This European Technical Approval is issued by the VTT Expert Services Oy in accordance with: - Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of Member States relating to construction products 1, modified by the Council Directive 93/68/EEC 2 and Regulation (EC) N 1882/2003 of the European Parliament and of the Council 3, - Laki rakennustuotteiden hyväksynnästä (230/2003) luvut 3 ja 10, Ympäristöministeriön asetus rakennustuotteiden hyväksynnästä 3 sekä Ympäristöministeriön 18.12.2009 antama valtuutuspäätös (19/629/2009). - Common Procedural Rules for Requesting, Preparing and the Granting of European Technical Approvals set out in the Annex of Commission Decision 94/23/EC 4 ; - Commonly agreed assessment method of March 2012. 2. The VTT Expert Services Oy is authorised to check whether the provisions of this European Technical Approval are met. Checking may take place in the manufacturing plant(s). Nevertheless, the responsibility for the conformity of the products to the European Technical Approval and for their fitness for the intended use remains with the holder of the European Technical Approval. 3. This European Technical Approval is not to be transferred to manufacturers or agents of manufacturer other than those indicated on Annex 1; or manufacturing plants other than those indicated on page 1 of this European Technical Approval. 4. This European Technical Approval may be withdrawn by the VTT Expert Services Ltd pursuant to Article 5 (1) of the Council Directive 89/106/EEC. 5. Reproduction of this European Technical Approval including transmission by electronic means shall be in full. However, partial reproduction can be made with the written consent of the VTT Expert Services Ltd. In this case partial reproduction has to be designated as such. Page 3 of European Technical Approval ETA-12/0526 II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL 1. Definition of the product and intended use 1.1 Definition of the construction product RR, RRs, RD and RDs steel pile consist of a hollow section structural steel pipe. Pile may also include mechanical joints (external friction splice or threaded splice) or welded joints, a pile tip (rock shoe or bottom plate), a bearing plate or other additional accessories. Steel grades used in RR and RD pile pipes are S355J2H, S355MH, S420MH, S440J2H, S440MH, S460MH, S550J2H and S550MH. Steel grades used in RRs and RDs pile pipes are S550J2H and S550MH. Steel grades S355J2H, S355MH, S420MH and S460MH are standard steels according to EN 10219-1. Steel grades S440J2H, S440MH, S550J2H and S550MH are specified in annex 2 and 3. Diameters of the piles spliced by mechanical splice are from 76.1 mm to 219.1 mm and wall thicknesses from 6.3 mm to 12.5 mm. Diameters of the pile spliced by welding on site are from 76.1 mm to 1220.0 mm and wall thicknesses from 6.3 mm to 22 mm. Splice welds made on site are not part of this ETA. External splice used in RR and RRs pile is outside of pile pipe locating pile joint where connection is based on friction and conical contact surfaces. Threaded splice used in RD and RDs pile is pile joint with sleeve where connection is based on threads. Bearing plate can be with or without holes, and it consists of steel plate and plate concentrator. Bottom plate and rock shoe are pile tips which are fastened to the lower end of the pile mechanically with friction and conical surface or fastened by welding. Rock shoe is additionally equipped with a dowel made of structural or hardened steel. Pile tip can also has expander head which make shaft grouting possible. The installation procedures of the shaft grouted pile and grouting materials are not part of the ETA. Pile can be supplied with the interlocking sections when the pile is used as a part of retaining wall structure. Dimensions of piles, pile components and accessories are presented in annexes 1, 3 and 5. RR piles and RRs piles are installed by driving (impact driving, jacking, vibrating, screwing) and RD and RDs piles by drilling. Drilling system components are not part of the ETA. Completed piles and design and installation procedures (execution) of the completed piles are not covered by this ETA. 1.2 Intended use RR, RRs, RD and RDs piles are used as the foundation piles in all kind of structures where the pile foundations are needed e.g. buildings, bridges, harbors or traffic structures. The piles are designed generally as an end bearing pile but designing as a shaft bearing pile is also possible. Products can be also used as a part of retaining wall according to EN12063. The piles are designed for loading by axial forces or horizontal forces or combined loads. If the pile is under considerable cyclical stress they must be taken into account separately. The provisions made in this ETA are based on an assumed working life of the piles of 100 years depending of chosen material thickness and environmental conditions which are defined in Eurocode EN 1993-5 paragraph 4.4 and provided that the conditions laid down in this section and sections 4.2/5.1/5.2 for the packaging, transport, storage, installation, and use are met. The indications given on the working life cannot be interpreted as a guarantee given by the producer, but are to be regarded only as a means for choosing the right products in relation to the expected economically reasonable working life of the works. Products belong to Category S/W1: Product in direct contact with soil, ground- and surface water.

In order to meet the provisions of the Construction Products directive, these requirements need also to be compiled with, when and where they apply.

Evaluation and attestation of conformity and CE marking 3.1 System of attestation of conformity According to the decision 1999/94/EC of 25.01.1999 of the European Commission 5, the system 2+ of attestation of conformity applies. This system of attestation of conformity 2 + is defined as follows: (a) Tasks for the manufacturer: (1) initial type testing of the product; (2) factory production control; (3) testing of samples taken at the factory in accordance with a prescribed test plan. (b) Tasks for the notified body: (4) certification of factory production control on the basis of: - initial inspection of factory and of factory production control; - continuous surveillance, assessment and approval of factory production control. 3.2 Responsibilities 3.2.1 Tasks of the manufacturer 3.2.1.1 Factory production control The manufacturer shall have permanent internal control of production. All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic manner in the form of written policies and procedures, including records of results. This production control system shall ensure that the product is in conformity with this European technical approval. The manufacturer may only use initial materials stated in the technical documentation of this European technical approval. The factory production control shall be in accordance with the control plan of October 24, 2012 relating to the European Technical approval ETA -12/0526 issued on December 20, 2012, which is part of the technical documentation of this European technical approval. The control plan is laid down in the context of the factory production control system operated by the manufacturer and deposited with VTT Expert Services Ltd 6. The results of factory production control shall be recorded and evaluated in accordance with the provisions of the "Control plan 6 ". For initial type testing the results of the tests performed as part of the assessment for this European Technical Approval shall be used provided nothing changes in the production or factory. Otherwise the necessary type testing shall be agreed between VTT Expert Services Oy and approved bodies involved. 5 Official Journal of The European Communities, L 29, 3.2.1999 6 The control plan is a confidential part of the documentation of the European technical approval, and not published together with the ETA, and is only handed over to approved body involved in the conformity attestation procedure.

