Rev Jun 11/14 2015 ASSOCIATION FAST PITCH RULES THAT TAKE PRECEDENCE OVER SOFTBALL CANADA RULES DOUBLE BASE Rule 2-4 i Note: Softball Canada Rulebook. Runner must go to orange bag on the first attempt at first base if a play is made. Double base is mandatory in all playoff tournaments. Used in all OASA sanctioned games. Optional. If used, the Softball Canada rules apply. Exception: On any live ball play made from first base foul territory, the batter-runner and the defensive player may use either base. When the defensive player uses the foul portion of the double base, the batter-runner can run in fair territory and if hit by a throw from the foul side of first base, it would not be interference. PLAYING FIELD Rule 2 - Sec 1-4 For Orthodox only. Exception: Distance between bases is 65 feet Exception: The commitment line is drawn half the distance between 3rd base and home plate. The line is 2 feet in length on the foul side of the foul line perpendicular to the base path. A runner from third passing the commitment line must continue to home plate and not return to third base. The runner is out if he returns to third base, the ball is dead, and all runners return to the base last touched. Exception: The safe line is a line from the back stop fence to parallel to home plate. It stops within 3 feet of home plate. A base runner from third base may not touch home plate but must cross over the safe line. The runner is out if the catcher catches the ball while he is touching home plate before the runner crosses the safe line. A runner touching home plate is out. Optional. If used, the Softball Canada rules apply. OFFENSIVE CHARGED CONFERENCE Rule 1-16 The offensive team requests a suspension of play to allow the manager, or other team representative to confer with any member of his team. Rule 5-9(a) There shall be only one (1) charged conference in an inning. EXCEPTION - U10 (Mite) 2 charged conferences allowed per inning. Exception: In Squirt U12 and under classifications the offensive rule is waived. DEFENSIVE CHARGED CONFERENCE Rule 1-16 Rule 5-9(b) - 3 per 7 inning game - 5 for U14-1 per extra innings - Rule 9b (3) R u le waived in U12 and under categories. Exception: In Squirt U12 to Junior Mite U8 classifications, a team is permitted two defensive conferences per inning. With the third conference the pitcher must be removed from the pitcher position for the balance of the inning. Rule 6-11(FP) Defensive conference rule in effect for all divisions. BASE STEALING Rule 8 Sec. 5a When the ball leaves the pitcher s hand on delivery Exception: U10 (Mite) A runner who has reached third (3rd.) base MAY NOT advance home on a wild pitch or passed ball and CANNOT steal home during or after a pitch to the batter. Exception: If the catcher puts the ball in play by throwing to a base, then all runners are entitled to advance at their own risk. Exception in Junior Mite U8, Mite U10 and Orthodox: When the ball crosses the plate. Exception: In Junior Mite U8, the runner on third base cannot steal home. In Squirt and Atom Boys, and Lassie and Atom Girls, Baserunners are entitled to advance when the ball crosses the plate. LEAVING BASE ON PITCHED BALL Rule 8-9(s) When the ball leaves the pitcher s hand on delivery Exception: In Mite U10 and Junior Mite U8 classifications, the ball must cross the plate before the runner may leave the base. In Squirt and Atom Boys, and Lassie and Atom Girls, Baserunners are entitled to advance when the ball crosses the plate. DESIGNATED PLAYER Rule 4-5 (j) U14 and Under categories, the designated player is not permitted. Designated player is allowed in a l l Divisions with the following exceptions: (U10) Mite, (U12) Squirt, & (U14) Novice Divisions. FOR (U10) MITE & (U12) SQUIRT DIVISIONS ONLY. All players MUST bat and unlimited defensive substitutions will be allowed Players requiring courtesy runners must be announced before the game begins unless an injury occurs during the game. Any player cannot play the same position for more than three (3) innings per game in the U10 (Mite) Division nor more than four (4) innings per game in the U12 (Squirt) Division. Exception: The Designated Player (DP) rule is permitted in Pee Wee U14 (not in Squirt U12, Mite U10 or Jr Mite U8). DP rule Pee Wee U14 and above

