Report of NCLEX-RN Examination Pass Rates for 2013 Agenda Item: 3.2.8. Prepared by: J. Hooper Board Meeting: January 2014 Summary: The period between October 1 and ending September 30 is used for the purpose of determining programs NCLEX-RN examination pass rates. The attached report provides final 2013 NCLEX-RN examination pass rates of first time test-takers from the professional nursing education programs in Texas. Programs with an asterisk (*) are commended for their pass rates of 90% or above. New programs that have not had graduates or first time test-takers during the examination year are not included in the report. Rule 215.4(c) states that Approval status is determined biennially by the Board on the basis of the program s compliance audit, NCLEX-RN examination pass rate, and other pertinent data. Certificates of ongoing approval for the biennium will be provided to programs in 2014 after Board Staff have reviewed the 2013 Nursing Education Program Information Surveys (NEPIS), the 2013 Compliance Audits for Nursing Education Programs (CANEP), and other pertinent information for each nursing program. Programs with a pass rate below 80% for one year will be required to submit a Self-Study Report to Board Staff according to education guidelines. Programs with a pass rate below 80% for two consecutive years may be placed on Full Approval with Warning. (Please see Agenda Item 3.2.2. for a current list of programs with sanctions.) Trends: The overall 2013 NCLEX-RN examination pass rate for Texas programs is 83.93% (9,290/11,069), which is slightly below the national average of 84.29%. The NCLEX-RN passing standard was raised by the NCSBN Board of Directors in December 2012 effective April 1, 2013, based upon findings in the RN Practice Analysis. It was estimated that the pass rates would drop by approximately 8%. Texas was one of three (3) states that had more than 11,000 first-time candidates candidates for the NCLEX-RN examination. The other two (2) states were California and Florida. Twenty-three (23) of the professional nursing education programs in Texas experienced a ninety percent (90%) or higher 2013 NCLEX-RN examination pass rate. These programs are commended for this performance. One (1) program had a 100% pass rate (Howard College), and thirty-five (35) programs pass rate fell below 80%. Six (6) of the programs with below 80% pass rate are new programs in initial approval. The following table provides a comparison of Texas pass rates with the national average. Year 2013 2012 2011 2010 2009 Average for Texas RN Programs 83.93% 9,290/11,069 90.70% (9627/10,614) 87.04% (8452/9711) 89.31% (7959/8912) 91.00% (7413/8146) National Average for RN Programs 84.29% 130,613/154,954 (135,211/149,869) 90.22% 87.81% 87.56% 88.20% The average for Texas RN program fell below the national average in 2011 and 2013. Thirty (30) programs will be required to write a Self-Study Report in 2014. This report is for information only. No Board action is required.