Page 6 of European Technical Approval ETA-12/0526 3.2.1.2 Other tasks of the manufacturer The manufacturer shall involve a body which is notified for the tasks referred to in section 3.1 in the field of this ETA to undertake the actions laid down in section 3.2.2. For this purpose, the control plan referred to in sections 3.2.1.1 and 3.2.2 shall be handed over by the manufacturer to the approved body involved. The manufacturer shall make a declaration of conformity, stating that the construction products are in conformity with the provisions of the European technical approval ETA-12/0526 issued on December 20, 2012. 3.2.2 Tasks of approved bodies 3.2.2.1 Initial inspection of factory and of factory quality control The notified body shall ascertain that, in accordance with the prescribed control plan, the factory, in particular the staff and equipment, and the factory quality control, are suitable to ensure a continuous and orderly manufacturing of pile with the specifications given in quality control agreement. 3.2.2.2 Continuous monitoring, assessment and approval of factory quality control The approved body shall visit the factory at least once a year for routine inspections. It shall verify that the system of factory quality control and the specified manufacturing processes are maintained, taking account of the prescribed control plan. The approved body shall retain the essential points of its actions referred to above and state the results obtained and conclusions drawn in a written report. 3.3 CE-marking The CE-marking shall be affixed on the each packaging or on the delivery tickets put into the packages or product data sheets. The symbol CE shall be accompanied by the following additional information: The CE marking of pile shall be accompanied by the following information: Identification of the product: Commercial trade name as indicated in this ETA the name and address of the producer (legal entity responsible for the manufacture), the last two digits of the year in which the CE marking was affixed, for AoC systems 2+: the number of the EC certificate for the factory production control, containing the identification number of the notified certification body the number of the European Technical Approval, specification of the performance as to be indicated in the ETA.

Assumptions under which the fitness of the product for the intended use was favourably assessed 4.1 Manufacturing Manufacturing of the piles is based on the defined production method, use of defined raw materials and tolerances. If changes take place manufacturer is responsible to clarify if the change has influence on the properties of the product tested to VTT before the changes are introduced. VTT Expert Services Ltd will decide whether or not such changes affect the ETA and consequently the validity of the CE-marking on the basis of the ETA and if so whether further assessments or alterations of the ETA shall be necessary. Piles presented in Annex 1, table 1 and related components are manufactured according to EN10219:2006 and this ETA. Structural welds of piles and components are executed according to standards EN3834-3:2006 and EN 5817:2006, class C. Piles presented in Annex 1, table 2 and related components including structural welds are executed according to EN1090-1:2010, EN10219:2006 and this ETA. Structural welds of piles and components are executed according to standards EN3834-3:2006 and EN 5817:2006, class C, unless higher class required in purchaser specification. Manufacturer s factory production control contains all information required in a welding certificate according to table B.1 of EN 1090-1:2010 in execution class 2. 4.2 Installation The installation and execution of piles shall be in accordance with EN 1993-5 (chapter 8), EN 14199, EN 1536, EN 12699 and EN12063 as far as national regulations admit it. The procedure and the material of the grouting should be done according to EN14199 and EN12699. The piles are installed according to the instructions of the manufacturer. The suitability of the piles to the planned purpose shall be evaluated taking into account what has been said in chapter 1.2. Installation procedures (execution) of the completed piles or welding done at building site are not covered by this ETA. 4.3 Design of the product Maximum compression resistance of the pile pipes with or without mechanical joint are presented in Annex 1, table 1 and 2. Given values are the characteristic resistances of the cross-section of pile pipes meant to be as an initial data for designing of geotechnical and structural load bearing capacity of the pile. Mechanically spliced RR, RRs, RD and RDs piles fulfill the requirements set in point 2.1. Compression strength of mechanically spliced RR, RRs, RD and RDs pile equals maximum compression resistance of pile presented in table 1. Tension resistance of the RR, RRs, RD and

Page 8 of European Technical Approval ETA-12/0526 RDs pile with mechanical splice is at least 15 % of the compression resistance of pile presented in table 1. Geotechnical and structural load bearing capacity of the pile shall be dimensioned according to valid EN standards and/or national regulations. If the pile is mechanically spliced the characteristics mentioned in point 2.1 shall be taken into account when necessary. The designing of pile tips, bearing plates and other accessories shall be carried out taking into account the characteristics of connected structures, EN standards and/or national regulations. The designing of completed piles is not covered by this ETA. The design of the completed piles is subjected to national requirements and regulations. 5. Indications to the manufacturer 5.1 Packaging transport and storage RR and RD piles shall be handled and stored with care and protected from accidental damage. Pipe products are bundled with a steel strapping or transported as separate piles. Accessories are normally transported on loading pallets. Manufactures instructions concerning transport and storage shall be followed. 5.2 Use, maintenance and repair In the information accompanying the CE marking the manufacturer shall specify that the product shall be installed following the installation instructions given by the manufacturer..