TOURNAMENT GAME SUSPENSION/ COMPLETION When an OASA tournament game is suspended it shall be resumed at the exact point where the game was suspended, if completed on the scheduled tournament weekend. If scheduled at another date, the game shall be replayed in its entirety from the beginning. This rescheduled game does not result in a new flip. New line-up cards will be submitted. TIE-BREAKER Rule 5-7 Starts top of eighth inning. In all Divisions after (7) innings of regulation play the Tie Breaker shall be used. In the U10 (Mite) and U12 (Squirt) Divisions, tournaments with time limits on games, the Tie Breaker shall be at the end of seven (7) innings or when the time limit is up. Exception: In Tournaments using pool play/round robin format, ties after 7 innings shall stand. At the completion of the round robin/pool play portion of such tournaments the Association Tie Breaker shall be: (1) Winner of games between tied teams. (2) Difference plus or minus of total runs scored with the limit of seven (7) plus or minus per game. Full innings only may be used. (3) Least runs allowed. (4) Most runs scored. ORSA Play Downs - the International Tie-Breaker is not used. ORSA Grand Championships - the International Tie-Breaker is used only after 7th inning is complete. TIME LIMIT No limit. In all divisions, playoff tournament games shall be seven (7) innings. EXCEPTION: In the (U10) Mite Division NO INNING SHALL BEGIN AFTER ONE HOUR AND THIRTY MINUTES. In the (U12) Squirt Division NO INNING SHALL BEGIN AFTER ONE HOUR AND FORTY FIVE MINUTES. Exception - Junior Mite U8 and Mite U10 - No new inning shall start after one hour and thirty minutes from the official beginning of the game except in medal games. In the event the game is tied, complete innings will be played until the tie is broken. Exception - Squirt U10 No new inning shall start after one hour and forty-five minutes from the official beginning of the games except in medal games. In the event the game is tied, complete innings will be played until the tie is broken. Exception - In Orthodox tournament play 1 hour 50 minute time limit. In Pee Wee and under fastball series, there is a time limit of 90 minutes except the Finals, which has a time limit of 2 hours. No new inning to start after the time limit unless the score is tied. Any inning started before the time limit expired must be completed providing conditions permit. HELMETS Rule 3-6 (f) Helmets a r e ma n d a t o r y f o r b a t t e r s, base runners, catchers and on-deck batters. Helmets are compulsory for all players while on deck, at bat and while running the bases in all Divisions and shall be of an accepted make and design, complete with ear plugs. Each participating team shall carry a minimum of five (5) helmets. In the (U10) Mite, (U12) Squirt and (U14) Novice Divisions batters and base runners must have chin straps on the helmet which shall be worn properly under the chin. Approved protective cages on batting helmets are mandatory for (U10) Mite through (U18) Midget Divisions Exception: It shall be mandatory for all players in all classifications to wear a CSA approved batting helmet, while on deck, in the act of batting, and while running the bases. Each participating team to carry a minimum of five (5) helmets. In Bantam U16, Pee Wee U14, Squirt U12, Mite U10 and Junior Mite U8 classifications only, the chin strap must be securely fastened under the chin. CSA approved face guards on batting helmets are mandatory for all Bantam U16 to Junior Mite U8 players. All players in all men's, ladies' and minor fast pitch to wear a batting helmet while batting and running the bases. Lassie and Atom Girls, Atom and Squirt Boys must have chin straps properly worn. In all series, all helmets worn must be fully enclosed with two ear flaps, a foam liner and a peak. In 2015 Midget and under must wear helmets with cage. CATCHER S EQUIPMENT Rule 3-6 (a-e) All catchers must wear masks, throat protector a n d h e l m e t. In addition, catchers in all categories of the minor division a r e r eq uir e d to w ea r bo d y protector, shin guards which offer protection of knee cap and athletic support with cup, all of this equipment to fit properly. Ice hockey goalie style mask is approved. Adult female catchers must a body protector. Exception: Catcher's mask and throat protector and helmet must be worn properly by anyone warming up pitchers. Players must wear masks, throat protectors and helmets while warming up a pitcher any- where on or near the playing field. The Umpire/Association personnel in charge shall issue one warning to a team Coach or a team Manager not following this safety rule, and thereafter anyone found warming up a pitcher w i t h o u t a mask and throat protector shall mean the removal of the Coach or Manager from the game. Exception In Junior Mite (U8) to Midget (U18), Effect #1 removal of the player from the game will not be used. Effect for Junior Mite (U8) to Midget (U18): If any person catching for the pitcher will not wear the mask after a warning, it shall mean removal of the coach or manager of the offending team., except "minor catchers must wear 'a' helmet with 'a' mask and a throat protector attached..." BALLSIZE U14 and above "12" ball U 14 and above - 12" Ball (Pee Wee) OFFICIAL SOFTBALL Rule 3-3 h In Junior Mite U8 classification, the 11 soft indoor ball will be used. 2

