Population estimates can be used for a variety of purposes including resource allocation and planning of services. They are also used for calculating rates and performance measures, informing local and national policy, weighting surveys and in modelling the economy. It is intended that these papers will be used by council services and, where appropriate, our Community Planning partners to assist policy development and service delivery. This briefing paper examines the 2014 population estimates for Aberdeen City and Aberdeenshire that were published by National Records of Scotland (NRS) on 30 April 2015. As well as the total population of the two areas, the paper looks at the age structures of the population and trends back to 1981. Population projections for the period up to 2037 are also summarised and, for Aberdeen only, neighbourhood population estimates are presented. POPULATION REPORT, ABERDEEN CITY AND SHIRE Summary The estimated population of Aberdeen City in mid-2014 was 228,990, 1,860 higher than the previous year and 21,170 higher than the mid-2004 figure. The estimated population of Aberdeenshire on 30 June 2014 was 260,500, 2,760 higher than the previous year and 25,810 higher than the mid-2004 figure. The estimated population of the combined Aberdeen City and Shire area on 30 June 2014 was 489,490, a rise of 4,620 on the previous year and a rise of 46,980 since mid-2004. The combined Aberdeen City and Shire area accounts for 9.2% of Scotland s total population. Three-quarters of the population gain in Aberdeen City and Shire in the year to 30 June 2014 was due to migration. In Aberdeen City there was a net migration gain of 1,414, while the gain in Aberdeenshire was 2,048. The other component of population change is the difference between births and deaths, i.e. the natural change. In the year to 30 June 2014, that accounted for 1,130 of the total population increase in Aberdeen City and Shire. Aberdeen City has a relatively small group of 0-15 years of age population. That age group accounts for 14.6% of the total population, compared with the Scottish average of 17.1%. The number of people in Aberdeen City and Shire who are aged 65 and over makes up 16.1% of the total population, while that age group accounts for 17.8% of Scotland s population. In the period up to 2037, the population of Aberdeen City is projected to rise to 288,788. The Aberdeenshire population is also projected to grow throughout the projection period, reaching 299,813 in 2037. The age structure of the Aberdeen City and Shire population is projected to change significantly between 2012 and 2037. It is forecast that the 65+ age group in Aberdeen City will increase by 55.4%, while in Aberdeenshire that age group will increase by 74.4%. The number of children (aged 0-15 years) is projected to increase significantly in Aberdeen City by 44.8%, compared to an increase of 13.8% in Aberdeenshire. Neighbourhood population estimates vary greatly, from 13,099 in the Braeside, Mannofield, Broomhill and Seafield neighbourhood to 1,940 in Heathryfold. Introduction 1.1 The first section of this paper contains information on the 2014 mid-year population estimates (MYEs), which were published by National Records of Scotland (NRS) on 30 April 2015. It presents population data for the Aberdeen City and Aberdeenshire areas and the combined Aberdeen City and Shire area. 1.2 The second section of the paper examines changes in population that have occurred in the 2013-2014 and 2004-2014 periods. Historical data, going back to 1981, is also presented, together with population estimates for Aberdeen s 37 neighbourhoods. 1.3 The final section summarises the results of the sub-national population projections produced by NRS on 14 May 2014. These projections were based on the 2012 MYEs and cover the period to 2037. 2. 2014 Population Estimates 2.1 The estimated population of the combined Aberdeen City and Shire area on 30 June 2014 was 489,490. Aberdeen City s estimated population was 228,990, while the Aberdeenshire total was 260,500. Aberdeen City and Shire accounts for 9.2% of the Scottish population see Table 1. Appendix 1 shows the 2014 population estimates for all Scottish Council areas. The percentage of the total population that is aged 65+ is 15.0% in Aberdeen City and 17.6% in Aberdeenshire. These rates are lower than the overall Scottish average of 18.1%. A relatively low percentage (14.7%) of Aberdeen City s population is under 16 years old compared with Aberdeenshire (18.7%) and Scotland (17.0%). Figures 1a and 1b show the population pyramids for Aberdeen City and Aberdeenshire. Figure 1a Aberdeen City Population, by age and sex, 2014 2.4 Figure 1a shows that the number of young adults in Aberdeen City grows considerably between the ages of 16 to 30 as students and other young people move into the city. The reverse trend is seen in Aberdeenshire, where there are increasingly fewer young adults aged between 16 and 34 years, after which numbers rise see Figure 1b. The population pyramid shows how the city attracts young people in the 16-30 age groups, after which there is a net loss of people aged 31-40. The latter trend may be due to young families moving to larger properties in Aberdeenshire, where more family housing available. Briefing Paper 2015/02 Population Report Aberdeen City & Shire Page 4

