Pagina 1 di 7 Register no. 41/2014 Prot. 394 of 10.04.2014 COMPETITION FOR ASSIGNMENT OF 1 JUNIOR FELLOWSHIP IN RESEARCH ACTIVITIES IN THE SCIENTIFIC AREA OF 05/C1 ECOLOGY THE DIRECTOR GIVEN art. 22 Law 30 th December 2010 n. 240 which establishes, within the financial resources, the assignment of fellowships for collaboration in research activities; GIVEN the Decree of the Ministry for Education, University and Research, n. 102 on 9 th March 2011, which establishes the minimum amount payable; GIVEN the Regulations concerning the assignment of Fellowships for collaboration in research activities (hereinafter Regulations) issued by Rector s decree n. 903 on 24 th July 2013, latest changes with DR Rep. n. 1351/2013 11/11/2013, which entered into force on 11.26.2013; GIVEN the Decree of the Ministry for Education, University and Research, n. 336/2011 e n. 159/2012, determining scientific area by art. 15 Law 30 th December 2010 n. 240; GIVEN the Decree of the Rector Rep. 171/2014 - prot. n. 2689 of the 26/02/2014 issue of the list of projects funded by the University for assignment of n. 1 junior fellowship for scientific disciplinary area 05 Biological Sciences entitled " STIMA DELLA BIODIVERSITA' IN ECOSISTEMA DULCIACQUICOLO MEDIANTE APPROCCIO MOLECOLARE for 1 year to be held at the Department of theoretical and applied sciences; GIVEN the Decree of the director Rep. n. 37/2014 Prot. N. 385 of April 9, 2014 which was approved by the Board of Examiners as follows: Serena Zaccara, RU, SSD BIO/07 DISTA, Giuseppe Crosa, PO, SSD BIO/07 DISTA, Bruno Cerabolini, PA, SSD BIO/03 DISTA GIVEN that the amount of the junior fellowship is coverage under the funds of the University. Art. 1 - Object ORDERS Notice of a competition by qualifications and examination is announced for the assignment of n. 1 junior fellowship for collaboration in research activities lasting 1 years for the scientific area of 05 - Biological Sciences, 05/C1 Ecology, SSD BIO/07 - Ecology to the Department of theoretical and applied sciences. Title of the research: Biodiversity in freshwater ecosystem: genetic support Research Project: The objectives of this project are (i) to discriminate native bivalves species (i.e. U. elongatulus, A. anatina, A. cygnea), reconstructing phylogenetic structure using sequencing of mitochondrial markers; (ii) to establish a suite set of variable microsatellite markers for population genetic studies of native bivalves species in order to analyse the current genetic diversity and differentiation of wild populations sampled in Lake Maggiore and (iii) to deduce genetically based management implications for the conservation of the species. Three main activities will be required: 1. sampling activities; 2. setting up for methodological procedures for the mitochondrial and nuclear markers; 3. phylogenetic and population genetic analyses.

Art. 2 General requirements All those who have received a degree in: - Degree in Biological Sciences (6/S) achieved under the laws previously in force in the educational DM No 509/1999 and subsequent amendments; - PhD (mandatory) in Analysis, Protection and Management of Biodiversity (or belonging to Macrosector ERC LS Life Sciences, LS8 Evolutionary, population and environmental biology: evolution, ecology, animal behaviour, population biology, biodiversity, biogeography, marine biology, ecotoxicology, prokaryotic biology) or equivalent qualification obtained abroad for the sectors concerned; equivalent degree obtained abroad and recognized as equivalent to the Italian degree by the competent academic authorities, and who have an appropriate scientific-professional curriculum to carry out research activities established by this competition notice can participate in this public selection. Candidates must have no criminal record. Applicants in possession of degrees earned abroad, who have not obtained the declaration of equivalence, must enclose in the application form a translation into Italian and a declaration of value of the foreign degree by a qualified Italian Diplomatic or Consular Representative in the country of origin, according to the Laws in force on the subject. The degree earned abroad can be declared admissible, by the Judging Commission, only for purposes related to the selection. Qualifications must be possessed on the date of closure established for the presentation of the application form. Those who have already been awarded fellowships according to law n. 240-30 th December 2010 for more than 4 years except for the period corresponding to a PhD without scholarship within the maximum limit of the legal duration of the related course cannot participate in the selection. For the purpose of the duration of the fellowship periods spent on maternity leave or for health reasons are not relevant according to laws in force. Art. 3 Incompatibility Personnel employed in Universities and in other public institutions as of art. 22 paragraph 1, Law 240 30 th December 2010 can participate in the competition, but must resign in the case of winning the Fellowship. Civil Servants in different institutions from those mentioned in the paragraph above can be awarded the fellowship but must be placed on leave without salary for the duration of the Fellowship. The Fellowship is not compatible with registration in undergraduate courses, graduate courses, PhD with scholarship or with a School of Specialization in the medical area, in Italy or abroad and with registration in other School/Courses which require obligatory attendance and prevent carrying out activities established in the contract. Relatives and in-laws within and including the fourth degree of a professor who is a member of the Department or the Structure requesting the institution of the Fellowship, or of the Rector, the General Director or a member of Administrative Council of the University cannot participate in the competitions for the assignment of fellowships. The Fellowship cannot be accumulated with scholarships in anyway awarded except with those awarded by national or foreign institutions useful for integration, for stays abroad, of the research formation of Fellows. The Fellowship cannot be accumulated with employed work, with contracts of collaboration or with income from free-lance activities, carried out in a continuous way.
