New Jersey SREC Solar Registration Program (SRP) Portal Application Entry Training Guide The purpose of this document is to provide participating contractors with instructions on how to Log-in to the New Jersey SREC Solar Registration Portal and enter Solar Registrations and supporting documentation. Section 9 includes additional information on Registration Center features and navigation. Program portal instructions and SAMPLE screenshots of Registration Center projects are included in this training documentation. 1. NJ Solar Registration Program Begin SRP Registration Process 1. To begin the REGISTRATION ENTRY process, Log-into: https://njcepsolar.programprocessing.com/ 2. Users will be navigated to the home page for the NJ SREC Solar Registration Program (SRP), which includes information and links for the following support areas: Registration Support (User Guide and Training Webinar) Program Support and Documentation Questions/ Contact Us Information 3. Select the APPLY NOW link from the drop down menu located on the left side of the home page OR the BEGIN REGISTRATION PROCESS button to enter the Apply Now SREC Registration Program page. 4. Select the links shown to open and download the SREC Behind-the-Meter Registration Checklist or SREC Grid-Supply Registration Checklist. NOTE: Please be sure to download, review and assemble all information needed and follow the instructions provided before beginning the registration process. 5. Select the button to start your registration. Page 2
6. RETURNING Users must enter their Email address and Password, then select the account. button to access their 7. For New Users: After selecting the button, the Create User Profile will display as shown: First Name Last Name Email * Utility Account Number (Enter your company name here) Password Re-enter Password Your company name *Only registrations created with the SAME USER EMAIL will be visible to that user. If a company wants all registrations to be visible to a group of users, the SAME EMAIL and PASSWORD will have to be entered when creating a new account. NOTE: All fields marked with a red asterisk * here and on the Registration Form are REQUIRED FIELDS in VIsionDSM. 9. Select the button. The CUSTOMER REGISTRATION APPLICATION form is now displayed as shown. Please complete all applicable and required sections with available customer and project information. Site Host Contact Information PREMISE CONTACT (Address Where installation is taking place along with Name, Phone and email for primary contact for all questions on the application) Enter Utility Account Number for the Site. NOTE: Users may save contact for later use. Once saved, utilize the Select Existing Contact drop down to populate CONTENT INFORMATION FORMS if available. Page 4
SREC Owner PRIMARY CONTACT (Owner of SREC after project completion) If contact information is the same as Site Host above, then select: Solar Installer CONTRACTOR CONTACT (Who is conducting the installation) Page 5
Electrical Contractor (including license # and expiration date) Enter Electrical Contractor information. Installation must be performed by a NJ licensed electrical contractor. APPLICATION FORM #1: System Information 1. Type of Registration/Application you are submitting. The 4 selections listed here are in the drop down menu field below. 2. Enter the original Project Number (Only Required if you choose Replacement of a Non-Compliant above) NOTE: If this is an Add On project, replacement of an Accepted but Non-Compliant*, or Accepted- but previously Expired application, please provide the original project # for reference. *An Accepted-Non-Compliant application means the application was accepted but the registration date was not within 10 days of the executed contract. For this type of submission, please provide the original project number. If a registration has been deemed Incomplete Final, that registration has been deactivated and a New Application must be submitted for the project. No reference to the previous submission is needed. 3. Select Project Type from drop down menu (Behind the Meter OR Grid Supply) 4. Select Land Use Type from drop down menu as shown. 5. Enter the most recent date shown on the Executed Contract. 6. Enter Project Cost and Total System Size (kw) and Designed System Output ( kwh )output) to complete this section. All Information on Application Forms #1 and #2 must be complete or registration will be deemed incomplete. Page 6
