereunder) on their names, the following can be presented as Proof of Address: Central Electricity Board Bill Central Water Authority Bill Telecom Bill Rental Book / Document Any other official Correspondence (e.g. Employer, Banks, Universities, etc.) The validity period should be of 3 months or less. r 19
Proof of Address [Contd.] Cardholders who do not have any of the above bills (e.g. Living with Family, Relatives or Friends) 1. They will be requested to present the proof of address of the person with whom they stay & a photocopy of the person s identification document (ID card or Birth Certificate or passport or driving license) 2. Declaration letter / memo from the Landlord (or relative, friend, etc.) that cardholder is staying within his premises and Landlord s proof of address document. This letter shall include the NIC Number, Full Name, Address and signature of the Landlord. 20
Proof of Address [Contd.] Mauritians living abroad and who come for the conversion exercise. They have to provide the following : Proof of overseas address Local proof of address (the basic documents mentioned above). If this is not available, a contact person s address should be provided. Note: The local Address is included in the chip. 21
THE CONVERSION : STEP BY STEP PROCESS 22
How will this process take place? Step 1: Take ticket first come first serve r 23
Document Processing Step 2: Verification and processing of documents. The documents needed: Original Birth Certificate, the current ID card, a proof of address, the Marriage Certificate if applicable r 24
Fingerprints & picture taken Step 3: The Officer captures the fingerprints of the applicant and take a snapshot of the latter 25
Verification of data Step 4: The Officer ensures all data is correct. The applicant checks that the data registered by the officer is correct. And if he/she is satisfied, he/she signs on the signature pad to confirm the registered data 26
Collection Slip Step 5: The Officer prints out the collection form. The applicant is given a collection slip and the registration is complete. 27
Card Collection Step 6: The card is ready for collection 2 weeks following the registration 28
Process for Card Collection When the individual visits the ID Card Conversion Centre, he/she presents his/her Collection Form The Officer checks that the new card issued belongs to the individual by cross-checking the fingerprint information on the card reader After verification, the Officer punches the old ID card of the individual and gives it back to him/her. The new ID card is remitted to the applicant The applicant acknowledges the collection of the new national ID card by signing on the Collection Form 29
NIC Centre & ID Card Conversion Centres NIC centre Centres where new cardholders e.g. 18 year old will go to receive their cards Centres which will handle replacement in case of loss of the new smart card ID Card Conversion Centres Centres where existing cardholders go to register for the new card. These have been set up especially for this card conversion exercise. They will not exist beyond the 12 months conversion period. 30
SPECIAL CASES 31
New Issues - Special procedures for 18- year old citizens Those who will turn 18 before the 1 st of October They can wait till the 1 st of October and go to the National ID Card Unit (these are in Port Louis, RoseHill, Goodlands, Mahebourg & Rodrigues) to register for the new ID card Those who never had an ID card They have to go to the National ID Card Unit (these are in Port Louis, Rose Hill, Goodlands, Mahebourg & Rodrigues) to register for the new ID card r 32
Special Procedures for newly married women It is compulsory that a woman of 18-year old or above changes her ID card after marriage if she decides to change her name. If someone has an ID card which is not updated with his or her married name, that individual has the opportunity to update his/her new ID card free of charge 33
Special procedures for disabled Disabled persons will have to contact the Ministry of Social Security Specific conditions apply: if they are recipients of carer s pension due to reduce mobility, they will have access to mobile units Conversion will be done through by the Mobile Units 34
Mauritian Citizens living abroad Mauritian Citizens who live abroad will have to do the conversion during their next visit in Mauritius Mauritian Citizens living abroad, who will be back before conversion ends but will have missed their age group: take an appointment irrespective of the age group whenever they are in Mauritius Mauritian Citizens living abroad but coming to Mauritius after conversion period: Proceed to NIC unit (Port Louis, Goodlands, Rose Hill, Mahebourg); same procedures apply as there will not be any Conversion Centres after September 2014 35

People who lose their new ID card during the conversion Lost card to be reported to the police within 7 days. The card holder should call at the NIC centre to deactivate the card and get a new ID card 37
Procedure for people living in Mauritius, but travelling abroad during their age group call.
