El Camino Real de los Tejas NHT Association Annual Membership Meeting October 18, 2013 La Salle Hotel - Bryan TX The association s Annual Meeting of the general membership began at 9 AM. Due to the shutdown of federal government agencies, including the National Park Service, Aaron Mahr was not able to participate in our meeting as scheduled. Terry Colley gave a short presentation on progress at THC and plans for 2014. A presentation by Brazos County Historical Commission was presented by Henry Mayo. Henry spoke about historic sites to be toured by the general membership later in the day. Henry then introduced our featured speaker. Dr. Alston V. Thoms, Associate Professor of Anthropology at Texas A&M University gave an exciting and informative presentation entitled: Ancient and recent Indian history in the post oak/string prairie stretch of El Camino Real. This was an excellent presentation and was well received by those in attendance. The meeting then turned to the business of the general membership: 1) the election of board members and 2) a vote on bylaws amendments. The general membership approved the slate of board members for a two year term (FY14 FY15). This included: Name City and State Region Maureen (Mo) Brown San Antonio, TX At-Large Linda Curtis-Sparks Many, LA At-Large Christopher Talbot Nacogdoches, TX At-Large Gary Dunnam Victoria, TX San Antonio-Goliad Region Joy Graham Rockdale, TX Brazos Region George Altgelt Laredo, TX South Texas Region The general membership also approved a bylaws change concerning the association s mission statement. The former mission statement of the association read: El Camino Real de los Tejas National Historic Trail Association promotes and advocates El Camino Real de los Tejas National Historic Trail. The Association seeks to protect the historic integrity of the trail, its contributions to tourism and

economic development along its path, and to educate the public about its resources and opportunities. The new mission statement reads: El Camino Real de los Tejas National Historic Trail Association is an advocacy group that seeks to protect the historic integrity of the trail, to educate the public about its significance, and to promote resource development, interpretation, and tourism along its path. The general membership meeting concluded at 12:00 PM.

A quorum was established. Irene Ramos moved that the rules be waived in regard to the structure of the executive committee, thereby allowing the immediate past president to serve as a voting member of the executive committee. Joy Graham seconded. Motion passed unanimously. Nominating Committee chair Irene Ramos presented the proposed slate of officers for FY14: Name City and State Position Region Carl Mica Austin, TX President At-Large Maureen (Mo) Brown San Antonio, TX Vice-President At-Large Chris Talbot Nacogdoches TX Vice-President At-Large Gary Dunnam Victoria, TX Secretary San Antonio- Goliad Linda Curtis-Sparks Many, LA Treasurer At-Large Dr. Lucile Estell Rockdale TX Immed. Past Pres. At-Large Slate of officers passed unanimously.

Former board members were honored for their service on the board. Mark Stine was present to accept his award. Others not in attendance were mailed their tokens of appreciation. Minutes for the July 2013 meeting were approved as amended. Note: Carl Mica was not present at the July meeting. Chris Talbot moved and John Kisalus seconded. Motion passed unanimously. Mo Brown gave the treasurer s report. After much discussion Gary Dunnam moved that the report be accepted. Linda Curtis-Sparks seconded. Motion passed. It was noted that the 2014 budget needs to be amended to include the Indiegogo campaign and the payroll (addition of Sue as part-time assistant to Steven). Gary Dunnam then moved that a revised FY 2014 budget be presented to the board for approval at the January meeting. Linda Curtis-Sparks seconded motion passed. Executive Director s evaluation was tabulated and Steven was given a very positive evaluation. The evaluations are to be kept on file in the association office. It was recommended that the incoming president appoint a committee to provide a job description for the executive director position. George Altgelt moved and Gary Dunnam seconded the adoption of a Simplified Employee Pension Plan with the provision that funding for the plan is available in the FY 2014 budget. Passed unanimously. It was reported to the board by Lucile Estell that a part-time employee was hired through UT s Work Study Program for the fall semester of 2013 and the Spring semester of 2014. The board approved an expenditure of $1,200 for this employee in our July 2013 meeting. An additional $317.87 was approved by the executive committee in October 2013. George Altgelt moved that the 2014 Annual Membership Meeting be held on October 17, 2014 in San Antonio. Irene Ramos seconded. Passed unanimously. Gary Dunnam moved that the Model Trail Community Program be offered to Floresville and Milam County. Seconded by Henry Mayo and George Altgelt. Motion Passed with Carl Mica, Duke Lyons, and Linda Curtis-Sparks opposed, and John Kisalus abstaining. It was suggested that our association promote National Trail Days events annually in June. Chris Talbot moved. Maureen Winn seconded. Motion passed. Regional Reports were given as follows:

When received, these minutes will be amended to include them. A report on the Lobanillo Swales was distributed by Duke Lyons. A copy of this detailed report is on file at the association office. FY 2014 signing locations were discussed. Estimates will be provided to the board from the NPS office as to various signing options. George Altgelt moved. John seconded. Motion passed.