Pagina 3 di 7 Art. 4 Application and deadlines The application for participation in the procedure addressed to: University of Studies of Insubria, Center for the Services of the Departments of Varese, Via Mazzini, 5, 21100 Varese, written on plain paper using the form attached to this announcement ( facsimile application form ) must be: - Submitted directly to the Center for the Services of the Departments of the University of Insubria Varese Via Mazzini, 5, 21100 Varese during the hours and days open to the public (Monday - Thursday 9:30 to 16:00, Friday 9:30 to 14:30 ), which will issue a receipt. Will be deemed ineligible applications delivered by hand after 12.00 pm on the day of expiry or - Sent by registered letter with acknowledgment of receipt will be deemed ineligible applications received by mail in any other way than that indicated above. Will be deemed ineligible applications received by post over on the day of expiry. The University accepts no responsibility in case of unavailability of the recipient and for loss of communications due to incorrect addressing by candidates or failure or delay in notification of a change of address indicated in the application. The university administration also does not assume any responsibility for cases of non or late delivery of the application of the securities and communications relating to the selection, due to postal or telegraph, to third parties, unforeseeable circumstances or force majeure. The application shall be accompanied by the following documents: - Curriculum Vitae signed and dated with the indication of the cultural, scientific and professional held by the applicant to demonstrate that they possess the requirements and skills required ; - Document or qualification to prove the qualification in relation to this proposal, which specialized diplomas, certificates of attendance at post-graduate courses, in Italy or abroad, for the conduct of activities are documented research at public or private with contracts, grants or assignments, both in Italy and abroad, professional experience related to the subject of the assignment, by the original or copy certified by self-certification pursuant to Presidential Decree n. 445/2000 ( Annex 1) ; - Scientific publications with indication of the date and place of publication or publisher 's letter of acceptance ; - Photocopy of the tax code and an identity document valid. Foreign nationals resident in Italy may use self-certification mentioned above, limited to cases where it is necessary to proof, facts and personal qualities certifiable by public or private Italian (Article 3 of Presidential Decree no. 445 / 2000). Foreign nationals not resident in Italy can not rely in any way of the institution of (Article 3 of Presidential Decree no. 445 /2000). Securities, certificates and publications produced in a manner different than specified above will not be taken into account. In application of the rules of self-certification, the University will proceed to verify the authenticity of the affidavits and self-certification pursuant to Presidential Decree n. 445/2000.

Not eligible for entry into the competition assessment of the securities received or submitted after the due date of the announcement. It is not allowed to make reference to documents and publications already submitted for participation in other competitions at this or other administrations. Candidates must provide their own cost to return titles and publications submitted for participation in the selection, subject to agreements with the Department. Art. 5 - The Examining Committee The examining Committee, consisting of three professors or researchers of the same scientific area of the research fellowship, among whom the Responsible Scientist as President, is as follows: - Serena Zaccara, RU, SSD BIO/07 DISTA - Giuseppe Crosa, PO, SSD BIO/07 DISTA - Bruno Cerabolini, PA, SSD BIO/03 DISTA The Commission is required to complete its work within 30 days from the deadline for presenting applications. Art. 6 Selection Procedure The selection procedure is based on qualifications and interview aimed at verifying the candidate s aptitude for fellowship research. It is the responsibility of the Administration to communicate through the means considered appropriate by the Office (telephone, e-mail...), within 7 days from the date of the interview, to the contacts listed in the application, the date, place and time of the interview and in case of changes. Failure to attend the interview is considered to be explicit and definitive manifestation of the will of the candidate to give up the selection. To take part in the interview, candidates must show a valid identification document. The interview will be public. Disabled candidates, according to Law n. 104/1992, should make a specific request for any assistance needed in order to take part in the interview. To evaluate the candidate the Commission can use up to 70 points to be divided up in following way: - Scientific and professional curriculum: up to 50 points - Scientific publications: up to 20 points. The results of the assessment of the qualifications will be made known to the candidates prior to interview. For inclusion in the final list, candidates must have achieved an overall score of not less than 42/70, while access to the interview is open to candidates for which the assessment was made of the securities, which are not therefore been excluded for the reasons set out in art. 7. The valuation of the stock may have a maximum score to achieve the 70/70, where the candidates have not previously achieved this score. For inclusion in the final list, candidates must have obtained a minimum score of 62/70.
