WIGSB Reference: IGRN 2008 / 036 DATA SET CHANGE NOTICE (2009) 08 (W) Subject: NHS Reforms: Local Health Organisation Codes Implementation Date: 1 st October 2009 Background: On the 16 th July 2008, the Minister for Health and Social Services made a statement to Plenary, which confirmed that a consultation should be undertaken on the establishment of seven health organisations in Wales. Following the consultation the Minister delivered a further statement, which detailed the proposed functions, structure and membership of these seven new Local Health s (LHBs). These Local Health s will be operational with effect from 1 st October 2009. The Organisation Data Service (ODS) has responded to the relevant statutory instruments and has released the new LHB Organisation Codes. All ODS identification codes for dissolved organisations will be closed as of 30 th September 2009. New codes for the new organisations will be created as of 1 st October 2009. The changes will affect existing files containing Welsh Local Health s, Welsh Local Health Sites, Welsh NHS Trusts and Welsh NHS Trust Sites (note that the files containing the NHS Trust and NHS Trust Site records also contain records for English organisations). Further work on the data definitional and reporting requirements concerning the NHS Reforms will be documented in future DSCNs. Description of Change: The Reforms will effectively be creating a new type of organisation; in that their function is different to the current organisations as they will provide both Primary and Secondary care services to their residents. The following sections outline the changes to reflect the impact upon the organisations Page 5 of 9

Welsh Local Health s: All current Welsh Local Health s and their Sites are migrating to the new type of organisation. This means all current codes for Welsh Local Health s and their Sites will close with effect from 30 th September 2009. Note regarding Powys LHB (6C4): Although one Welsh Local Health (Powys - 6C4) is not actually merging with a Trust as a part of this reconfiguration, it is considered to undertake both Primary and Secondary care roles so it will be included in the reconfiguration to the new type of organisation to reflect this. NHS Trusts: Seven Welsh NHS Trusts are involved in mergers and will be migrating to the new type of organisation. This means all current codes for Welsh NHS Trusts and their Sites will close with effect from 30 th September 2009. Two Welsh NHS Trusts are not merging and therefore their Organisation Codes remain unchanged. These are: o Velindre NHS Trust (RQF) o Welsh Ambulance Services NHS Trust (RT4) All Site Code (of Treatment) codes for all Organisations have been updated as a result of the reconfiguration. Please refer to the Organisation Data Service for a definitive list of organisation codes. New Local Health s: As stipulated within the Statutory Instruments, the Welsh Assembly Government (WAG) has decided to adopt the Local Health model. As a result of this the new organisations and their sites, formed as a result of the reconfiguration, have very similar names as the existing organisations Local Health and Local Health Site. In light of the requirement to distinguish the organisations the use of the word Welsh will be used to differentiate the old and new organisations as illustrated below: Current type name: Welsh Local Health New type name: Local Health Current type name: Welsh Local Health Site New type name: Local Health Site This DSCN lists the new LHB Organisation Codes, and in due course these will be incorporated into the NHS Wales Data Dictionary. Actions Required: All users of ODS organisation code data must be aware of the pending changes. All must ensure that any changes to systems, processes, validation and other automated routines that use ODS data are made in time for the new codes which are to be introduced by 1 st October 2009. These new codes should not be used before 1 st October 2009.
