General Ship source garbage has been identified as one of the pollutants International community pay great attention to the garbage from ships Many coastal countries take measures to deal with the ship source garbage 2

General In China, the coastline is about 18,000 km, and there are many small islands and islets in the jurisdiction China has been identified as one of the richest area of biodiversity The most developed cities are located in the coast area from north to south The marine environmental protection listed as one of the high priorities by the government 3

General China is one of the largest shipping countries around the world Totally registered ships including international voyage and domestic voyage more than 200,000,mostly small vessels The ships visit harbors and ports exceed 1,000,000 every year There are 32 coastal harbors and ports open to the foreign flag vessels 4

General Shipping industry in China will be continuously developed in the future years depending on the national policy As we know, more than 90% of the world cargoes are transported by sea More and more foreign vessels are going to call the ports of China 5

General The government of China pay great importance to the management and treatment of garbage generated from ships Government authorities (MSA, EPA), local government, shipping industries, port manager, and other aspects are involved 6

Marine Environmental Protection Law Came into force on April 1, 2000 Discharge of garbage from ships is strictly prohibited in accordance with the law The ports and terminals must establish the adequate garbage reception facilities to satisfy the requirements of ships Without causing undue delay 9

Marine Environmental Protection Law Garbage generated at ship during operation must be carefully management and treatment Illegal and deliberate discharge garbage from ships would be severe punished by the maritime authorities 10

Marine Environmental Protection Law Maritime Safety Administration of the People s Republic of China (MSA) and its branches are the competent authorities taking care of the supervising and management of ship source garbage in according to the law There are 20 MSA branches along the coast and more than 100 sub-branches at each port 11

MARPOL 73/78 China is one of the council members of category A of the International Maritime Organization (IMO) China is also one of the contracting parties of MARPOL Convention The government of Peoples Republic of China accepted the MARPOL 73/78 Annex V on November 21, 1988 13

MARPOL 73/78 According the national law, MARPOL Annex V applies to the domestic coastal and international voyage ships Integrated the Convention into the Marine Environmental Protection Law, the requirements are almost the same 14

Implementation of MARPOL Annex V Placard Following the Annex V, every ship of 12 m or more in length overall shall display placards which notify the crew and passengers of the disposal requirements 15

Implementation of MARPOL Annex V Ship s Garbage Management Plan Every ship of 400 tons gross tonnage and above, and every ship which is certified to carry 15 persons or more, shall carry a garbage management plan which the crew shall follow 16

Implementation of MARPOL Annex V Ship Garbage Record Book Every ship of 400 tons gross tonnage and above and every ship which is certified to carry 15 persons or more engaged in voyages to ports or offshore terminals shall be provided with a Garbage Record Book 17

Implementation of MARPOL Annex V Garbage management The ship generated garbage must be carefully collected and classified base on the type of garbage The ships applied must install treatment facilities related, such as incinerator etc. The discharge operation of garbage must comply with the regulated procedures of the Garbage Management Plan, any action taken shall be recorded in the GRB 18

Implementation of MARPOL Annex V All of the major ports and terminals along the coast of China have already established the facilities for the reception of garbage The garbage received from ships will be sent to the local garbage treatment plants which are approved and licensed by the environmental administration 19

Problems For the management and treatment of the ships generated garbage, there are already some international conventions and national legislation existed But in fact, there are still quite large amount of garbage discharged from ships either the Chinese flag ships or the foreign flag ships, including convenient flag 20

Problems The main problem is the crews onboard ignore the Convention and Law, and discharge the garbage into water illegally The crews onboard are not familiar with the regulations and standard concerned Lack of training and education 21

Problems The operation of discharge garbage into the reception facilities is not convenient The supervision are not enough, hard to check and monitoring 22

Suggestion The shipping industry should further conduct the training and education to the crew, the government should develop public awareness and campaign to the persons concerned change mind 23

Suggestion The maritime authorities of each contracting countries of MARPOL Annex V should further enhance the inspection and surveillance to the garbage management change behavior 24

Suggestion Establishment of the ship garbage tracking system to follow and monitor the movement of the garbage to each ship, ensure that the garbage correctly managed and treated change measures 25

Suggestion International and regional cooperation Due to the ships are always moving from one country to another country, the regional cooperation is very important, especially in NOWPAP Region A cooperative mechanism on fully implementation of MARPOL Annex V could be discussed in the future work of NOWPAP 26
