1 PROGRAM FOR ENHANCEMENT OF EMERGENCY RESPONSE (PEER) Key Activities for the period: December 2011-November 2012 The PEER 3 program objectives that the activities fall under are: PEER Objective 1: Community Action for Disaster Response (CADRE): Establish a system for enhanced community level first responder capacity in disaster prone communities in PEER s six core countries (Bangladesh, India, Indonesia, Nepal, Pakistan, and the Philippines) with expansion to Cambodia, Lao PDR and Vietnam (nine countries in total for PEER 3). Please note: This contains the ARC-supplementary funded component of PEER in 3 new PEER countries PEER Objective 2: Hospital Preparedness for Emergencies (HOPE): Continuation of the Hospital Preparedness for Emergencies (HOPE) courses in the six PEER countries and extension of the HOPE courses to the three new PEER countries (Cambodia, Lao PDR, and Vietnam). Please note: This is the USAID-OFDA funded component of PEER with PFAP underway in PEER 1-2 countries PEER is a program within the Public Health in Emergencies (PHE) Department with organizational objectives as follows: 1. Strengthening and building capacities of international, regional, national, and sub-national managers in managing public health in emergencies 2. Strengthening and building capacities of international, regional, national, and sub-national managers in preparing hospitals to be safe from disaster 3. Enhancing the capacities of humanitarian actors in managing public health emergencies in the field 4. Promoting and facilitating regional collaboration and national coordination among animal and human health practitioners in managing animal to human transmission of diseases 5. Providing technical assistance to countries in their plight of establishing efficient emergency or disaster response Project Name: Program for Enhancement of Emergency Response (PEER) Thailand, Vietnam PEER Program falls within the PHE Organisational Objectives (1), (2), (3), (5). I. PROGRAM ACHIEVEMENTS / UPDATEs: PEER has been established at Regional Level through the securing of partners (e.g. MoH, NDMA, IFRC, RC/RCNS), Governmental support, collaboration and networks, This year, PEER tem with OFDA support, sought the extension ofpeer to include the host country of Thailand. This was agreed and activities commenced in March Page 1 of 5

2 Significant progress has been made in completing PEER Country Planning Meetings (CPMs), to establish PEER in all ten program countries. ADPC has consistently provided organizational support and assistance, from the Executive Director and ADPC Director level, during PEER International Planning Meetings and from ADPC in-country Offices for program activities. Knowledge management has progressed through the PEER website and multimedia, development of the PEER database, PEER public awareness and advocacy initiatives and network building. PEER Media Press Releases issued nationally and media hits in PEER and regionally. PEER Website updates, reports, news, multimedia PEER Online Community for PEER Country Coordinators, Focal Persons. Partners, Instructors etc (password) PEER social network building: PEER on Facebook, Slideshare, YouTube PEER Multimedia: o Photographic Database on Flickr, o PEER films on YouTube PEER e-newsletter quarterly: i-contact : PEER Program brochures, flyers, banners, posters etc. Partnership Agreements and Memorandum of Understanding (MOUs) have been signed with Nodal Agencies and Implementing Partners. Collaboration with and involvement of IFRC in CADRE institutionalization has been an additional focus. HOPE institutionalisation with key partners has moved forward with the commencement of PFAP in Nepal, Philippines and Indonesia. Collaboration with program management partner National Society for Earthquake Technologies Nepal NSET is ongoing, particularly regarding Program Arrangements and Data Management. Personnel developments also include the assignment and appointment of PEER Country Coordinators in Bangladesh, Cambodia, Indonesia, Lao PDR, Nepal, Philippines, Pakistan,, Vietnam, and PEER Thailand Country Coordinator as a new position for PEER. II. PEER Objective 1: Community Action for Disaster Response (CADRE): PEER CADRE falls within the following organizational objective: 3. Enhancing the capacities of humanitarian actors in managing public health emergencies in the field Project Name: Community Action for Disaster Response (CADRE): Vietnam CADRE has completed National Pilots and Curriculum Adaptation s in all PEER countries except India, each followed by Training for Instructors (TFI) as of November In total for this reporting period there were xx Courses directly under the CADRE program component of which XX were TFI (Training for Instructors) training approx XXX Instructors on a National basis. Curriculum Adaptation and translation process are ongoing, and the programis now being rolled out at community level (one Rural community and one Urban community in each PEER country) Page 2 of 5

3 Pilot Communities have been established and training carried out in these pilot communities in Bangladesh (Sirajganj / Narinda), Cambodia (Phnom Penh /, Lao PDR, Nepal (Charikot / Hetauda), Philippines (Mandaluyong, Metro Manila / Silay) and Vietnam (Hue / Danang). Pilot communities are being established in Thailand - in the program provinces of Bangkok (BMA), Pathum Thani, Ayutthaya, and Nakhon Sawan. More than XXX participants have been successfully trained in the CADRE Basic National Course this year, with XX trained with TFI as National Instructors. XX participants have been trained in CADRE Pilot Communities in close partnership with NRCS Community training has carried out in Extension Communities in the Philippines, where one Rural extension community (Patag / Mambulak province of Negros, nr. Silay) with 24 local participants developed as community responders. Community training also has been carried out in CADRE Pilot community Urban in the Philippines (near Mandaluyong, Metro Manila Daang Hari community 24 local pariticipants) Relief equipment and training materials are being provided to rural and urban communities through CADRE and equipment upply is ongoing in association with the requirements of the NRCS. CADRE Training Activities: December 2011-November 2012 in PEER : III. PEER Objective 2: Hospital Preparedness for Emergencies (HOPE) PEER HOPE falls within the following organizational objective: 2 Strengthening and building capacities of international, regional, national, and sub-national managers in preparing hospitals to be safe from disaster Project Name: Hospital Preparedness for Emergencies (HOPE) Vietnam HOPE has been piloted in all the three new PEER countries of Cambodia, Lao PDR and Vietnam. In total for this reporting period there were 17 Courses directly under the HOPE program component of which 1 was TFI (Training for Instructors) on a Regional basis for the new HOPE extension countries of Cambodia, Lao PDR and Vietnam. This TFI was completed for these countries in a regional training in Bangkok. Other instructors for HOPE Nationally have been utilised from those trained under PEER 1-2. HOPE has also been implemented under the Partial Funding Assistance Program (PFAP) in three PEER 3 countries formerly under PEER 2 Philippines, Nepal and Indonesia. Work is ongoing with implementing organizations, agencies, Ministries, and other potential funding partners. There have been HOPE curriculum developments to integrate changes from Hospital Emergencies Preparedness and Response course (HEPR) and the Safe Hospitals Concept, which include latest best practice and themes, and integrating these into national HOPE curriculums. HEART in the Philippines has been closely assimilated to HOPE materials synchronized. HOPE Curriculum Adaptation s have taken place in which recommendations and adaptations were discussed regarding HOPE curriculum and training processes. These are now Page 3 of 5

4 incorporated into the Revised HOPE Framework ready for further HOPE National Implementations in Vietnam, Laos PDR and Cambodia. Headway has been made in the Technical Assistance program of HOPE, in the collaborative process of assignment and development of Model Hospitals particularly in Nepal and Lao PDR. Model Hospitals have been assigned in Cambodia and Lao PDR, and Technical Assessment and Assistance is already underway.
