Who is SANGEM? Eskişehir Industry Development Center, shortly SANGEM is a non-profit organization established by Eskişehir Chamber of Industry, ESO. SANGEM s aim is to promote Eskişehir industry to a higher competitive advantage level and develop a new innovative industrial business model for the region. The SANGEM idea has arisen due to the need to solve the problems of local firms and specifically SMEs in areas of management, institutional structure, technological innovations and finance together with developing capacity enhancement projects and Business plans.. The Objective SANGEM s main objective is to enhance the industrial sectoral competitiveness, to maintain global competitive power of Eskişehir industry in producing goods and services, and to contribute to the development and commercialization of worldwide accepted products and services. The other objectives of SANGEM can be summarized as follows:

To empower the sustainability and competitiveness of SMEs and the related sub sectors in order to adopt themselves to the needs of the market during the foundation period, and in the mid and long terms, To increase the economic gains of the industrial sub sectors, SMEs and households in width and depth, To ensure the economic growth in Eskişehir region, and to give support to the business actors for the development of innovative approaches to increase the added values, To provide help for SMEs in building a corporate management approach to meet the BASEL-II requirements, To support SMEs to develop and establish sustainable planning, budgeting, monitoring, evaluation and reporting processes, To develop methods and techniques for industrial problem solving, To develop consciousness and awareness about r&d and innovation to enhance business capacity, To develop the capabilities of SMEs to build networks and to communicate, To promote the SMEs social capital to develop clusters, To support SMEs in other areas of industrial corporate business. Mission and Vision SANGEM s mission is to provide the services to bring solutions to the problem of SME growth and sustainability to increase regional and global competitiveness by the tools and methods like corporate consulting, coaching, training, researching and publications. SANGEM tries to ensure that SMEs remain sustainable in a growth path while they experience new models of business. SANGEM s vision is to have the local industrial SMEs in a globally sustainable and competitive position by means of developing their corporate capacities. Thus SANGEM aims to be a pioneer consulting organization of the Eskişehir region and the Organized Industrial Zone. SANGEM s Policies SANGEM, as having innovation as its first principle, targets to develop the corporate capacities of the member firms of Eskişehir Chamber of Industry (ESO) towards a wealthier reconstructive future.

The general policies for SANGEM can be listed as follows: SANGEM will serve the SMEs with obeying to the principles of integrity, competence and objectivity. SANGEM will respect to the corporate privacy and secrecy. SANGEM will accept the case to solve only if the particular problem is in its range of experience and competence. The related firm will immediately be informed if there exists a possibility which may violate or be against the objectivity principle. Any evidence of violating the integrity and objectivity rules will be the reason for SANGEM to leave or reject the job under concern. No payment or fee will be accepted or asked for the services given by SANGEM. If there exists a case where the SME should pay for a product or service, the SME will be explicitly informed about the situation at the possible earliest occasion. SANGEM will be legally respectful about the intellectual properties of the firm under concern and of the other consulting firms and people. SANGEM will not make use of the personal or corporate information publicly without having the needed legal permission. SANGEM will act as a transparent regional interface in between the universities, academic and scientific organizations, the industrial firms and SMEs as being the main components of the regional development. In the areas rated as strategically important and having high priority, the SMEs will be motivated to develop their capabilities and to cooperate with other industrial business actors. Pilot projects will be carried out to reach the planned targets. By working in accordance and cooperation with the regional stakeholders, SANGEM will support the data production process which the regional decision makers need to predict, plan, implement, monitor and evaluate the regional industrial development by a consensus. The national development policies, the national science and technology policies and national support and incentive programs will be evaluated. Programs will be developed for the integration of the Eskişehir Organized Industrial Zone with the national system, and the Zone s maximal utilization from the system will be supported. For Eskişehir to reach the needed resources to achieve its aims, international cooperation and attendance to the programs will be provided. SANGEM services will be supplied with respect to the philosophy of total quality management, and the organization will be implemented in accordance to the total quality requirements.

SANGEM s work area includes the SMEs internal problems which are also closely related with the surrounding business environment. So; SANGEM tries to develop and implement innovative product, process, presentation and organization models considering the local, regional, national and global trends. SANGEM s mission for business solutions includes motivating, planning and implementation of sectoral and product based competitive formations from SME to large scale enterprises. The functional properties and actions of the member firms of Eskişehir Chamber of Industry (ESO) give shape to SANGEM s studies. SANGEM s activities head towards Eskişehir s gaining competitive industrial advantages. Thus support for Eskişehir s economic and social development will be succeeded. Starting from the sub sectors having outsourcing and branding potentials and the ones having innovational capacities to the conventional firms, SANGEM is in decision of giving sustainable consultancy, coaching and training supports. The Ethical Agreement SANGEM has signed an ethical agreement. SANGEM is aware of the legal corporate and personal rights. So it adopts the secrecy, confidentiality and fairness as its first indispensible principle of professionalism. The private and confidential information about the firms is never shared with the third party people and

organizations. Also SANGEM takes the necessary precautions to protect the corporate information against illegal uses. As stated in the Ethical Agreement SANGEM serves with a consultancy culture of agility, legality, participation, coopetition and dismissal of unfair competition. SANGEM adopts and undertakes what is written in its Ethical Agreement.
