BACKGROUND The Railway Group Standards, Guidance Note and Code of Practice listed above comprise proposal 04/061 which is a suite of standards relating principally to station infrastructure but includes requirements for other operational premises. The standards within this proposal have been reviewed as part of the planned implementation of the Strategy for Standards Management; a copy of which can be found on the RGS website (www.rgsonline.co.uk). The principles of the Strategy for Standards Management have been applied to all the standards listed. This identified: Requirements retained as mandatory in GI/RT7016 issue 2 and GI/RT7019 issue 1 Requirements retained in a non-mandatory Rail Industry Standard RIS-7700-INS Requirements retained as guidance in GI/GN7520 Requirements withdrawn. A broad disposition of requirements is indicated in Annex 1. The requirements that are withdrawn are those that do not meet the risk scope test set out in the Railway Group Standards Code issue two, 2006.. SCOPE The key stakeholders affected by the withdrawal/issue of these documents are infrastructure managers and railway undertakings. KEY CHANGES It should be noted that the scope of the current project, undertaken as part of the implementation of the Strategy for Standards Management, has been, primarily, to remove those requirements that do not satisfy the risk scope test set out in the Railway Group Standards Code. The retained measures are, therefore, largely unchanged from those currently documented. During the course of the project a number of suggestions have been made for enhancement or amendment of the technical requirements set out in GI/RT7016 issue 2, GI/RT7019, GI/GN7520 and RIS-7700-INS. Whilst the scope of the current project did not include a technical review of the requirements set out in the standards, the suggestions made have been documented, to be used at such time as the next review takes place. The changes introduced by the re-distribution of requirements indicated above and in Annex 1 will not require infrastructure managers or railway undertakings to do anything differently. They will continue to comply with the requirements of their safety management systems, internal company standards and procedures and relevant legislation. However, in future, only requirements contained in GI/RT7016 issue 2 and GI/RT7019 will be mandatory on infrastructure managers. In order to bring all requirements for platform lighting into one document, the DOO lighting requirements currently contained in GE/RT8060, Technical Requirements for Dispatch of Trains from Platforms, have been transferred to GI/RT7016 issue 2, with the correction of one value as explained in the impact assessment. When GE/RT8060 is reviewed as part of the Strategy for Standards Management these lighting requirements will be withdrawn from that document. RIS-7700-INS Rail Industry Standard for Station Infrastructure is available should infrastructure managers or railway undertakings wish to mandate the contents on themselves, and adopt the requirements as part of their safety management system. It replaces previously mandatory requirements from GE/RT8005,, GM/RT1201 and GM/RT1251, and recommendations from GE/RC8505. All the new or revised documents are published in the new formats, agreed by Industry Standards Coordination Committee in 2006, for all future Railway Group documents. It should be noted, therefore, that the structure of the documents are different to that of previous Railway Group documents. All withdrawn documents continue to be available on the RSSB website, in the withdrawn documents section, but will not, in future, be maintained by RSSB. Page 2 of 6

COMPLIANCE REQUIREMENTS The documents withdrawn cease to be in force from 02 February 2008. The new/revised documents come into force from the same date, 02 February 2008, as shown in sections 1.3 of GI/RT7016 issue 2 and GI/RT7019 issue 1.
