FRESNO YOSEMITE INTERNATIONAL AIRPORT CITY OF FRESNO AIRPORTS DEPARTMENT REQUEST FOR QUALIFICATIONS (RFQ) Airport Master Plan A. PROGRAM NARRATIVE The City of Fresno Airports Department (City) is requesting Statements of Qualification (SOQ s) from qualified aviation planning firms to provide Professional Consulting Services for preparation of an Airport Master Plan Update for Fresno Yosemite International Airport (FAT) in accordance with the US Department of Transportation, Federal Aviation Administration (FAA) Advisory Circulars 150/5070-6B, 150/5300-13A, 150/5210-15A, 150/5100-14E and other applicable rules, regulations and guidance (the Services ). B. BACKGROUND The City has applied for Federal Aviation Administration (FAA) Airport Improvement Program (AIP) funds for long range planning and is seeking Statements of Qualifications from firms that can provide a comprehensive FAT Airport Master Plan Update. The current FAT Master Plan and ALP were last updated in 2006 with the latest ALP revision approved in 2013. A majority of the airfield projects identified in the existing FAT Master Plan and ALP have been completed. An FAT Master Plan Update is needed to evaluate current conditions and forecast future aviation needs for the City and surrounding region, provide vision for the next 20+ years of development, and a projection for the timing of major airfield projects and other airfield and non-airfield development. The Master Plan Update will build on previous planning efforts and incorporate recommendations from the 2012 FAT Sustainability Management Plan and 2010 Storm Drain Master Plan Update. The updated Master Plan will guide comprehensive development to maximize the economic viability, operational efficiency and social responsibility of the Airport. C. MINIMUM QUALIFICATIONS To meet minimum qualifications, participating firms or individuals must possess distinguishing experience or knowledge in all phases of Master Plan development for small to medium hub airports including: aviation planning, environmental planning and permitting, aviation engineering, financial planning for commercial airports, FAA Regulations, Policies & Procedures for Construction on Airports, and knowledge of NEPA/CEQA environmental studies and processes. D. PRELIMINARY SCOPE OF WORK 1. Pre-planning Initial Needs Determination and Development of Study and Design 2. Public Involvement Establish a public involvement program and identify and document the key issues of various stakeholders, airport users, the City of Fresno and surrounding region, Local, State and Federal Agencies, the FAA and the general public. 3. Existing Conditions Document current airport inventory and compile pertinent data for use in subsequent plan elements. 4. Aviation Forecasts Develop forecasts of aeronautical demand for short-, medium-, and long-term time frames. 5. Facility Requirements Assess the ability of the existing airport, both airside and landside, to support the forecast demand. Identify the demand levels that will trigger the need for facility additions or improvements and estimate the extent of new facilities that may be required to meet that demand. 6. Alternatives Development and Evaluation Identify options to meet projected facility requirements and alternative configurations for each major component. Assess the expected performance of each alternative against a wide range of evaluation criteria, including its operational, environmental, and financial impacts. 7. Environmental Considerations Determine the environmental requirements needed to move forward with each project in the recommended development program. 8. Financial Feasibility Analysis Identify the financial plan for the airport, describe how the sponsor will finance the projects recommended in the master plan, and demonstrate the financial feasibility of the program. 9. Airport Layout Plans Develop a set of drawings that provides a graphic representation of the long-term development plan for the airport. 10. Facilities Implementation Plan Provide a summary description of the recommended improvements and associated costs. 11. Prepare updated information to supplement the Airport s General Plan and Environs Plan. E. EVALUATION CRITERIA FOR CONSULTANT PRE-SELECTION The successful respondents will possess a high level of experience in performing similar airport master plan updates and present a management team with experience similar in nature to this project. Upon receipt of the SOQ s the City will prepare a pre-selection short-list of the best qualified consultants for further consideration. F. ADMINISTRATIVE PROCEDURES 1. Guidance presented in FAA AC 150/5100-14E Architectural, Engineering and Planning Consultant Services for Airport Grant Projects and City of Fresno Administrative Order 6-19 Contracts for Consultant Services will be used. 2. Phase One (1) of the selection process will evaluate all timely submissions that meet the Minimum Qualifications as outlined in Section C of this RFQ. Phase One (1) will produce a short-list of the three to five most qualified firms. Firms not on the short-list will not continue in the selection process but may be requested, for a fee, to perform an Independent Fee Estimate at a later date. 3. Phase Two (2) of the process will be to issue a Request for Proposal (RFP) to each of the firms on the pre-selection short list. Upon receipt of the RFP s the submissions will be evaluated and if necessary an interview before an Airports Department appointed panel may be conducted. 