Pagina 5 di 7 The Commission, at the conclusion of the work, will announce the result of selection and compile a ranking that will be affixed to bulletin board of the structure. The final list is approved by the Director of the Department and will be posted on the Rector of the University and in the University website with the value of notification to interested parties. The merit list will be used in the event of cancellation or termination of the grant, the proposal of the head of research, provided that the period for the proposed contract is not less than a year. Art. 7 Exclusion Candidates are admitted conditionally. The following imply exclusion from the procedure: 1) the application submitted or receipt after the final date of expiry of the notice; 2) failure to sign the application form; 3) the lack of participation requirements; 4) the existence of situations of incompatibility. Exclusion is provided for with a motivated decision of the Director of the Department and shall be communicated to the candidate by registered post. Art. 8 Renouncing of the candidate for the procedure Any waiver of the candidate to participate in the proceedings should be sent to the Center for the Services of the Departments of the University of Insubria Varese via Mazzini, 5, 21100, Varese. Art. 9 Contract of collaboration The winner will be called on to sign a temporary contract of research activity collaboration drawn up under civil law, within a period specified, otherwise he/she will lose the right. This fixed-term contract does not represent, in any way, a permanent contract of employment and does not give right to be admitted to permanent positions within University. The University provides equal opportunities between men and women. The fellowship implies carrying out the activities briefly mentioned below at the Department of Theoretical and Applied Sciences of the Università degli Studi dell Insubria and under the supervision of Responsible Scientist Dott.ssa Serena Zaccara within the research programme Biodiversity in freshwater ecosystem: genetic support. Conditions are indicated by the contract and governed by the Regulations. The position will cover a period of 1 years and can be renewed for periods of not less than one year up to a maximum of four years total with the same subject, also entered into with different institutions and universities, excluding the period in which the fellowship was received in connection with a PhD without a grant, not exceeding the legal duration of the course. The contracts referred to in Article 24 of Law 240/2010, intervening with various universities, government, non-state or telematic, as well as with the institutions referred to in paragraph 1 of art. 3 of this notice, may in no case exceed twelve years, even if not continuous. For the purposes of said contract the length of periods spent on maternity leave or for reasons of health, as provided by law are not considered. Renewal is still subject to a positive assessment of activities by the Department Council, as well as to availability of budgetary funds.
Pagina 6 di 7 For non-ec citizens the fellowship will start after obtaining the residence permit for scientific research and when the research activity actually begins. Art. 10 Salary The junior fellowship s yearly gross amount is 19.367,00 inclusive of taxes and contributions borne by the candidate. University will provide insurance cover for public liability and accident. The amount is tax free according to article 4 of Law n. 476 dated 13/08/1984 and it is subject, for what concerns welfare conditions, to regulations as from article 2 paragraph 26 and following Law n. 335 dated 8/08/1995. The sum will be paid in monthly instalments. Art. 11 - Suspension of the contract for maternity and sick leave The research activity is suspended for maternity leave. Regarding mandatory maternity leave, the conditions of Ministry of Labour Decree dated 12/07/2007, G.U. n 247 of 23/10/2007 will be applied. Sick leave will governed by article 1, paragraph 788 of Law n. 296 dated 27/12/2006 and successive modifications. During period of mandatory maternity leave, the amount paid by INPS according to article 5 of the above-mentioned Decree 12/07/2007 will be integrated by the University up to, and not over, the total amount of the contract. The mandatory maternity leave must be recovered after the natural expiration of the contract as provided by law upon Department Director s act. Art. 12 Withdrawal of the owner of the research The holder has the right to withdraw from the relationship, giving notice to the Director of the Department at least thirty days before. Non-communication of the above implies retention of the amount relative to the period in lieu of notice. Art. 13 Termination of employment If the holder does not continue the research activities in the program without good reason or is responsible for serious or repeated misconduct, on the motivaterd report by the Research Scientist and by the Council of the Department, termination of the contract may be ordered. The contract will be terminated automatically, without notice, in the following cases: - Undue delay or failure to initiate activity - Unjustified suspension of activity for a period exceeding 15 days - A serious contravention of the incompatibility of article 7 of the Regulation - Expression of a negative evaluation of the research by the Department Council. The resolution provisions are stipulated by the Department Director. Art. 14 PhD and Master
Pagina 7 di 7 The holder of research grants can attend, also as part of the excess number, and without the right to a grant, the PhD research course, subject to the passing of the entrance examinations. The participation of the holders in master's degree course is incompatible. Art. 17 - Privacy policy According to Decree D. n. 196/2003, the University will commit itself to respect all confidential information provided by the candidate. All information provided will be handled only for purposes connected to the selection procedure and to the stipulation and management of the contract with the University.
