REGISTRATION REFUNDS JULY 2013; KEYWORDS Registration Refund STATUTES, (KSA) 8-139 8-143 92-51-30 92-51-39 REGISTRATION REFUNDS FOR PASSENGER VEHICLES, TRUCKS, RV S AND NEW MOTORCYCLES MINIMUM REFUND Back The owner of any passenger vehicle, truck or truck-tractor, motorcycle or recreational vehicle for which the annual registration fee has been paid and the vehicle has been sold, repossessed, foreclosed by a mechanic's or storage lien or the title to the vehicle has been transferred by operation of law and for which the registration is NOT going to be transferred to another vehicle, will be eligible for a refund for the NUMBER OF FULL MONTHS REMAINING IN THE UNUSED PORTION OF THE REGISTRATION FEE AND PROPERTY TAX. No refund can be authorized where the amount refundable IS NOT AT LEAST five dollars ($5.00) or more in either the Registration Fee or Property Tax Fee, not the combined total. APPLICATION FOR REFUNDS AUTO, 12M TRUCK, RV OR MOTORCYCLE Refund applications on autos, trucks registered for 12,000 pounds, recreational vehicles and motorcycles will be made at the County Treasurer's office, by processing through the MOVRS refund process. Applicant must surrender the current registration receipt and license plate(s). The County Treasurer will pay refunds for these registration types. 16M+ TRUCKS, TRUCK TRACTORS, AND BUSES Refund application on trucks registered for 16,000 pounds or more (>16M) (AKA: Heavy Trucks) are made by completing form VCO-TR86. If the county assists customer in completing the form, it may be submitted by the county to the State for processing by mail, fax or e-mail. If the customer surrenders the plate to the county, the county must be sure to check the box on
the VCO-TR86 form indicating the plate was surrendered and initialed and dated by the clerk. If the customer completes the form on their own, they will need to surrender the plate, along with the form, to the State Division of Vehicles, Central Office Operations. Refunds on Heavy Trucks that are under $100.00 may be processed, approved, and paid out by the County, IF the dollar amount of the refund does not create a negative balance in the registration fee consolidation for that office and that date. Heavy truck refunds exceeding $100.00, or those that exceed a county s registration collections in a day will be processed by, and refunds will be paid directly by the state. DEATH OF REGISTERED OWNER When the owner of a registered passenger vehicle, motorcycle, recreational vehicle or truck or truck-tractor is deceased, THE REPRESENTATIVE OF THE ESTATE IS ENTITLED TO MAKE APPLICATION FOR REFUND. (Providing the registration balance is $5.00 or greater.) The applicant will need to submit: proof of death of the owner(s) (death certificate or obituary from newspaper), the license plate(s) and registration receipt. REFUND REGULATIONS-CURRENT KANSAS RESIDENT Refunds are computed from the date of the application, shown on the fee chart TR-99 less the service charge. Current license plate and registration must be surrendered to the County Treasurer's office. Only full remaining months of the registration period will be refunded. LOST LICENSE PLATES ON VEHICLES ELIGIBLE FOR REFUND If a license plate belonging to a disposed vehicle that is eligible for a refund has been lost or stolen, a replacement license plate may be purchased and then surrendered for a refund in lieu of the lost license tag. LOST REGISTRATION RECEIPT If owner has lost their registration receipt, they will need to apply for a replacement registration receipt and pay the $1.00 fee. REFUND WHEN THE OWNER AND VEHICLE HAS MOVED OUT-OF-STATE ONLY the property taxes are refunded when the owner moves out-of-state. Unless the vehicle has been disposed of (sold, repossessed, foreclosed by a mechanic's or storage lien or the title to the vehicle has been transferred by operation of law), the registration fee is not refunded. The owner must provide the following documentation showing him or her as the owner and/or operator: Kansas owner's registration receipt (copy). If the applicant does not have a current Kansas vehicle registration receipt, a replacement registration must be applied for/issued before the refund application can be processed, and; A valid out-of-state driver's license (photocopy acceptable) and; The out-of-state motor vehicle registration (photocopy acceptable), and; The owner must surrender the Kansas license plate. (Some out-of-state vehicle divisions require that the Kansas license plate be surrendered in order to receive another registration in that state. If this is a requirement of the out-of-state agency, the Kansas registration plate will not be required.) If the applicant has moved out-of-state, only the property taxes for the remaining full months will be refunded (if $5.00 or more). REGISTRATION REFUNDS PROCEDURE Back JULY 2013; NEW LAUNCH AND SIGN INTO THE MOVRS SYSTEM Click on VRT. Click on Registration Transactions. Click on Refund Registration. REFUND REGISTRATION AND PROPERTY TAX PREQUALIFIER SCREEN Enter the Plate number or other vehicle identifier such as the VIN number. Enter the Customer number (optional). Enter the received date; the date the required application materials were received by the County. The Select Ownership check box should be checked. Click Continue. SELECT OWNERSHIP SCREEN If multiple records return, make sure the customer you are working with is displayed. Make sure to highlight the date field above your customer(s) name and that you are NOT selecting a more recent owner. Click select. REFUND REGISTRATION AND PROPERTY TAX Refund Registration and Property Tax window will come up. APPLICATION TAB The information on this screen will be pre-populated with information entered or selected in the two prior windows. MAKE SURE this is the correct CUSTOMER and vehicle to be refunded In the Refund Information section, at the bottom of the page, you will select from the drop down the reason for the refund.(sold, Repossessed, or Other) You will also see the amount that the customer will be MOVRS Policy & Procedures 4 Kansas Division of Vehicles
refunded in the grayed out boxes labeled Registration Refund, Property Tax Refund and Total Refund. Review this information to see if it is what you expect for this transaction. Further break down of the refund shows below. If the customer moved out of state and is entitled only to a property tax refund, mark the check box Moving Out of State FEE DETAIL TAB This tab will give you the breakdown of the registration fees and property taxes originally charged with the transaction. TAXES TAB The information in this tab will be for review only. You will see the property tax amount the customer paid for property tax on the registration being refunded. MAILING TAB Review your current customer s information for mailing address. Make correction/updates if needed. DOCUMENTS TAB The registration receipt is a required document for processing a refund. Scan and mark it under the Docs/Correction, Invoice, Etc. required document. Follow Scanning procedures. REGISTRATION DETAIL This tab will show plate disposition of removed. You will change the plate disposition to returned from the drop down. The exception would be a customer who registered in another state was required to surrender their Kansas license plate to that state. That should be noted and the statement signed by the customer with the refund documents surrendered. A Discretionary Edit will fire, required authorized override, before a transaction with a plate disposition of Removed can be completed. COMPLETE APPLICATION Click Validate If you receive a message that reads at least one customer on refund must have SS# you will need to link out to the customer record by clicking on the customer(s) name, on the application tab in the center of the page you will need to add the SS# as a customer identification type. All customer records converted from VIPS will not have the customer(s) SS#. Click Commit. Once the refund is processed by the clerk, the refund approval will need to be completed based on your office policy and available funds in collection.
