COURSE DESCRIPTION The School of Economics and Management offers a two-year Master in Economics and Management of the public Sector (Masterclass LM-63) representing 120 credit points. This course has been activated according to the guidelines of the Bologna process. The ECTS (European Credit Transfer System) has been adopted. This course aims to create professionals who will be able to react to the new demands for efficiency, efficacy and economy in complex administrative structures. To do this, you will be provided with the skills needed by senior managers who are involved in the organisation, management and control of institutions. You will also be able to deal effectively with relations with other departments and other public bodies. You will receive training in how to deal with the public competitions and exams that give access to positions in public administration and private companies. The course is based on a multidisciplinary approach and provides transversal analytical skills. The subjects in the organisational- management area are complemented by economic, statistical and legal subjects. The course concentrates on improving your problem-solving skills through lab work and case studies and also develops your interpersonal and communication skills. You can choose from a European or international pathway or a pathway for internal careers. The Master in Economics and Management of the Public Sector is aimed at graduates of economics, law or politics, but also graduates from other faculties. CAREER OPPORTUNITIES The course allows you to decide upon your own educational path by choosing related and integrative activities based on the specific work objectives you may have. There is therefore a distinction between a European or an international education and an education for internal careers. The former focusses on a career inside international organisations or European organisations or firms working with them, in NGOs and in the diplomatic service and the latter concentrates on employment in public administration and firms working with them. LANGUAGES USED IN TEACHING The languages used in teaching are German, Italian and English. Each course is held in just one of the three official languages although the lecturer reserves the right to use the other two languages for certain parts of the course. However, the final examination must be held in the official language of the course. However, you must have achieved your degree by the enrolment deadline for the academic year in question, otherwise you will be excluded from the admission procedure. If you do not have the required academic qualification, you will be given a conditional offer of a place. If you achieve your qualification after the enrolment deadline, you can submit a late enrolment request to the rector in order to be enrolled by December 23, 2011, but only if there are still study places available. At the moment of effective enrolment, you have to certify that you possess the required qualification. Concurrent enrolment at several universities or in several courses at the same university is not allowed. 3/12

LANGUAGE PROFICIENCY You can enrol for master programmes if you can certify good language proficiency in at least two of the three official teaching languages (English, Italian, German); the first language must be at the C1 level of the Common European Framework of Reference and the second language at the B2 level. Language proficiency can be demonstrated in the following ways: a) holding secondary school leaving qualifications (A-levels, Abitur, Maturità, etc) where the main teaching language of the final year was in one of the official teaching languages of the undergraduate degree course. If these qualifications were obtained in one of the trilingual secondary schools in the Ladin valleys, they will be accepted as demonstrating proficiency in both German and Italian; b) holding an undergraduate or postgraduate degree if awarded in one of the three teaching languages of the degree course; c) holding a bilingual or trilingual undergraduate or postgraduate degree awarded by the Free University of Bozen/Bolzano or holding the degree in Primary Education from the Ladin section; d) presenting, for the relevant languages, a recognised qualification or certificate (see table below); e) passing a language test organised by the Language Centre of the Free Unversity of Bozen/Bolzano. By the end of their degree, students must be able to demonstrate proficiency in their first and second language at the C1 level and in their third language at the B2 level. You should fill in a special online form for the languages, which is available on the Language Centre s website www.unibz.it > Language Centre. You must indicate any certificates or qualifications that you have and then send the form electronically to the Language Centre, or you can send it via fax or email. The Language Centre will then check all the forms and contact you if further information or documentation is required. When are the language tests and how can I enrol for them? On the same online form, you can also enrol for the language test(s) for the language(s) (English, German, Italian) that you do not have any certificates for, but which you need to certify to be able to enrol. The tests will be taking place on the following dates: - 11 April 2011 and the following days (for pre-enrolled students in the first and second preenrolment session) - 18 July 2011 and the following days (for pre-enrolled students in the second pre-enrolment session) The results will be published at the Language Centre and on the Language Centre s webpages www.unibz.it > Language Centre. Conditional offers and summer language courses If you have applied during the first pre-enrolment session and you cannot demonstrate the language proficiency required for admission (C1 in your first language and B2 in your second language), then you will be excluded from the admission procedure. You can pre-enrol again in the second session. 5/12

