ISSUE The City Council goals that were recently adopted included a goal of preparing for a spring or summer bond referendum to fund the development of several parks and recreation facilities. During the City Council s work session on Monday, February 8, 2016, the City Council discussed the topic of the City holding a special referendum to fund the acquisition, betterment, construction and related costs of recreational facilities, including a new indoor ice arena; additional baseball and softball fields at UMore Park; additional athletic fields for soccer, lacrosse and football at Flint Hills athletic complex; and an Ice Skating/Event Plaza and play area at Central Park. After much discussion, the City Council directed staff to prepare a resolution calling for a special referendum to be held on Tuesday, May 17, 2016 where voters will be asked to consider a $15,000,000 bond referendum to fund these amenities. Attached to the executive summary is a concept plan for each project along with cost estimates. The estimated tax impact to a median value home of $238,250 based on a $15,000,000 bond referendum for 20 years is $99 per year. SUMMARY Staff would like for the City Council to consider approving a resolution to authorize setting a special referendum to ask voters to consider approving $15,000,000 in general obligation bonds to fund the acquisition, betterment, construction and related costs of recreational facilities, including a new indoor ice arena; additional baseball and softball fields at UMore Park; additional athletic fields for soccer, lacrosse and football at Flint Hills athletic complex; and an Ice Skating/Event Plaza and play area at Central Park. The proposed date for the special referendum is May 17, 2016.

CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2016 - RESOLUTION DETERMINING THE NECESSITY FOR THE ISSUANCE OF GENERAL OBLIGATION BONDS AND CALLING A SPECIAL ELECTION THEREON WHEREAS, the City proposes to acquire and construct the following parks and recreation facilities (collectively, the Project ): 1. A new indoor ice arena 2. Additional athletic fields for soccer, lacrosse and football at Flint Hills Athletic Complex 3. Additional baseball and softball fields at UMore Park 4. Ice Skating /Event Plaza and play area at Central Park WHEREAS, the City is authorized by the provisions of the Minnesota Statutes, Chapter 475, as amended (the Bonding Act ), to issue its obligations to finance the Project, in whole or in part, and to pledge its full faith, credit and taxing powers to the payment of such obligations, upon approval of a majority of the voters voting on such a proposal at a regular or special election; WHEREAS, the City Council finds it is necessary and expedient to the sound financial management of the affairs of the City that the Project be financed in whole or in part by the issuance and sale of the City s general obligation bonds pursuant to the Bonding Act in an aggregate principal amount not to exceed $15,000,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota (the City ), as follows: 1. Election. The proposition for the issuance of bonds not to exceed $15,000,000 for the Project shall be submitted to the voters of the City at a special election to be held on May 17 th, 2016. Said election shall be held between the hours of seven o clock a.m. and eight o clock p.m. The polling places shall be as assigned in Resolution 2016-08. 2. Ballot. The Clerk is hereby authorized and directed to post and publish according to law a Ballot, and to prepare ballots for the question for use at said election, which Ballot shall be in substantially the form as Appendix A. 3. Notice. The Clerk is hereby authorized and directed to post and publish according to law a Notice of Special Election, which notice shall be in substantially the form as Appendix B. 4. Manner; Canvass. Said election shall be held and conducted in accordance with the statutes of the State of Minnesota as applicable, and the City Council shall meet as required by law for the purpose of canvassing said election and declaring the results thereof.