4. Phase Three (3) of the selection process is a ranking of the Consultants based on their qualifications, submissions, oral interviews (if necessary) and presentation. The Consultants will be evaluated using the Criteria for Consultant Selection provided in the RFP. A final ranking of firms will be determined at the end of this phase. 5. The firm ranked as best qualified in Phase Three (3) will be invited to fully design a detailed scope of services for the project. 6. After agreement on a detailed scope of services has been reached the City will initiate actions necessary to prepare an Independent Fee Estimate. Simultaneously the selected consultant will submit their cost proposal along with a final detailed scope of services and schedule. Negotiations will then be conducted to reach a fair and reasonable fee. If an agreement is not reached with the selected firm then that firm will be disqualified. Scope of work and fee negotiations will then proceed with another selected firm. The CITY reserves the right to terminate the selection process and/or readvertise for consulting services at any time in this process. 7. A City of Fresno Agreement for Professional Consulting Services will be entered into once negotiations have been successful and a firm is approved for award of a contract. required to submit documentation to substantiate compliance with all Agreement terms including a Conflict of Interest Declaration on CITY furnished forms and obtain required insurance coverage. 8. In accordance with the Code of Federal Regulations, 49 CFR parts 23 and 26, the CITY will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. G. GENERAL REQUIREMENTS/CONDITIONS 1. The City hereby notifies all interested firms that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era. 2. Title VI Solicitation Notice -- The CITY, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. 3. In accordance with the Code of Federal Regulations, 49 CFR parts 23 and 26, the CITY will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. This is a federal project funded with financial assistance from the U.S. Department of Transportation, FAA. 4. DBEs will be afforded full opportunity to submit SOQs in response to this invitation. In addition, a bidder who intends to subcontract a portion of the work shall affirmatively seek out DBEs that are potential subcontractors, suppliers, or consultants, and actively solicit their interest, capability and prices. 5. Prospective firms are advised that the City in the solicitation or evaluation of the interested consultants incurs no obligation or commitments. The City reserves the right to waive or modify any part of this RFQ process without penalty at their sole discretion. 6. The City reserves the right to define and/or redefine tasks and select for negotiation individual firms and /or assemble submitting firms into implementation teams as it sees fit. 7. The City reserves the right to choose which scope of work will be assigned to one or more consultants. 8. Submission of a Statement of Qualification from a proposing firm indicates a willingness to prepare, for a fee, an independent cost estimate even though the firm or individual is not selected to continue beyond Phase One of the selection process. Preparation of the independent estimate, if requested by the Airport, will eliminate a firm or individual from further consideration for this project. 9. All firms or individuals interested in responding to this Request for Qualifications shall do so by submitting five (5) copies of their Statement of Qualifications by Friday, January 22, 2016 at 5:00 PM PDST to: Beth McDonell Airports Project Manager 4995 E. Minimum Qualifications as per Section C of this RFQ including relevant back up documentation. b. An approach to and understanding of the project objectives. c. Identify the project manager, project team(s), and include firm profiles and single page personnel resumes. d. Relevant comparable experience with projects of similar scope and scale. e. Provide references and examples of projects with similar scope and type. Include budget and schedule information related to these projects. f. A description of the capability of each firm, individual and/or sub-consultant to establish and meet project schedules and deadlines.