If you have applied during the second pre-enrolment session and can only demonstrate proficiency in your first language (at the C1 level), you will be offered a conditional place at the University. You will then be able to follow a summer intensive language course at the Language Centre in order to improve your language proficiency in the language you have not been able to certify (the B2 level for the second language). These language courses take place from 2 August to 2 September 2011 (Monday-Friday, four hours/day). The deadline to enrol for these courses is 28 July 2011. The exam (at the B2 level) for those who have been offered a conditional place at the University will take place as from 5 September 2011. Enrolment for this test must be done online. If you require further information, please contact the Language Centre. The results will be published at the Language Centre and on the Language Centre s webpages www.unibz.it > Language Centre. Full admission or exclusion If you pass the B2 exam in September or provide the Language Centre with a recognised certificate or qualification by the deadline, your conditional place will be transformed into a definite place on the official ranklists, which will be published in September. If you do not manage to certify language proficiency as described above, you will not be allowed to enrol for the master programme. SELECTION PROCEDURE In addition to language certification and admission requirements, you must go through a selection procedure in order to access the course. The selection procedure consists of the evaluation of a dossier by a Selection Committee, written in Italian, German or English, which you have to hand in together with your pre-enrolment form. The dossier is composed of the following documents: curriculum studiorum: if you have the required qualification, you have to hand in: - your degree certificate from your three-year Bachelor with the final mark; if you attended a foreign university it would be useful to attach the declaration of value or a document written by the university itself with the indication of the lowest mark needed in order to achieve the degree as well as the highest mark obtainable; - a certificate detailing the exams sat at your university of origin (to be translated into English if it is written in a language which is not Italian, German or English) containing the list of exams sat as well as the marks, the date in which the exams were passed and the credit points as well as the subject areas (only if the exams were passed at Italian universities) and the hours of teaching; if you went to a foreign university the contents of the single courses have to be handed in as well - any other qualifications which you have achieved after your undergraduate degree worth at least 60 credit points and which are related to the subjects of the master. - if you do not have the required qualification, you have to hand in: - a certificate from your university (to be translated into English if it is written in a language which is not Italian, German or English), certifying that you have acquired at least 150 credit points (ECTS), - a certificate detailing the exams sat at your university (to be translated into English if it is written in a language which is not Italian, German or English) containing the list of exams sat as well as the marks, the date in which the exams were passed and the credit points as well as the subject areas (only if the exams were passed at Italian universities) and the hours of teaching; if you went to a foreign university a document issued by the foreign university and containing the scale of the marks used as well as the contents of the single courses has to be handed in as well; Furthermore a form has to be downloaded from the following link : http://www.unibz.it/it/economics/progs/master/entrepreneurship/admission/default.html This should be filled in and sent by e-mail, with all the necessary documents attached, to (schoolofeconomics@unibz.it) by the pre-enrolment deadline. official translation of your degree certificate into Italian, German or English if needed; a personal statement letter not longer than one side of typed A4, in which you explain why you would like to enrol for this degree programme; ADMISSION RANKLISTS Two admission ranklists will be drawn up, based on the results of the selection procedure: one for EU citizens (and citizens of other countries who enjoy parity of treatment) and one for non-eu citizens resident abroad. For the first pre-enrolment session, the ranklists will be published by 29 April 2011: - candidates who have certified their language proficiency (C1 in their first language and B2 in their second) and have successfully passed the selection procedure will have a definite place on the ranklists. 6/12

- candidates who do not have their degree and/or those who certify exams still to be done are put on the reserve ranklist. For the second pre-enrolment session, the provisional ranklists will be published by 1 August 2011: - candidates who have certified their language proficiency (C1 in their first language and B2 in their second) and have successfully passed the selection procedure will have a definite place on the ranklists. - candidates who have only certified language proficiency in one of the three teaching languages (level C1) and have successfully passed the selection procedure will have a conditional place on the ranklists. - candidates who do not have their degree and/or those who certify exams still to be done are put on the reserve ranklist. Once the conditional places due to the language requirement have been transformed into definite places, the updated ranklists for the second session will be published by 19 September 2011 on the School s official notice board board and they will also appear on the University s website (www.unibz.it). The ranklists are only valid for the academic year for which they have been drawn up. In the event that someone on the ranklist does not enrol by the deadline, the Free University of Bozen/Bolzano will then accept enrolments from candidates further down the list. The rank list for admission is based on the evaluation of the dossier submitted by the candidate. The following evaluation criteria expressed in % are applied to obtain the final score: a) Grade point average (75%) concluded studies: Final mark, given in xx/30 not concluded studies: The grade point average of the passed university exams given in xx/30 b) Qualifications (5%) any other qualifications which you have achieved after your undergraduate degree worth at least 60 credit points and which are related to the subjects of the master. c) Motivational letter (5%) Max. 5 points. d) Disciplinary skills (15%) 5 points if you have passed an exam worth at least 6 credit points in the legal area or in the economic/business area 15 points if you have passed an exam worth at least 6 credit points in the legal area and an exam worth at least 6 credit points in the economic/business area In the event of equal scores, the candidate who has the higher