IMPORTANT REMINDER: A completed SRP registration packet with signatures MUST be submitted no later than 10 business days from the execution date of the contract unless otherwise directed by the Board. More information regarding the 10 day rule can be found here: SREC Checklist 10 day Rule Warranty Information: 1. Enter all Manufacturer and/or Installer Warranty information for the following: PV Modules Inverter Installation 2. Add the PV Module Warranty % of Rated Output as a DECIMAL, as shown. NOTE: All Warranty Information fields are required fields. Grid Supply ONLY: Complete this section only if you are installing a Grid Project. IMPORTANT REQUIRED INFORMATION All Information on Application Forms #1 and #2 must be complete or registration will be deemed incomplete. Equipment Information: 1. Enter equipment information using the button. 2. Select from drop down menus as shown to populate equipment selection fields. Page 7
3. Equipment Details fields will display Input or use dropdown menus to complete all required fields marked with a red asterisk*. 4. Enter Rating per Module as kw with a decimal as illustrated in the sample shown. Note: If you are installing multiple arrays you should enter an Equipment Record for each array. 5. Select the button. 6. Project Equipment Selection will be displayed showing the equipment you entered. You can edit or cancel equipment by selecting the edit pencil icon or red x under the Action tab. Use the refresh button at the top left to view any changes. You may enter additional equipment by again selecting button. When you re finished entering equipment, select button to proceed to SRP Application Form #2. Page 8
SRP APPLICATION FORM #2 The SRP Application Form 2 asks for more specifics regarding your project. This form will be available to you later in the process to optionally update this information when submitting your AS BUILT documentation. 1. Is this a Self-Install Project: Select YES or NO from drop down menu. 2. Third Party Ownership: Select YES or NO from drop down menu. 3. Select EDC Financing Program Type from drop down menu as shown. NOTE: Select NONE if not applicable. 4. Select Electric Utility Name from drop down menu selections as shown, if applicable. 5. Select Customer Type from the drop down menu selections, as shown. 6. Select Estimated Construction START and COMPLETION DATES from drop down calendar menus, as shown. 7. Select the button. 8. The Almost Finished! dialog box will display as shown. Select button again to advance to the REGISTRATION CENTER HOME PAGE view where you ll be able to upload your SRP required documents and submit your completed application. Page 9
2. Your Registration (Application) Center Home Page Upon arrival in Your Registration (Application) Center Home Page view, you will be able to access information regarding all current and newly submitted SRP registrations in the following four sections: Quick Actions Analytics New Tasks * Applications by Status All NEW SRP Registrations created by the user will be given a system reference number (e.g. NJSRRE1532003130) and will appear in the TASKS section as shown. NOTE: This reference number is for registration identification only. The SRP registration is not considered Accepted until the registration is deemed complete by the SRP Processing Team and a SRP Acceptance letter is issued. Users MUST complete the entire list of tasks for their type of project to submit their registration packet application for Program review. NOTE: The system reference number is NOT THE PROJECT S NJ CERTIFICATION NUMBER. This number is solely used as a project identifier. The Program will use this number in all correspondence regarding for each registration. Please reference this number any time you re requesting information regarding a registration. A complete tour of the SRP Portal Registration Center And how you can use it to submit, manage and complete your registrations is covered in Section 9 of this Guide. We will continue here with the steps to complete and submit your newly created SRP Registration. Page 10
3. Completing your SRP Registration Project Tasks The ORANGE Task Center will show you the TASKS that must be completed for all of your submitted registrations (applications) during each of the processing statuses. They are listed in order from oldest to newest by submitted registration by date. Note: The SRP registration portal is only for SRP Registration submissions. Use the Blue Scroll Bar to the right of the Task Box to see all of your registrations as illustrated. NOTE: The registration you just entered will generally be listed LAST. Select the System Reference Number link for the registration you just created to open the Project s home page for that registration. This is where you can VIEW and COMPLETE your required SRP Project Tasks to submit the new registration. Page 11