AGES MASTERS Masters all players 40+ Masters age - 35+ The age for eligible Masters players is that they must be at least 40 years of age or turning 40 in the year of the event. N/A Note: Underage players who were on 2014 Masters rosters will have their eligibility grandfathered into the 2015 tournament. None of the players under age 40 can be on a Senior or ISC roster and will not pitch. ROSTERS MASTERS 17 players Allows a roster of 17 players to be signed Allows a roster of 20 players to be signed 17 players DR MASTERS N/A In Masters classification, the team may have a Designated Runner (DR). The Designated Runner will be identified on the line-up card and may enter the game to bat or play defense (thus eliminating the Designated Runner from the game). The runner may run for anyone but may only be used for one (1) player in each inning. UNIFORM Rule 3-8 Only whole numbers 00 to 99 shall be used (maximum of 2 digits) For U18 men s and above, coaches appearing on the field are not allowed to wear shorts as part of the uniform. Coaches must be in full uniform to reflect uniform of the players on the field. Failure to comply is not grounds for protest. A sweater or shirt constitutes a uniform. The colour combination and style must be similar for all playing members of the team. Each uniform must have a number on it, minimum 3" in height. No identical numbers. Uniforms are not grounds for protest. DROPPED THIRD STRIKE Rule 7-6(l) Rule 8-1(b) The batter becomes a batter base runner when the catcher fails to catch the third strike before the ball touches the ground when there are less than two outs and first base is unoccupied or anytime there are two outs. Rule 8-1(b) Exception U12 and under batter is out. In all Divisions "excluding (U10) Mite" the dropped third strike is in effect. Exception: the rule does not apply in Junior Mite U8 or Mite U10 classification. Exception for Orthodox: If a batter shows bunt he cannot pull back and swing at the pitch. Penalty: batter is ejected and the next batter in the order now bats. Note: In Squirt boys and under, Lassie girls and under, the batter is out on the 3rd strike regardless of whether the ball is caught or not, and the ball remains alive. SUBSTITUTION Rule 4-7 with the following exceptions: (U10) Mite and (U12) Squirt Divisions * All players MUST bat and unlimited defensive substitutions will be allowed. Players requiring courtesy runners must be announced before the game begins unless an injury occurs during the game. Exception: In Mite U10 and Junior Mite U8 all players will be listed on the initial batting order. All players will bat. The batting order will be followed for the complete game. In case of ejection or injury, the player s spot in the lineup is omitted. If a runner is injured, a substitute runner may be used, until he is put out or reaches home; then the player s spot is omitted on the lineup. Exception: In Squirt U12, there will be unlimited defensive substitution of players who are on the lineup card while maintaining a nine player batting order. Exception: In Junior Mite U8 to Squirt U12, a player arriving late may be added to the line-up card. For Junior Mite U8 and Mite U10, the player is added to the bottom of the batting order. Exception: In Orthodox, Unlimited substitution. Every player in the lineup bats. In Squirt/Lassie and under, use the free substitution rule (everyone bats). Free Substitution - All players in the lineup bat and are substituted freely defensively. Players arriving late, sign the convener s sheet and then added to the end of the lineup, without penalty. Players injured are removed from the lineup without penalty, but may not reenter the game. The defensive conference (Rule IX q) is in effect. COACHES Rule 1-17 Must be signed and have NCCP softball certification as required on Pages 27 & 28 of the PWSA rulebook. Exception: Must be signed and NCCP certified as stated in Operating Rule 5.1 and 5.2 in the OASA Constitution and By-Laws and Operating Rules INFIELD FLY RULE Rule 1-52 In Junior Mite U8 and Mite U10, the infield fly rule is not in effect. Not necessary to be signed. Atom U10 Division infield fly not in effect 3

