2 NOTICE OF SPECIAL ELECTION FOR RENEWAL OF EXCESS SCHOOL LEVY TO THE VOTERS OF BROOKE COUNTY, WEST VIRGINIA TAKE NOTICE That, at a regular meeting of the Board of Education of the County of Brooke, State of West Virginia, held on the 26th day of August, 2013, as provided by law, the following order was made and entered of record, to wit: The Board of Education of the County of Brooke, being of the opinion that the levies for current expenses authorized by Article 8, Chapter 11, of the Code of West Virginia, as amended, will not provide sufficient funds for the payment of current expenses of the Board of Education, including expenditures for the purposes herein set forth, and that an election should be held, as provided for under the provisions of Section 16, Article 8, Chapter 11 of the Code, as amended, to approve the renewal of the Excess Levy for the fiscal years beginning July 1, 2014, July 1, 2015, July 1, 2016, July 1, 2017, and July 1, 2018, and hereby orders as follows: 1. That additional funds are needed for the following purposes and in the approximate amounts shown, during the next five fiscal years: Purpose a. To provide the students enrolled in Brooke County Schools instructional materials including, but not limited to, textbooks, workbooks, computer software, library materials, other instructional materials, furniture, supplies and equipment. To improve access to technology through the purchase of hardware, software, infrastructure, repair, and training. To maintain, upgrade and connection to the West Virginia Education Information System. To supplement the state aid formula for the cost of student transportation. b. To provide for the health and safety of students enrolled in Brooke County Schools through capital improvements, security, maintenance, renovations, and repairs of facilities. Amount $375,000 $2,000,000

That the Board may reduce the maximum rates in any given year or years during the term of this levy after determining the sufficiency of funds for school purposes for the next ensuing tax year. 6. That the Board is hereby authorized and empowered to expend, during the term of this levy, the surplus, if any, accruing in excess of the amounts needed for any of the above stated purposes, plus excess collections due to increased assessed valuations for the enrichment, supplementation, and improvement of educational services and or facilities in the public schools of the County of Brooke. 7. That the separate and aggregate assessed valuation of each class of taxable property within the County of Brooke is as follows: Class I 0 Class II (Homestead Excluded) 269,705,472 Class III 109,192,702 Class IV 465,549,916 Total $ 844,448, That the proposed additional rate of levy, in cents per $100 of assessed value on each class of property, is as follows: Class I Property Class II Property Class III Property Class IV Property cents per each $ of assessed valuation cents per each $ of assessed valuation cents per each $ of assessed valuation cents per each $ of assessed valuation 9. That the proposed years to which the renewed excess levy shall apply are the fiscal years beginning July 1, 2014, July 1, 2015, July 1, 2016, July 1, 2017, and July 1, That the question of such renewal of the excess levy shall be submitted to a vote at a Special Levy Election to be held on the 9th day of November, That notice calling such election shall be given by the publication of this order for said election in the Brooke County Review, Wheeling News Register, Steubenville Herald Star, newspapers of general circulation in the Brooke County School District. All the provisions of the laws concerning general elections shall apply as far as they are practicable. 12. That the number of election officials necessary to properly conduct said election shall be three commissioners and two clerks at each place of voting, regardless of the number of voters registered to vote thereat.
4 ii. Extra duty wages for the purpose of providing for $70,000 academic and athletic trips and to provide for student body activities. iii. Dental and optical coverage, health insurance, and $555,000 retirement costs for all regular employees. d. To provide legal and medical advisor fees. $55,000 e. To fund necessary added services such as homebound and $110,000 tutoring including fixed costs, speech therapy, psychological services, occupational therapy, physical therapy, expulsion hearings, court recorders, grievances, RESA 6 and other qualified agencies. 2. That should any item in the aforementioned purposes be declared unconstitutional or invalid due to judicial or legislative action, affected funds will be distributed among remaining itemized purposes. 3. The total amount for said purposes, after making due allowances for exonerations and delinquent taxes, is approximately $ 6,191,000 annually, and the total amount to be expended during the term of this levy is approximately $ 30,955,000. In the event that the amount collected is less than the amounts noted for the aforementioned purposes, the Board of Education is obligated to spend only a proportionate amount per enumerated purpose. 4. That should additional funds be made available to the Board of Education for any of the above purposes by some form of matching funds by either State or Federal governments, the amounts herein set forth may be used, solely or on a matching basis, to secure said additional funds or provide additional services. Additional funds may be used either in substitution for or in addition to the funds obtained from this levy. 5. That the Board may reduce the maximum rates in any given year or years during the term of this levy after determining the sufficiency of funds for school purposes for the next ensuing tax year. 6. That the Board is hereby authorized and empowered to expend, during the term of this levy, the surplus, if any, accruing in excess of the amounts needed for any of the above stated purposes, plus excess collections due to increased assessed valuations for the enrichment, supplementation, and improvement of educational services and or facilities in the public schools of the County of Brooke.

That additional funds are needed for the following purposes and in the approximate amounts shown, during the next five fiscal years: pm:pose Amount a.
