European Railway Research The EU Framework Program for Research FP7

European Railway Research Framework Programme 7 (FP7) is one of the instruments at the heart of the European Union's Lisbon Strategy to become one of the most dynamic competitive knowledge-based economy in the world. EU = > invest more and better in R&D = > building ERA + 3% objective

European Railway Research EU = a strong economic power facing huge challenges: e.g. ageing societies, industrial competitiveness, employment, regional & social cohesion, sustainable development, energy, globalisation Future = > ( knowledge( triangle ) How to create knowledge = Research How to diffuse knowledge = Education How to use knowledge = Innovation

European Railway Research FP7 EU Framework Program for Research FP7 EU main instrument to implement research in Europe Will run from2007 to 1013 FP7 budget: 50.5 billion 41% increase from FP6 at 2004 prices 63% increase at current prices FP7 was designed to: Respond to Europe s employment needs and competitiveness Keep EU as a world leader in the selected priority areas -> stimulate innovation!

European Railway Research FP7 1. Health Cooperation - collaborative Research - 10 themes 2. Food, Agriculture and Biotechnology 3. Information and Communication Technologies 4. Nanosciences, Nanotechnologies, Materials and new Production Technologies 5. Energy 6. Environment (including Climate Change) 7. Transport (including Aeronautics) ( 4,18 billion) 8. Socio-Economic Sciences and the Humanities 9. Security 10. Space

TRANSPORT in FP7 ROAD RAIL WATERBORNE AERONAUTICS

European Railway Research FP7 Why Transport Research? Transport is one of Europe s strengths Surface transport: 11% EU GDP, 16 million jobs Transport faces tough challenges Climate change: transport is 25% of EU CO2 emissions Enlargement: increase of 25% of land surface and 20% population Economic development: efficient, cost-effective and sustainable transport of people and goods Transport industries: ensure technological competitive advantages Transport is important to key EU policies Trade, competition, employment, cohesion, energy, security, maritime, internal market

European Railway Research FP7 Overall objectives Develop safer, greener and smarter transport systems for: respecting environment and natural resources the benefit of citizens and society Secure and develop the competitiveness of European industry in the global market

European Railway Research FP7 Scope: Set of activities The greening of surface transport Encouraging modal shiftand decongestingtransport corridors Ensuring sustainable urban transport Improving safety and security Strengthening competitiveness Cross-cutting activities (not a bullet point of the SP) => Focus2008 in CLIMATE CHANGE

ENVIRONMENT 25 % of CO2 emissions Air, water, soil, noise pollution Pollution costs 1,7% EU GDP 360 per year/capita 98% oil dependent

MOBILITY Co-modality : people and goods in regional, national & EU transport networks Decongestion Logistics, intermodality, interconnectivity, interoperability

URBAN MOBILITY 80% of EU population lives in cities Congestion costs 2% of EU GDP = 400 per capita/year Cars account for 75% of urban km travelled 65% of accidents occur in urban environment

SAFETY & SECURITY 42 000 road deaths in 2005 Accidents decreasing since 2001, but not fast enough Transport used as a vector and target for terrorism Integrated approach

COMPETITIVENESS 11% of EU GDP 16 million employments The biggest investment in RTD (5 in the top 10; 9 in the top 20) EU families spend 14% of income on transport

European Railway Research How does it work practically? * Calls for proposalslaunched launched by DG RTD * Consortia submit proposals *Independent evaluation of the proposals * Selectionof of the best proposals for co-funding EU

European Railway Research The European Union and International cooperation in Research

CONTEXT EU RTD /InCo/ in TRANSPORT WHAT about INCO strategy for TRANSPORT? integration of international cooperation in all collaborative projects. Possibility for geographic and thematic targeting. Specific actions geared by third countries needs I) Specific to a Sector or technology, aiming at Industrial Competitiveness II) Addressing Global Challenges III) Specific to a Region aiming at supporting development in Developing Countries India participation funded as EU participation

European Railway Research In European Surface Transport Research India plays an active role especially in road transport, followed by Rail. In FP6-Surface Transport (2002-2006), India was second, after Russia, in terms of number of projects and budget in which they have participated, India participation was at the level of Specific Support Actions and Coordinated Actions, not technology driven. They are mostly aiming at establishing a first contact for definition of specific areas of joint collaborative research, especially for road and rail. EU-India cooperation on Road Transport Research is supported by a joint statement and action plan since 2004, with C.A.R, Professor Mohan, that sets the mutual exchange of information between the European Commission and the Indian research authorities on projects and experts (should this joint statement be extended to Railways?).