final mark for his/her degree (if already awarded) will have priority. If the candidate has not yet been awarded his/her degree, the higher grade point average of the passed exams will be taken into consideration. If scores are still equal, the younger candidate will have priority. PRE-ENROLMENT There are two pre-enrolment sessions: 1 st session: 01 March 2011-01 April 2011 (until 12:00 midday) 2 nd session: 09 May 2011 11 July 2011 (until 12:00 midday) Pre-enrolling in the first session allows the admitted candidate to: - have an unconditional place at the Free University of Bozen/Bolzano; - have a greater chance of obtaining accommodation in student accommodation (if requested); - take advantage of the student discount for a summer language course. The application for pre-enrolment, which can be completed for maximum two degrees of the Faculty of Economics, must be done through the University s website (www.unibz.it). If you do not have internet access, you can use the computers provided for this purpose by the Free University of Bozen/Bolzano (either in Bolzano or in Bressanone). The form must be filled in online and then it must be printed out in its entirety and signed. It must be handed in or sent by mail to the Student Secretariat in Bolzano by the deadline. The date of the postmark will not be taken into consideration. Postal service can take a very long time. You must ensure an early delivery of the documents. Applications that arrive after the deadline or by e-mail cannot be taken into consideration. In order to avoid long queues, it is recommended that the delivery of the documents does not take place in the last few days before the deadline. In the event that you wish to pre-enroll for more than one programme, an application form and accompanying documentation must be completed for each degree course. Evaluation can then only take place on the basis of the documentation you have presented with the application form. If there are incomplete applications, the Committee can decide to exclude the candidate from the admission procedure. The following documents must be enclosed with the pre-enrolment form: a passport-size colour photo (if not already uploaded with the online pre-enrolment application); 7/12

a photocopy of a valid identity card or passport (front/back); the dossier (see section entitled Selection procedure ) a copy of the declaration of equivalent value of the candidate s qualification(s) (only for candidates with a qualification gained abroad) see next paragraph a copy of the valid permit to stay for Italy (only for non EU-citizens legally resident in Italy) see next paragraph Candidates with qualifications from abroad must also deliver at the latest upon enrolment the original declaration of equivalent value of their secondary school certificate, together with the original or an authenticated copy of your secondary school certificate and an official translation into Italian. The declaration of equivalent value is issued by the Italian consulate or embassy abroad and confirms that your qualification would grant you entry to a similar university course in the country in which the qualifications were achieved. The declaration must be applied for as soon as possible since it can often require long processing times. If you are a non-eu candidate with a valid permit to stay for Italy (see article 39, paragraph 5 of decree no. 286 of 25.07.1998) apply directly to the University, as described above. In this case, you must attach to the pre-enrolment application a copy of your valid permit to stay for Italy ("permesso di soggiorno" for work, family reasons, political or humanitarian asylum, and religious reasons). A permit to stay for study reasons, or a visa for tourism, is not sufficient. If the permit deadline has expired, a renewal request must also be attached. NB: if you do not provide the permit for one reason or another, you will be automatically considered a non-eu citizen living abroad and therefore subject to the admission procedure through the Italian authorities acting in your country of origin. If you are a non-eu candidate resident abroad, you must carry out the enrolment procedures both through the Italian authorities (consulate or embassy) in the country in which you obtained or are to obtain your academic qualifications and directly with the university. The deadlines imposed by the Italian Ministry of Universities and Research (www.study-in-italy.it) must be respected. Should you not follow this procedure with your local Italian consulate, the application that you delivered directly to the university will be declared null and void. The Italian authorities abroad are the only ones able to accept and send applications to the university. Please note that non-eu citizens resident abroad can apply for one course only. HOW CANDIDATES OF THE FIRST SESSION ARE GUARANTEED A PLACE ON THE COURSE If you have been admitted through the rank lists, you will have to pay the first instalment of university fees ( 707.50) and deliver the receipt to the Student Secretariat by 20 May 2011. (Please note that payment will only be accepted once the receipt has been presented - it is not enough just to make the payment). Once this receipt has been received, you are guaranteed a place on the course. If you do not deliver the receipt to the Student Secretariat by the deadline, you will automatically lose your place and there will be a period where candidates of the 1 st session on the waiting list will be able to enrol. If not all of the first session s study places have been assigned, the free places will be assigned in the 2 nd session. Please note that payment does not allow you to receive student status, which will be acquired upon enrolment in August/October. If you have a guaranteed study place but you do not enrol, there will be no refund of the university fees unless you do not pass your final secondary school final exam or, in the event of non-eu candidates resident abroad, you does not receive the necessary documents from the Italian authorities in your country. ENROLMENT If you are well positioned on the rank list, you may enrol from 1 August 2011 for the Master in Economics and Management of the public sector. You need to submit your application in person by 14 October 2011, 12:00 midday at the Student Secretariat in Bozen/Bolzano. If you have a conditional place, you may only enrol after the reserve has been dropped. If you do not have the required qualification, you will only be given a conditional offer of a place. If you achieve your qualification after the enrolment deadline, you can submit a late enrolment request to the rector in order to be enrolled by December 23, 2011, but only if there are still study places available. The receipt for first payment of university fees (if this was not delivered in May) must be enclosed with the application. If you have secondary school certificates or qualifications from abroad you must also enclose: original of the declaration of equivalent value of the secondary school certificate or qualification issued by the Italian consulate or embassy abroad; original or authenticated copy of the qualification obtained at the conclusion of secondary education original of the official translation of your qualification into Italian Non-EU citizens must also enclose a valid permit to stay in Italy. 8/12

