Task 1: Target Containers Note: 1.1 Target Containers. (COMDTINST16616.11 (series)) Target containers for inspection by utilizing one of the following: 1. CBP s ACS 2. Terminal Manifest 3. Vessel DCM or General Cargo Manifest 4. Drive thru facility Note: From this point forward, record/document appropriate information on CG-5577, Hazardous Materials and Intermodal Container Inspection Report. COMDTINST16616.11 (series). Task 2: Preparation for Freight Containers and Portable Tanks 2.1 2.2 2.3 Establish communications between the inspection team, the COTP, and the facility. Shipping Papers Collect shipping documents from container custodian for container(s) targeted for inspection. Review shipping papers for compliance. 49 CFR 172/IMDG Identify hazards associated with the cargo for personnel safety. Identify any possible cargo compatibility issues within the container using shipping documents. Working Environment Verify Segregation for compliance Recheck/recalibrate safety materials Establish safety watch Create a safe environment for conducting the container inspection Ensure no smoking in immediate vicinity of container 2.4 Transportation Worker Identification Credential (TWIC) Verify the purpose of the TWIC Discuss procedures to verify TWIC authenticity by visual and/or United States Coast Guard 1 Container Inspection Job Aid

Note: biometric reader Verify required actions by an owner /operator upon discovering a possible invalid/fraudulent TWIC card Verify Coast Guard investigation procedures following discovery of a suspected invalid/fraudulent TWIC card Task 3: Freight Container Tailgate Inspection General Safety Note: At any time during this inspection, immediately leave the area and muster personnel upwind if cargo is leaking, if inspector s personal monitor alarms, or if inspector feels dizzy or detects any unexpected chemical through smell, dermal sensation, burning in eyes or lungs, or shortness of breath. Upon leaving the container, notify the container custodian and your unit of the problem. Also, post a safety watch to keep further exposure to a minimum. Inspector should carry an Emergency Response Guide and have knowledge of local hospitals that will accept hazardous material exposures. 3.1 External Examination Conduct external exam of container. (Class 7 materials shall be limited exclusively to external examinations) Test atmosphere through exterior vent if practical Compare gross weight markings to documentation to make sure container is not overloaded. Check for obvious leaks or severe damage. Verify structural serviceability (IMO CSC Circ. 134 Guidelines for Hazard Class 2-9) (49 CFR 176 for Hazard Class 1) Verify CSC Plate for international shipments Verify marking and placarding of exterior of container Note: 3.2 Open container IAW COMDT Safe Work Practices Record and remove old seals. Attach safety strap prior to opening. Partially open curbside door to check for shifted cargo. With strap still attached to curbside door, slowly open the door the remainder of the way. Ventilate container for a minimum of 15 min. 30 min for PIH or fumigated shipments. (Inspectors should not cross threshold of door sill for PIH and fumigated shipments.) Task 4: Portable Tanks Inspections Note: General Safety Note: At any time during this inspection, immediately leave the area and muster personnel upwind if cargo is leaking, if inspector s personal monitor alarms, or if inspector feels dizzy or detects any unexpected chemical through smell, dermal sensation, burning in lungs or eyes, or shortness of breath. Upon leaving the portable tank, notify the container custodian and your unit of the problem. Also, post a safety watch to keep further exposure to a minimum. Inspector should carry an Emergency Response Guide and have knowledge of local hospitals that will accept hazardous material exposures. 4.1 External Examination Conduct external exam of portable tank to identify leaks and severe damage Verify Structural Serviceability (IMO CSC Circ 134) Verify CSC plate for international shipments Verify marking and placarding 4.2 Verify Product/Tank Compatibility Verify tank type is authorized Visually inspect emergency shut and remote shut off Verify tank pressure relief settings for commodity if applicable and possible. 4.3 Proceed to post-inspection section United States Coast Guard 5 Container Inspection Job Aid

Task 5: Complete Post-Inspection Items Note: 5.1 Post-inspection items in the field. Attach COTP Detention Order to front and back (if applicable). Complete CG-5577, retain original and issue page 2 to container custodian. Contact appropriate agencies for issues outside the normal scope of inspections. 5.2 Post-inspection items in office. Complete MISLE entries. Determine appropriate enforcement action (if necessary). Notice of Violation Civil Penalty Initiate enforcement actions within MISLE Conduct follow-up inspection as required.
