Executive Summary Exports to China: A key driver of US economic growth China continues to be a key contributor to US economic growth. In 2013, US exports to China reached $120 billion, making it the third-largest export market for US goods behind Canada and Mexico, our neighbors and NAFTA partners. US exports to China have grown faster than exports to any other major US trading partner. From 2004 to 2013, US exports to China increased 255 percent. That rate is greater than growth to any of the other top ten US export markets, including its two largest trading partners, Canada (59 percent growth) and Mexico (108 percent growth). With its large population, rapidly growing middle class, and long list of infrastructure goals, China will continue to be a major export market for US goods and services. The United States has seen consistent growth in exports to China. On average, US exports to China grew by 15.1 percent annually over the past 10 years. Comparatively, US exports to Mexico, Germany, and the United Kingdom averaged 8.5, 4.9, and 2.9 percent annual growth, respectively. Over the past year alone, US exports to China grew by more than $11 billion, a bigger sum than total US exports to Argentina in 2013. Exports play an essential role in the US economy and job growth. In 2013, US exports to China helped support a wide range of industries, including transportation equipment, crop production, computers and electronics, and chemicals, along with export-related jobs in America s port cities. Not only are exports vital to the health of US industry, overall exports also supported 11.3 million jobs in 2013, according to the US Department of Commerce. China: A major and growing market for US goods Forty-seven states experienced at least triple-digit export growth to China since 2004, and seven states saw export growth of more than 500 percent over the same period. China was among the top three export markets for 42 states in 2013. That includes states that are not usually associated with strong China trade ties, including Michigan, New York, North Carolina, Ohio, Pennsylvania, and South Carolina. In 2013, 32 states exported more than $1 billion to China. Since 2009, 17 states have seen at least 100 percent growth in their exports to China. 2014, The US-China Business Council
While larger states like Texas and California saw significant growth in exports to China, smaller states benefited, too. Connecticut, Delaware, Kentucky, Tennessee, Vermont, and West Virginia all experienced more than 300 percent growth in exports over the past decade. US exports to China are strong, but more can be done to strengthen trade China is a significant market for US exports, but the United States has a very small share of China s overall market. The US share of exports to China accounted for nearly 8 percent of total imports, falling behind the European Union, South Korea, Japan, and Taiwan. That market share represents a decline from 2000, when the United States held a 10 percent share of China s import market. To help increase imports into China and regain lost market share, policymakers should boost funding for a number of US agencies that provide assistance to US industry by lowering market barriers and identifying opportunities for US goods and services abroad: o Foreign Commercial Service (FCS): FCS helps US companies of all sizes find new export opportunities in international markets. o Export-Import Bank (Ex-Im): Ex-Im provides financing to foreign buyers of US products, enabling them to purchase US goods through a variety of initiatives and financing options. Companies from competing markets often have access to similar types of financing, making Ex-Im a valuable resource to companies and one that helps them compete on a level playing field in international markets. o o Office of the US Trade Representative (USTR): USTR is a key agency focused on removing market access barriers that threaten to restrict US exports. The agency also provides critical monitoring and enforcement capabilities that help ensure US trading partners abide by international trade rules. State and Local Organizations: State and local initiatives help US companies engage in foreign markets, while supporting business development opportunities between American and Chinese companies. Broadening local resources will help companies advance their business objectives abroad, while facilitating the business-to-business ties that are critical to successful private-sector partnerships. 2013, The US-China Business Council
Notes on the 2004 2013 Edition Methodology This year s edition of the US-China Business Council s (USCBC) US Exports to China by State report uses data provided by The Trade Partnership, an economic research firm and publisher of USCBC s congressional district and state export data. Export figures included in this year s report are based primarily on data from the US Census Bureau, the US Department of Agriculture (USDA), and Moody s Analytics. As historical data from each of these sources is revised annually, this issue of US Exports to China by State replaces all prior editions. Similar to last year s edition of US Exports to China by State, this report uses a methodology that credits agricultural exports to states where crops are grown as opposed to states with large ports where bulk commodities are aggregated prior to export. Miscellaneous Manufacturing and Waste and Scrap Export Category Descriptions According to the Census Bureau, Miscellaneous Manufacturing includes a wide range of products that cannot readily be classified in specific North American Industry Classification System (NAICS) subsectors in manufacturing. Processes used by these establishments vary significantly, both among and within industries. Establishments in this subsector manufacture products as diverse as medical equipment and supplies, jewelry, sporting goods, toys, and office supplies. Waste and Scrap encompasses a variety of second-hand scrap and recycled materials, including ferrous metals, copper, aluminum, paper, wood, and sawdust. Many of these products are used by China for rebar steel and packaging. The national export totals include the export data for each state and for Washington, DC.

China continues to be an important market for US exports in 2013, US exports to China totaled a record $120 billion. Over the past ten years, US exports to China have grown faster than exports to any other top US trading partner. Hong Kong has long been a throughpoint for US exports ultimately destined for China. The United States fell slightly behind Taiwan in 2013, after overtaking it to be the fourth-largest source of imports in 2012. Though US exports to China have grown significantly over the last decade, US imports to China in 2013 accounted for around 7 percent of China s total imports. The United States held a 10 percent share of China s import market in 2000, however. To help boost US competitiveness abroad, American policymakers should consider taking further steps to strengthen US exports and reclaim the lost share of China s market. One way policymakers can do this is through providing more resources to key US agencies that help break down market access barriers and help US producers market their goods overseas. Those agencies include the Office of the US Trade Representative, US Foreign Commercial Service, and the US Export-Import Bank. Note: Data for this chart are based on PRC government statistics.
