DIGITAL MIDC Fast tracking success in Maharashtra Enterprise Resource Planning Maharashtra Industrial Development Corporation (MIDC), with a vision of holistic and inclusive growth, is aiming to turn Digital. The organization is digitizing all its business processes to make its modus operandi more systematic, channelized, centralized and transparent. The concept of Digital MIDC is being realized through Enterprise Resource Planning (ERP) implementation. MIDC is implementing ERP with an objective to enable efficient functioning within the organization. This implementation will provide smooth application, processing and approvals to various stake holders using a simple and intuitive user interface. Single Window Clearance Portal One stop services for Entrepreneurs! Single Window Clearance Portal In order to make the state more investor friendly, MIDC, as part of Digital MIDC has also launched Single Window Clearance portal on April 26, 2010. The SWC has emerged as One stop services for Entrepreneurs. The prime objectives of the system are: To create a one stop trade facilitation destination To enable entrepreneurs to submit applications at ease To provide hassle free service to the entrepreneurs across To improve customer satisfaction To meet the Service level commitments under the Citizen Charter Approval communicated online The key features of SWC are: Enables a Global Access to services and application forms Forms may be filled and edited online with printing facility Processing desk information given to boost direct liaising Status tracking available with color codes Dynamic two way interaction on digital platform Approval communicated online, Printouts with Barcodes Distinct system of stage wise (Pre-commissioning to post commissioning) approvals The Solution prepared for the SWC operates in the following manner: The interface of SWC is divided into two parts: 1) Custo- mer Login - For Customers and 2) Department Staff Login - For Department users to approve/ reject/take action on submission made by customers continued on the next page
213 services including 35 fully automated services provided by MIDC To avail any of the services under SWC, the existing customer needs to register his / her plot, shed or gala on the portal once and then apply for various services against the registered plot One can reach the SWC by clicking on Single Window Clearance Service on MIDC portal (www.midcindia.org), or by typing in the url - www.services.midcindia.org/services in the address bar of the browser. Registered customer can then apply for various services available under the respective departments within MIDC The applications thus made are approved or rejected by the Regional Officers or other head of departments. The customer comes to know about the status of his application once he logs in to his registered account. A service can be provided at any of the 4 levels: Level Interactivity for the Service L-4 Online Filling, Submission, Tracking, Approval and Delivery L-3 Online filling and Physical Submission L-2 Fillable PDF form L-1 Static Form or Link to an existing Service Facilitation The SWC portal provides information for 213 services including 35 fully automat-ed services of MIDC across various state and central department which will be integrated soon. The services have been categorized into various sectors and industries. They have also been categorized distinctly under different central and state depart-ments for the benefit of its existing customers and plot holders along with prospect-ive investors. Currently entrepreneurs can apply and get approvals for all 35 fully automated services of MIDC and for the rest entrepreneurs can download the forms from the portal and submit it physically. Dissemination of information to the customers with the aid of SMS services Plan Ahead To further augment the SWC features and make it more unique, noteworthy and customer friendly MIDC will incorporate new features in the near future as: SMS facility - To facilitate the entrepreneur further, MIDC plans to tie up with a network service provider and information/queries will be disseminated to the customers with the aid of SMS services. The customer needs to login his details along with his mobile number to avail this feature. Payment Gateway.- MIDC will tie up with service providers to institute an online payment gateway service to further aid its customers. The MIDC customer can pay for online services through the SWC portal in a secure mode. This feature aims to ease the clearance process further and reduce the overall time and cost. The Payment Gateway is a step ahead in making MIDC an absolute digital organization. Barcode tracking services - Barcode tracking services will provide a unique identification number to each application. This feature will facilitate the separation and indexing of documents that have been imaged in batch scanning applications. The feature will increase the visibility and management of the SWC process Backend processing platform through ERP - MIDC aims to make its backend processes digital which will pave the way for the standard, real-time exchange of business documents and will streamline the processes of MIDC. Linking with Labor department and MSEB - Increasing the SWC outreach, MIDC plans to link the services of Labour dept. and MSEB dept. directly to its online SWC portal Fire services in Non-MIDC area - As of now, MIDC provides services for approvals and clearances for MIDC areas only. The organization plans to gradually incorporate fire services for Non-MIDC areas also.