Figure 1b Aberdeenshire Population, by age and sex, 2014 2.5 Tables 3a and 3b give a statistical snapshot of the age/sex structure of the Aberdeen City and Aberdeenshire populations in 2014. This population profile shows that the highest male to female ratio in Aberdeen City is in the 25-44 year age group. In contrast, the highest male to female ratio in Aberdeenshire is in the 16-24 year age group. There are more females than males in the oldest age group (65+) in both Aberdeen City and Aberdeenshire. 3. Population Change (a) 2013-2014 3.1 Between 2013 and 2014, the population of Aberdeen City rose by 1,860 (0.8%), while there was a rise of 2,760 (1.1%) in Aberdeenshire. Aberdeen City had the fifth highest percentage increase (0.8%) of Scotland s 32 council areas, after Midlothian (+1.8%), Aberdeenshire (+1.1%), Edinburgh (+1.1%), and East Renfrewshire (+1.0%). In the combined Aberdeen City and Shire area, the population rose by 4,620 (+1.0%) see Table 4a. Table 4b shows the components of population change in Aberdeen City and Aberdeenshire. The natural change in Aberdeen City was +532, while it was +598 in Aberdeenshire. Most of the population change in that period was due to net migration, which accounted for almost 75% of the population change in the combined City and Shire area. This means that there was a net loss of 1,134 migrants from Aberdeen City to the rest of Scotland. Most of the migration gain in Aberdeen City was from overseas; in-migrants (4,200) exceeded out-migrants (2,236) by 1,964. (b) Population change in last ten years, 2004-2014 3.4 Between 2004 and 2014, the Aberdeen City population rose by 10.2% - up from 207,820 to 228,990. There was an increase of 11.0% in Aberdeenshire, where the population rose from 234,690 to 260,500 over the same period. In the combined Aberdeen City and Shire area, the population grew by 46,980 (10.6%) see Table 5a. 3.5 Table 5b shows the component of population change in the last ten years. Between 2004 and 2014, the number of births in Aberdeen City exceeded deaths by 3,732. However, the population increase between these two dates was mainly due to a net migration. In Aberdeenshire, the number of births exceeded deaths by 5,086 in the last ten years. Similar to Aberdeen City, most of the population change was due to net migration. Historical Data, 1981-2014 4.1 The population of Aberdeen City was 212,490 in 1981, rising to 219,880 in 1995, before falling year-on-year until 2004, a total fall of 14,170. Examination of historical data from NRS suggests that contributing factors to this drop are likely to include higher deaths than births in the period as well as a negative net migration in the period. From 2005 onwards, there has been an increase in the city s population. The Aberdeenshire population has risen almost every year between 1981 and 2014. The only decreases were in 2000 and 2001, when the population fell by 220 and 80, respectively. 4.2 Figure 2 shows the population trends in Aberdeen City and Aberdeenshire over the 1981 to 2014 period. 5. Neighbourhood Population Estimates (Aberdeen City only) 5.1 In addition to council area population estimates and projections, NRS produce small area population estimates. These are published at data zone level (using 2001 data zone levels); this is the small area geography that is used by the Scottish Government for statistical purposes. There are 267 data zones in Aberdeen, each with an average population of around 851. These were amalgamated to give best-fit approximations of Aberdeen s neighbourhoods. 5.2 NRS have not yet published their small area population estimates for 2014. Therefore, the data in this section relates to the 2013 estimates. Updated neighbourhood population estimates will be posted in the Stats and Facts section of the Aberdeen City Council website once the small area data is released later this year. 5.3 Neighbourhood population estimates vary greatly. The Braeside, Mannofield, Broomhill and Seafield neighbourhood has an estimated population of 13,099, while Heathryfold s population is 1,940. The largest proportional increase in the year to end-june 2013 was in Old Aberdeen, where the population rose by 7.2%. There were also increases in Tillydrone (3.5%), Stockethill (3.2%), City Centre (2.8%) and Cults, Bieldside & Miltimber (2.8%). The largest decrease was in Froghall, Powis & Sunnybank, where the estimated population fell by 9.6%, followed by George Street, with a decrease of 4.7% between 2012 and 2013. 