The Project # Registration page contains information relevant to the registration and will alert you to all OUTSTANDING TASKS to be completed as well as any NEW MESSAGES you may have. This page view also includes: The Project Number Date registration was created Registration Status * Premise, Primary and/or Contractor Information as applicable. All new registrations will display in the Status bar as:, indicating you have additional uploads and tasks to complete before your registration is officially submitted. NOTE: * The Project Status allows you to see where a registration is within the registration process. See Section 4: Glossary of Registration Statuses to understand each status. Scrolling down the page allows you to view additional project information including: Messages Current Tasks Forms Documents and files Equipment (NOTE: Additional portal features are covered in the separate NJ SRP Portal Registration Center Guide.) In the Orange TASKS bar, select the link to jump down and display your Current Tasks list. Note: You can also scroll down the list to access that section as well. The Current Tasks list includes: ACTION needed: (Document Upload or Complete Task) ASSIGNED TO: Person required to complete the task. DATE: Date request/ task was generated. The Tasks section for a newly submitted SRP registration requires you to upload all of the Program requirement documentation for your type of project, as shown. 1. Select Document Upload icon next to each task to browse files and select the correct document for upload. Note: All file types will be accepted. There with no file size limit. 2. Select the button to complete the document upload to your Registration Center. 3. Complete all applicable Document Uploads in the Current Tasks list. Note: Once a document has been uploaded, the task disappears from the Task list. Page 13
4. Once you have completed uploading ALL required documents, select the last task: Complete Task: Submit Completed Application for Review. IMPORTANT NOTE: Users MUST complete this task as the Final Step in order for your registration and supporting documentation to be officially submitted to the NJ SRP for review! The date and time of this action will be documented as the Registration s received date. It is this date that will be used to determine all Program compliance requirements. 5. Select the Complete Task icon to open the Manage Task dialog box if you are ready to submit the new SRP Registration. 6. Check Yes, I certify that this task has been completed. 7. Click the button. 8. The CURRENT TASKS section has now disappeared and all DOCUMENTS and FILES uploaded will be displayed as shown. Page 14
9. Select the link in the left hand navigation bar to return to your Registration Center HOME page. NOTE: You will no longer see the Registration submitted listed under the TASKS section once your new application tasks have been completed. You will also see that the # of -registrations listed under Application Received in the APPLICATIONS BY STATUS box has increased by 1 (from 1 to 2 in this example). 10. Click on the My Applications link in the QUICK ACTIONS box. 11. You will see that your Registration has moved from Pending Uploads Status to APPLICATION RECEIVED Status. Page 15
4. Registration Incomplete Minor Status Upon Staff review, if your application is Missing Minor Information or documentation, you will receive a systemgenerated email notification advising you of the specific missing information and TASKS you need to correct the registration. Note: All email correspondence will be sent from the Program online system address: donotreply@programprocessing.com. Make sure to whitelist the address for your inbox. Note: The project application will now be returned to the TASKS section of your Registrations Home page and will display under the Registration Incomplete- Minor STATUS. 1. Click the System Reference Number to open your registration. 2. Select to display your Current Tasks list for this status. 3. Once information is updated through the portal, Program Staff will be notified that the Registration has been updated. 4. The SRP Registration will automatically be moved to STATUS: REGISTRATION INCOMPLETE MINOR REVIEW. Page 16
5. Registration Incomplete Final Status If your registration review indicates a MAJOR issue(s), you will receive a system-generated email notification indicating the Major/ Noncompliance issue. The registration will be displayed in the Applications By Status box under the Registration Incomplete- Final link as shown. IMPORTANT NOTE: This registration has been moved to STATUS: REGISTRATION INCOMPLETE FINAL and is now considered cancelled. SRP Registrations with Minor issues that were not resolved in 14 days are also sent to this status. 1. To re-submit the project, you are required to create a new Registration in the system. 2. Follow the process for entering a new registration. 3. Follow the required TASKS for submitting a new registration. Once your SRP registration documentation is approved by Program Staff, the registration will then be moved to ACCEPTED STATUS. You will receive an email notification that the registration has been accepted. It is in the ACCEPTED STATUS that you may also request to cancel the project OR to request an extension. NOTE: If you have a Grid-Supply project, this status also allows you to upload your quarterly Milestone SRP spreadsheet. Page 17