REPLACEMENT RUNNER MERCY RULE Rule 4-11 Two Out Catcher Rule Rule 5-6a In all categories game will end when 2 1/2, 3, 3 1/2, or 4 complete any team ahead by 15 runs; 4 1/2, 5, 5 1/2, 6 ahead by 7 runs. R4.05 Mercy Rule: In the (U10) Mite through (U16) Bantam Divisions, if any team is ahead by fifteen (15) or more runs at the end of three innings (two and a half if home team) or any inning thereafter; or if any team is ahead by ten (10) or more runs at the end of five innings (four and a half if home team) or any inning thereafter, the game will be terminated. In the (U18) Midget through Senior Divisions, if any team is ahead by ten (10) or more runs at the end of three innings (two and a half if home team) or any inning thereafter; or if any team is ahead by seven (7) or more runs at the end of five innings (four and a half if home team) or any inning thereafter, the game will be terminated. In (U10) Mite and (U12) Squirt Divisions, if any team is ahead by twenty-five (25) or more runs after any complete inning (or half inning if home team) the game will be terminated. In Junior Mite U8 and Mite U10, a replacement runner may be used at any time for the catcher, regardless of the number of outs. There will be a Mercy Rule from Squirt to Men's in all Zone and Provincial Championship tournaments as follows: 1. Men's to Bantam U16 if a team is ahead by 7 or more runs at the end of five (5) or six (6) innings it will be called a complete game. 2. Squirt U12 to Pee Wee U14 if a team is ahead by ten (10) or more runs at the end of five (5) or six (6) innings it will be called a complete game. 3. Mite U10 if a team is ahead by twenty (20) or more runs after three (3) innings or ten (10) runs after five (5) or six (6) complete innings, the game shall be awarded to the leading team. 4. In all classification, except Junior Mite U8 and Mite U10, games will end after 2 1/2 or more complete innings of play if there is a difference of 15 runs. This rule will apply to all games including the final game(s). 5. In Junior Mite U8, the Mercy Rule shall be a maximum of 6 runs or 3 outs per inning. Exception in Orthodox: 15 runs after 3 innings, 10 runs after 5 innings 2 out catcher rule optional last available batter In Pee Wee and under fastball series, there is a mercy rule of 15 runs after 5 or more innings. In Bantam and older series there is a mercy rule of 10 runs after 5 or more innings. In Grand Championship, mercy rule of 7 runs after 5 innings. SHOES Rule 3-5 Midget and under, not allowed metal spikes. PITCHING RULE Rule 6 Men Exception: A pitcher in the U10 (Mite) Division cannot pitch for more than three (3) innings per game and a pitcher in the U12 (Squirt) Division cannot pitch for more than four (4) innings per game. Exception: Men s - Intermediate, Senior, Masters (not Junior Men U21). Section 1. Prior to Delivery. a) Before starting the delivery (pitch), the pitcher must have both feet on the ground within the 24-inch length of the pitcher s plate. The shoulders shall be in a line with first and third bases. He shall take a position with the majority of his pivot foot on top of the pitcher s plate and his non-pivot foot on or behind the pitcher s plate. b) The pitcher shall hold the ball in both hands for not less than one second and not more than 10 seconds before releasing it. If the pitcher decides to pitch with the non-pivot foot to the rear and off the pitching plate, a backward step may be taken before, simultaneous with, or after the hands are brought together. The pivot foot must remain in contact with the pitching plate and remain motionless at all times prior to the forward step of the non-pivot foot. Section 3. Legal Delivery. In the act of delivering the ball, the pitcher must take one step simultaneous with the release of the ball. The step must be forward and toward the batter within the 24-inch length of the pitcher s plate. It is not a step if the pitcher slides his pivot foot on the pitcher s plate toward the batter or if the pivot foot turns or slides in order to push off the pitcher s plate provided contact is maintained with the plate. Raising the pivot foot off the pitching plate and returning it to the plate creates a rocking motion and is an illegal act. All Categories: Gorilla Gold pitching substance is allowed to be used by pitchers in all categories. When a ball becomes too dark because of a foreign substance, the umpire has the right to remove the ball from play. Exception: In Junior Mite, a pitcher may pitch a maximum of 4 innings or 12 outs. For Intermediate Men only: Pitching Rule same as ISC e.g. 1 foot on rubber. Male Bantam, Midget and Junior same as Softball Canada. 4