5.4 Appendix 3 shows the neighbourhood population estimates for 2013 and the age structure of the population. 6. Population Projections 6.1 In addition to the population estimates, National Records of Scotland (NRS) also produces a set of council area population projections every two years. The most recent set was the 2012-based projections, which cover the period to 2037. These figures were issued on 14 May 2014. The next population projection update will be published by NRS in November 2015. 6.2 The 2012-based NRS projections show that the population of Aberdeen City will continue to grow, reaching 288,788 in 2037. In Aberdeenshire, the population is projected to grow throughout the projection period, reaching 299,813 in 2037 - see Figure 3. The population of the combined Aberdeen City and Shire area is projected to reach 588,601 in 2037. Briefing Paper 2015/02 Population Report Aberdeen City & Shire Page 9

Figure 3 Population projections, 2012-2037 6.3 The age structures of the Aberdeen City and Aberdeenshire populations are projected to change significantly in the period to 2037. The number of children (aged 0-15 years) is projected to increase significantly in Aberdeen City by 44.8%, compared to an increase of 13.7% in Aberdeenshire. The number of working age people (16-64 years) is projected to increase in Aberdeen City by 19.3%, from 158,901 in 2012 to 189,617 in 2037. The 65+ age group is projected to increase by 55.4% over the same period see Table 6a. The number of working age people in Aberdeenshire is projected to increase by 3.5%, from 164,861 in 2012 to 170,641 in 2037. It is projected that only the 50-64 age groups will experience a population loss. The main change is expected to be in the 65+ age group, which is projected to increase by 74.4% in the period to 2037 see Table 6b. Population Density 7.1 Information on land areas and population densities for mid-2014 are shown in Table 7. The population density for Aberdeen City was 1,233 people per square kilometre and for Aberdeenshire was 41 people per square kilometre. The average population density for the Scotland at mid-2014 was 69 people per square kilometre. Land areas used for calculating population densities are based on the latest Standard Area Measurements produced by the Office for National Statistics. 8. Conclusions 8.1 The population of the Aberdeen City and Shire area has increased significantly since 2001, with most of that increase occurring in Aberdeenshire. However, in Aberdeen City the population has risen in each of the ten years since 2004, when the estimated population was 205,710. 8.2 The total population of Aberdeen City is projected to increase over the next few years reaching 288,788 by 2037. During that time there will be significant changes in the age structure. The main population change will be in the age groups of 0-15 years and 65+ years; these age groups will grow by 44.8% and 55.4% respectively in the period to 2037. The 16-29, 30-49 and 50-64 age groups are also projected to rise. These changes in the city s age structure will affect the demand for children services, growing demand for housing for older people and demand for social care services. 8.3 The projected increase in the 65+ age group will be more pronounced in Aberdeenshire, with a growth of 74.4%. More modest increases are projected in the 0-15, 16-29 and 30-49 age groups; while the 50-64 age group is projected to contract. 8.4 By 2037, it is projected that there will be 126,371 people in the combined Aberdeen City and Shire area in the 65+ age group, representing a quarter of the total population. This change, in particular, will have important consequences for the services delivered by the two councils and its community planning partners. Note on Methodology The estimated population of an area includes all those usually resident there, whatever their nationality. Students are treated as being resident at their term-time address. Members of UK and non-uk armed forces stationed in Scotland are included. Short-term international migrants are excluded. Population estimates are based on the 2011 Census and updated annually by 'ageing on' the population and applying information on births, deaths and migration. Births and deaths are estimated using data from the civil registration system, which is considered to be virtually complete. Migration is more difficult to estimate because there is no comprehensive registration system in the UK. Migration is derived from the National Health Service Central Register (NHSCR) and Community Health Index (CHI) for migration within the UK, and from the International Passenger Survey (IPS) for international migration.