6. Submitting and Review of As-Built Documents and Registration Completion Submitting As-Built Documents 1. Upon completion of your approved project, return to your Registration Center HOME page and select your project s system reference number in the orange TASKS box to open the registration. 2. Select to display your Current Tasks list for this status. You will see the number of tasks that are required to complete this part of the submission process. NOTE: The first 3 tasks do not apply to the Submitting As-Built Documentation process. 3. The system is now ready to receive your AS-BUILT DOCUMENTATION. 4. Select the icon and complete all Document Uploads required to submit your As-Built Documentation. NOTE: Some Uploads with instructions in parentheses may not apply to all registrations. IMPORTANT! Make sure to complete uploading all required documentation BEFORE Completing Step 5. 5. When you are done, you must select the last task COMPLETE TASK: SUBMIT PROJECT TO SRP PROGRAM FOR REVIEW to have your Final As-Built documents reviewed by the NJ SRP Staff! Page 18
6. Once you select the SUBMIT button, the tasks section will disappear and the registration will automatically be moved to STATUS: FINAL AS-BUILT RECEIVED. Program staff will be notified that documents have been received and are ready for review. 7. Select the link in the left hand navigation bar to return to your Registration Center HOME page. NOTE: You will no longer see the registration submitted listed under the TASKS section. You will also see that the registration is now accessible under the FINAL AS-BUILT RECEIVED link in the Applications by Status section. Page 19
Review and Approval of As-Built Documents Program Staff will review all submitted documentation. If there is MISSING As-Built Information or Documentation, the registration will be placed in AS-BUILT INCOMPLETE STATUS. The SREC Owner, Site Host and Contractor will receive an email notification explaining the reason(s) it has been deemed incomplete and instruction on how to submit the required missing information through the Portal. As with earlier statuses requiring tasks, the registration will appear under your TASKS section. Open the registration and follow the prompts to update information or upload supporting documentation to submit back to the Program for review. Once the As-Built documentation has been deemed complete, the registration will move to AS-BUILT COMPLETE STATUS. Registration Completion Once the As-Built documentation has been approved, the project will join the pool of approved projects to determine if it s been randomly s selected for an on-site inspection. NOTE: 10% of Behind-the-meter projects will be selected. 100% of Grid-Supply projects will be inspected. The SREC Owner, Site Host and Contractor will receive an email notification if the project has been selected for an on-site inspection or whether the onsite inspection has been waived. If selected for an on-site inspection, the Site Host and installer will be contacted by Program Staff via email to schedule the visit. Once the on-site visit verification work has been approved OR an applicant has been waived for the inspection, the registration moves to REGISTRATION COMPLETE STATUS. The SREC Owner will receive a system email indicating the System Capacity and NJ Certification number. Applicants should read the Letter carefully for instructions on the different options for managing the SREC account. The Site Host and Contractor will receive an email notification that the registration has been completed. To submit another SRP Registration, return to the Registration Center Home Page and select the left hand navigation link: APPLY NOW to begin the process. To understand the different statuses associated with your SRP registration, please refer to Section 7: Glossary of Application Statuses in this guide. 7. Glossary of Registration Statuses Registrations will move through different statuses during the approval process. You will see the status of each registration in your Registration Center Home Page when you select the My Applications (Registrations) Tab at the top. Page 21
SRP Registration Status Table The table shows the different statuses a registration may move through as part of the approval process. Statuses that are Bolded and in Blue indicate where an action is needed by an applicant to move the registration through the process. Additional statuses have been highlighted in yellow for Grid-Supply projects. For projects submitted through the Online Portal, ALL applicant actions are required to be completed through the Portal. REGISTRATION INCOMPLETE - MINOR REGISTRATION INCOMPLETE - MINOR - REVIEW Program staff has reviewed the registration and has found incomplete information. An email has been sent to each registration Contact to inform them of the specific missing information Minor flaw has been corrected by applicant and has returned to Program staff for review Applicant will receive an email indicating the specific information missing. Applicant is required to log back into the system, select the registration listed in their TASK section and upload documentation or correct registration form to correct. The Program must receive corrected documentation within 14 days of the notification email. None Page 22
