Adaptation to Climate Change Adapting Policy Frame Conditions for Sustainable Forest Management in the Mediterranean Middle East and North Africa Nora Berrahmouni Forestry Officer (Arid Zones), Silva Mediterranea Secretariat Forestry Department, FAO, Rome nora.berrahmouni@fao.org Reinhard Alexander Kastl Head of section, Environment, Climate Change & Biodiversity (GTZ) Reinhard.kastl@gtz.de Near East and North Africa Climate Change Forum (Rome, 09-10 November 2009)
Content of the presentation 1.Adapting Mediterranean forests to climate change : Highlights 2. The project idea development 3. The project Objectives, Components Partners 4. Other FAO Related activities
1. Adapting Med Forests to CC Athens Workshop Regional Workshop (Athens, April, 2008) Gathered Governmental and inter- Governmental organizations, regional NGOs, research institutions, forest and protected areas managers Report Edited by IUCN, WWF and FAO
1. Adapting Med Forests to CC Mediterranean region among the most affected by CC Water availability (droughts) Temperature Frequency, magnitude and severity of extreme weather events and impacts (i.e. fires, floods) COMBINED WITH Land use change & poor management South : Dependence of rural population on forest/range land & resources => over - pressure North : Rural abandonment and higher risk of large scale disturbances (Forest fires) Changing Regimes in Extreme Weather Events are the Real Challenge!
1. Adapting Med Forests to CC Addressing impacts of the wider environment Participatory planning process: The most resilient landscape pattern distribution of land usesagainst major disturbances COFO 2007 Building disturbance-smart landscapes
Adaptation Disturbance management strategies & policies (i.e. Fire) Research on forest fire dynamics/root causes Risk reduction & prevention Readiness Response Recovery Collaboration between all sectors & actors Incentives for benefits sharing Awareness raising living with fire Initiatives on the ground coupled with capacity building COFO 2007
Adaptation Countries to position/ invest on forest conservation, sust. Management, restoration priority at national, regional, international Demonstrate & market the wide range of good & services : social, economic & environmental functions Facilitate access to knowledge for decision makers, managers, users Raise awareness of societies on relevance and services Med forest ecosystems provide Culture of continuous training, experiences exchange Assessments & monitoring of changes Measures & policies to adapt build resilience COFO 2007
2. The project idea development FAO/Silva Mediterranea : 20 th Session (Sofia, April 08) GTZ-FAO workshop in Rabat (July 09) Considers the workshop report (IUCN,WWF, FAO) (Athens workshop, April 09) Bilateral discussions (GTZ/countries) Submitted for funding to German Ministry of Economic Cooperation and development (BMZ)
Silva Mediterranea FAO Statutory body AFWC/EFC/NEFC Committee on Mediterranean Forestry issues 27 member countries Network of Forestry administrations representatives Priority Issues : Climate Change, Forest Fires, Cork Oak, Mediterranean Forests and sustainable development, Forest Genetic Resources, Funding mechanisms
FAO/GTZ Workshop hosted by HCEFLCD Rabat, Morocco, July 09
FAO/GTZ Workshop hosted by HCEFLCD 4 main areas to address the ongoing degradation of forest resources in the region and increase their resilience to Climate Change 1.Inadequate policies and lack of inter- sectoral cooperation 2.Lack of knowledge and information 3.Low public awareness 4.Lack of adequate funding
3. The project Objective Improvement of policy frame conditions for SFM in order to preserve forest-related environmental services (incl. biodiversity) in Mediterranean partner countries in the context of climate change
3. The project Countries : Morocco, Algeria, Tunisia,Turkey, Syria and Lebanon Duration : 1 st phase of 4 years (2010-2013) Funding : EUR 4 million (BMZ)
3. The project Partners National forest administrators and related sectors Research institutions NGOs, other institutions and initiatives Regional cooperation partners GTZ FAO / Silva Mediterranea MAAP (France) Plan Bleu Open discussion with EFIMED, IUCN, WWF, and others
3. The project Project components Knowledge, Best practices, Capacity Building, Networking, multi-stakeholder/ sector Strengthening the socio-economic importance of forest based ecosystem services within the context of climate change in forestry and other relevant sector policies Communications, information and awareness raising (general public) Mobilizing external support and partnership (reinforcing the role of Siva Mediterranea (negotiations and fundraising)
Expected Results 3. The project Reliable information made available to analyze impact of CC on forests in the Med and formulate realistic strategies and measures for adaptation Experiences/ lessons shared on best practices Policy makers are familiar with the anticipated socioeconomic impacts on environmental functions of forests Exchange, dialogue, communication among Mediterranean countries Other financial partners are interested in the adaptation process and mobilized for financial agreements
4. Other FAO Related activities FAO/ CIHEAM regional workshop on Mediterranean Forest Genetic Resources and Climate Change in collaboration with EFIMED, EUFORGEN/Bioversity, IUFRO and the Ministry of Rural Development and Food (Greece), in Greece, November 09 FAO's regional analyses of forests and climate change - mitigation and adaptation considerations, the Near East region analysis will be done in 2010 FAO's work to develop guidelines for incorporating CC into national forest policy processes and into forest management at the forest management until level.
