Local Licensing Authority Meeting Minutes April 27, 2015 City Hall, Spruce Room 749 Main Street 7:00 PM Call to Order Chairperson Machado called the meeting to order at 7:00 p.m. Roll Call was taken and the following members were present: Authority Members Present: Matthew Machado, Tom Tennessen, David Hughes and John Carlson. Absent: Marguerite Lipton and Tim Hervey Staff Members Present: Melinda Culley Light Kelly P.C. Ben Redard, Police Corporal Carol Hanson, Deputy City Clerk Approval of Agenda Chairperson Machado called for changes to the agenda. Carlson moved to approve the agenda as presented. Authority member Carlson noted he had heard from some local brewers inquiring how they might get to participate in the Street Faire, he directed them to the Downtown Business Association. Authority member Tennessen noted he helps with the service of alcohol at the Street Faire. Carlson moved to approve the consent agenda. Hughes seconded. All in favor. Consent agenda approved. Public Hearing New Hotel and Restaurant Liquor License Seafood & Chophouse, Inc. d/b/a Seafood & Chophouse 328 McCaslin Blvd. Machado opened the public hearing on the hotel and restaurant liquor license application. Secretary Hanson stated the application was complete and included in the Authority packet. Background checks were conducted and returned showing no criminal history. The hearing had been posted and published in accordance with state law. There was no reason found to require denial of the application. Chairperson Machado called for any member disclosures, hearing none, he called for any objections to the boundaries of the neighborhood being the current city limits of the City of Louisville. Hearing no objections, he moved the entire application be made a part of the record of this hearing. Tennessen seconded. All in favor. Machado called for an applicant presentation. Harjinder Gill, 109 William Street, Superior, CO took the oath. Mr. Gill was accompanied by his brother in law who is helping get the business up and running. They reported they would like to establish a neighborhood eating place and also serve alcohol. The restaurant is almost ready to open and they are looking forward to getting the liquor license so the establishment can open. The plan is to serve fresh and flavorful food. Mr. Gill has operated restaurants before and not received any liquor violations. Machado asked for any audience members to speak for or against the application. Hearing none, he closed the public hearing and called for authority comment. Chairperson Machado asked the applicant to develop a relationship with the Louisville Police Department, stay current on liquor laws and informed him of the seller/server training available on a quarterly basis. He called for a motion. Carlson moved the Local Licensing Authority of the City of Louisville find the applicant is of good moral character, the inhabitants of the neighborhood desire the license be granted, the license will meet the reasonable requirements of the neighborhood, all City and State law requirements have been met and, based on these findings, the Local Licensing Authority approve issuance of a hotel and restaurant liquor license for Seafood & Chophouse, Inc. d/b/a Seafood & Chophouse. Tennessen seconded. Roll Call Vote: Machado yes, Tennessen yes, Hughes - yes and Carlson yes. License approved. Police Department Reports Corporal Redard noted the police department will hold a special server training for those volunteers serving alcohol at the Street Faire.

Secretary s Report Local Licensing Authority Minutes April 27, 2015 Page 4 of 4 Hanson thanked the Police Department for the seller/server training in March and noted the report on attendees was in the packet. She reminded the Authority members Open Government training would be held this Thursday at 6:30 PM. Authority Attorney s Report No report. Authority Comment and Discussion Items for next meeting Carlson noted there may be a bill passed allowing more local control with tasting rooms. If this bill passes the Authority will be briefed. Machado asked about grocery store sales. Carlson reported there is nothing currently in the legislative process; however, there is advocacy for both sides which could lead to a ballot question. Adjourn Hughes moved to adjourn. Tennessen seconded. All in favor. The meeting was adjourned at 7:24 p.m.

D/B/A OLD SANTA FE MEXICAN GRILLE HOTEL AND RESTAURANT LIQUOR LICENSE 994 DILLON ROAD The licensee, Isidro Gonzalez, Inc. d/b/a Old Santa Fe Mexican Grille, has submitted an application for renewal of its Hotel & Restaurant Liquor License at 994 Dillon Road. The premises are leased and the current agreement is valid. A Certificate of Good Standing is current and on file. There were no employees who attended liquor training over the past year. There were no incidents over the past year that required filing of police reports. City of Louisville sales tax account is current. Authority approve the renewal application for Isidro Gonzalez, Inc. d/b/a Old Santa Fe Mexican Grille Hotel & Restaurant Liquor License 994 Dillon Road. Alternatively, the Authority may set a hearing on the renewal application, which may be held after proper notice.

The premises are leased and the current agreement is valid. A Certificate of Good Standing is current and on file. There was one employee who attended liquor training over the past year. There was one incident over the past year that required filing of police reports. The Authority action involved writing a letter to the licensee. City of Louisville sales tax account is current. Authority approve the renewal application for Lucky Pie LLC d/b/a Lucky Pie Pizza Hotel & Restaurant Liquor License 637 Front Street. Alternatively, the Authority may set a hearing on the renewal application, which may be held after proper notice.

The lease for the licensed premises is current and on file. There were no employees who attended city liquor training in the past year. Certificate of Good Standing is current and on file. There were no incidents over the past year that required the filing of a police report. City of Louisville sales tax account is current. Authority approve the renewal application for Retail Liquor Store License Village Square Liquor LLC d/b/a Village Square Liquor 645 South Boulder Road. The new manager is Patrick Murray.