REGISTRATION INCOMPLETE - FINAL ACCEPTED A major, non-compliant issue has been found, or a minor issue has not been fixed within 14 days. The registration has been deemed incomplete and is cancelled. An email has been sent to the applicant informing them of the reason for the cancellation of the registration. SRP registration has been reviewed, deemed compliant and an SRP Acceptance letter has been issued. Submit a new registration for the project. Return to the portal and begin the registration process. Continue to follow the registration process as you would for a new SRP registration. The following actions may be taken at this status: - Contractor Uploads As-Built docs and submits for review - Contractor may request Cancelation - Contractor may request Extension - Milestone SRP spreadsheet Upload Quarterly (if appl.) 9. Registration Center Tour and Overview 9.1 HOME Page Your Registration Center HOME PAGE includes an overview of all project registrations (also referenced as applications ) you submitted in a single page view. Registration details are displayed by clicking the links in the various sections, like the ones circled in the illustration below. You can use the navigation arrows toggle back and forth between page views. to Please note: The Total Rebates Paid field does not apply to the SRP; this is a registration program only. You can utilize the Blue Scroll Bar to the right of the Tasks and Applications by Status sections to scroll down and view all registrations submitted. Page 25
9.2 Quick Actions The QUICK ACTIONS menu section provides you with immediate access to commonly used items including SRP Registrations (Applications), Contacts, Dashboards and Accounts. You can select the My Applications link to display and view all your submitted registrations to the NJ Solar Registration Program. You may click on the MENU LINKS in the blue navigation bar shown to return to the Home Page toggle back and forth between other Quick Actions features. or Page 26
The My Contacts section in Quick Actions displays a list of all current Premise, Primary and Contractor contacts for program registrations entered through the Portal. Users may also Add New Contacts which can then be selected from a drop-down menu when entering a new SRP registration. Page 27
The My Account section in Quick Actions is where Users can Manage Account Details, including changing Passwords. Page 28
9.3 Analytics Information The ANALYTICS section of the portal provides quick statistics including total number of registrations, paid rebates and electric/ gas savings as applicable for all programs a customer has participated in. Please note: The Total Rebates Paid field does not apply to the SRP. Page 29
9.4 New Tasks The TASK section indicates when there are project tasks which need to be completed for one or more of your registrations. The box is highlighted in ORANGE indicates the number of tasks to be completed. Use the Blue Scroll Bar to select the desired Project System Reference Number link as shown to open the registration in the Project Status view. Selecting to view current tasks will take you to the Current Tasks section near the bottom of the page view, as shown below. Page 30
9.5 Registrations (Applications) by Status The APPLICATIONS BY STATUS list give you quick access to registrations based on Status. Use the Blue Scroll Bar to select the desired STATUS link as shown to display all registrations in the selected status which can then be individually viewed. Page 31
9.6 New Messages The MESSAGE center box highlighted in ORANGE displays all messages related to the registration. Selecting to view new messages will take you to the Messages section of the page view, as shown below. You may also select the button to respond, if desired. Your sent message will also be displayed in the Messages section. Page 32
9.7 Registration Detail View The REGISTRATION VIEW displays the entire project on a single page. The grey menu bar provides quick access to various sections of the registration including Forms, Documents, Files and Equipment. The highlighted orange sections alert you to new Tasks and Messages posted and provide quick links to each. (The bright green information displays one or more utility messages, efficiency tips or banner advertising for other programs.) Page 33