If you are student intending to transfer from another Italian university to the Free University of Bozen- Bolzano, you must enclose with the enrolment form a copy of the transfer application presented at your university of origin. The rank list is only valid for the academic year in question. If you are on the list but you do not apply to become a student by the date stated, the Free University of Bozen/Bolzano will reserve the right to accept applications from students further down the list. The names will be published on www.unibz.it. If you are high enough up the ranklists to be taken for more than one degree course, you can only enrol for one of those courses. Once you have enrolled for this course, you lose the right to enrol for another course or to move up in the ranklists of other courses. TUITION FEES Enrolment taxes and fees for the 2011/2012 academic year and the provincial tax for the right to study amount to 1,282.50. Taxes are to be paid through a bank transfer in two separate instalments the 1st instalment* for an amount of 707,50 by 20 May 2011 (for pre-enrolled students from the first session) or by enrolment (for pre-enrolled students from the second session), the 2nd instalment for 575 by 31 March 2012. * The first instalment amount includes the provincial tax of 132.50 and a revenue stamp of 14.62. In order to enrol, the first instalment must be paid. Delayed payment of the second instalment will result in a fine being levied. If you have not paid your taxes or other fees, you will be unable to take exams and will not be able to transfer to other universities or other degree courses. Disabled students with a disability up to or exceeding 66% are completely exonerated from paying university fees (and the provincial tax): the disability certificate, issued by the health authorities, must be presented at the beginning of the academic year. Foreign students who have been granted a scholarship from the Italian government are also exonerated from university fee (as well as from the provincial tax). STUDY GRANTS AND STUDENT ACCOMMODATION Information regarding study grants, refund of the provincial tax for the right to study and the assignment of accommodation may be requested at the Amt für Hochschulförderung, Universität und Forschung - Ufficio per il Diritto allo Studio universitario, l Università e la Ricerca scientifica of the Autonomous Province of Bozen - Bolzano. Application for the above assistance is to be submitted by the official deadline. Applications for accommodation can be accepted starting Tuesday, 5 th April 2011. It is advisable to complete the application for accommodation as soon as possible, already upon pre-enrolment at the university or before knowing the admission procedure results. The assignment of accommodation in student hostels follows a first-come first-served policy, in which applications handed in personally have priority. ADVISORY SERVICE The Advisory Service informs prospective students about the faculties and the degree courses offered and provides support regarding the choice of study. In the InfoPoints in Bolzano and Bressanone you can view information material and receive information about the courses. There is also an individual consultation service available for anyone who is interested. The Advisory Service guarantees full support for disabled students throughout their time at the University. STUDENTS WITH DISABILITIES If you have a disability, the Advisory Service will provide support throughout your time with us at the University. If you need advice or information about access to and movement around the premises, or about the benefits and opportunities available to students with disabilities, please contact the Advisory Service when you submit your pre-enrolment application and in any case at least one month before any admissions exams that you have to do. In this way we can guarantee any assistance that is necessary so that you can sit the admission exams without difficulty. Other forms of support are offered by the School and University Welfare Office of the Autonomous Province of South Tyrol (address and other details can be found on the last page). STUDY PLANS In the Master in Economics and Management of the Public Sector there are 12 subjects that are worth a total of 91 credit points (CP). There are a further 29 credits for the following: 8 CP for elective optional courses, provided that they are related to the degree (*); 15 CP for the final degree thesis; 6 CP for a compulsory internship. (*) The School Council decides every year which optional courses will be offered by the School. For the main teaching activities, 6 hours of teaching are worth 1 credit point. There are exceptions for practical seminars (eg laboratories ) and courses in which the interaction between lectures and practical sessions are particularly intensive and for which a higher number of teaching hours and of laboratory activity are foreseen. The minimum limit of the hours for the individual study and other educational activities according to art. 5, 2nd paragraph of the DM 16.3.2007 should also be taken into consideration. The language used in teaching each subject (Italian/German/English) will be announced at the beginning of the academic year. Students must have demonstrated proficiency in the official teaching language of the course at least at the B2 level of the Common European Framework of Reference in order to sit the relevant exam. Except for the language courses offered by the Language Centre of the Free University of Bozen/Bolzano, teaching takes place on the main premises of the Free University of Bozen/Bolzano, at the School of Economics and Management in Universitätsplatz/Piazza Università 1.
