KINGDOM OF CAMBODIA MINISTRY OF PUBLIC WORKS AND TRANSPORT RAILWAY DEPARTMENT Railway Rehabilitation Project and SKRL Link in Cambodia Fourth Meeting of the Working Group on the Trains-Asian Railway Network BangKok, 23-24 November 2015

1. Initiating the restructuring of the economical policy to ensure the economic growth by focusing on PPP in transport sector including the rehabilitation, improvement and development of road, railway and waterway infrastructures. 2. Interesting in the investment of transport sector and implementing a policy to attract private sector to be partner with public sector in the development and maintenance for road, railway and waterway sector. 3. Recognizing the merit of having a well-functioning rail system as an essential element of the national transport system. 4. Providing relief from railway to roads by carrying heavy freight and hazardous good.

Background of Cambodia Railway Project o Total project cost: $141.6 million o This PPP railway project involves rehabilitating and restructuring the railway. o The Govt. retains ownership of existing & rehabilitated assets. o The Concessionaire pays concession fees to the Govt. o The Concessionaire pays back the loan to ADB. o A Concession Agreement was signed with a private railway operator, Toll Royal Railway, in June 2009.

Background of Railway in Cambodia 1. Northern line: 386 km - Phnom Penh to Poipet (386 km) which include the missing link 48 from Sisophon to Poipet. - Single Track Meter gauge 1000mm - Constructed from 1929 and finished in 1942 using steel sleepers bold rigid and used P 30 of rail support for 15 tons axle load. it consists of 49 Operation stations, 2. Southern line: 264km - Phnom Penh to Sihanouk Ville - Single Track Meter gauge 1000mm - Constructed from 1960 and finished in 1969 using wooden sleepers and used P 43 of rail support for 20 tons axle load. it consists of 29 Operation stations,

Existing Railway Lines and SKRL link in Cambodia SKRL Link Poi Pet Trapang Sre : 611km 1. Southern line: 264 km The railway rehabilitation including repair and strengthening of the track bed, the placing of ballast, the replacement of unserviceable timber sleepers with PC sleepers, continuous welding of rails, The rehabilitation and reconstruction of bridges and culverts, construction of level crossings and The rehabilitation of the rail link with Sihanoukville Port including construction of container terminal and construction of bulk sidings inside Sihanoukville Port 2. Northern line: 386km The rehabilitation of the section between Phnom Penh to Sisophon; including the repair and strengthening of track bed, the placing and tamping of ballast, the installation of missing fittings, the repair and reconstruction of bridges and culverts, the rehabilitation of the spur line to Green Trade Warehouse (GTW), and The reconstruction of a 48 km section of the Missing Link (ML) from Sisophon at PK338+500 to Poipet at the Thai border at PK385 to reestablish the railway connection across the border. 3. SKRL Missing Link : 257km The feasibility study and looking for fund.

Progress of Railway Project and SKRL Link in Cambodia 1. Southern line: 264 km The rehabilitation the railway on the Southern Line was completed in earlier 2013. The construction of container terminal in Sihanouk Ville Port was substantially completed at the end of 2014 and The construction of the bulk sidings inside Sihanouk Ville Port was completed in February 2015. 2. Northern line: 386km The works achieved on the Northern Line were: Rehabilitation of approx. 23 km of the track from Bifurcation Station at PK9+400 to Bat Doeung Station at approx PK32+000 using the existing steel sleepers and P30 rails; Reconstruction of the approx 41 km out of approx. 48 km of the Missing Link from Sisophon at PK338+500 to PK378+500 near Poipet town. Construction of Border Railway Bridge of 45m is under construction and will be expected to complete at the end of this year (Grant from Thai Government). 3. SKRL Missing Link : 257km Under the feasibility study and looking for fund.

Future Plan of SKRL Link (611km) 1. Northern line: 254km for SKRL Link o Reconstruction of the approx. 6 km out of approx. 48 km of the Missing Link from PK378+500 to PK385+050 (Border between Cambodia and Thai) in Poi Pet town will be started in April 2016 and will be finished in September 2017 (State Budget). o Repair of Track works from PK300+000 to PK310+000 will be commenced in September 2015 and will be finished in December 2016 (State Budget). o Rehabilitation of Track works from PK328 + 000 to PK338+000 will be started in April 2016 and will be completed in September 2017 (State Budget). o Strengthening or Reinforcement of all bridges from PK328+000 to PK338+000 will be commenced in September 2015 and will be finished December 2016 (State Budget). o Track Rehabilitation (Batdoeung to Monkul Borey) from PK32+000 to PK300+000 and PK310+000 to PK328+000) will be started in April 2016 and will be finished in September 2017 (State Budget). 2. SKRL Missing Link : 257km Looking for fund for detail design and construction and will be planned to commence in 2020. The railway crossed border agreement between Cambodia and Viet Nam is under discussion.
