3 INTRODUCTION This document provides an overview of all country-specific information you need in order to successfully overcome the challenges of SEPA and achieve a seamless migration. Being properly informed and equipped with the necessary tools, you will be able to fully realise all the potential the new SEPA instruments will bring. END-DATE INFORMATION SEPA has become a regulatory project. The mandatory end-date was agreed upon for 31 January 2014. Regulation (EU) no. 260/2012 set the end-dates for national payment schemes and SEPA migration schemes, as follows: END-DATE INFORMATION The end date was set for 31 January 2014 based on the EU regulation 260/2012. The amendment for an additional transition period until 31 July 2014 was approved by the EU authorities. The related impact on national products is linked to the end-date information. For more related information please refer to the link below.* National formats 31 July 2014 Niche products (Products with less than 10% market share/country, based on ECB statistics) 31 January 2016 Paper-based transactions which could not be translated into SEPA transactions (ATIB) National products with a different migration date 31 January 2016 Elektronisches Lastschriftverfahren, ELV Payment transactions made by using a payment card at the point of sale which results in a direct debit Optional BIC national 31 January 2014 Optional BIC cross-border 31 January 2016 Conversion services for national payments using BBAN for consumers 31 January 2016 IBAN/BIC CONVERSION SERVICE Conversion tools offered by a third party The APC (Austrian Payment Council) has developed a conversion service, based on CSV format, enabling the conversion from legacy account numbers and bank routing codes to IBAN and BIC. Bank Austria customers can deliver their data (including the account numbers and Bank Codes of your customers with Austrian bank accounts) via e-mail, USB stick or another data carrier in CSV format. * http://www.ecb.europa.eu/paym/sepa/pdf/countries/at_sepa_migration_fact_sheet.pdf?9ee57376b87374dfdb20dc76ea52a4c5

4 IBAN structure In Austria the IBAN is composed of 20 characters structured as follows Positions 1 2: ISO country code (AT for Austria) Positions 3 4: Check digits Positions 5 9: Bank and branch identifier (Bankleitzahl BLZ) Characters 10 20: Account number* * Please note that Austrian account numbers have in every case 11 digits, if only less digits of the account number are shown in a document (e.g. 1234), '0' should be added on the left side in order to reach the 11 characters (e.g. 00000001234) SEPA PRODUCTS Domestic products Bulk domestic EUR credit transfers (e.g. EDIFACT) will have to be migrated to SCT. 5 Comparison Domestic Direct Debits vs. SEPA Direct Debits While designing your migration approach, make sure you understand the related impact, as also summarised below: COMPARISON DOMESTIC DIRECT DEBITS VS. SEPA DIRECT DEBITS Criteria Einzugsermächtigung Abbuchungsauftrag für Lastschriften Allowance of SDD collection No Local format does not contain all necessary data to allow SDD SDD Core Region Only domestic Only domestic Domestic and crossborder Format EDIFACT EDIFACT XML XML Yes SDD B2B Domestic and crossborder Sequence type N/A N/A First/Recurrent/One-off First/Recurrent/One-off Eligible debtor Submission** and due date Mandate management Refunds Mandate checking Consumer and nonconsumer Consumer and nonconsumer Consumer and nonconsumer No due date, paid at sight No due date, paid at sight D-5 (First/One-off) D-2 (Recurrent) D-1 (COR1)*** Einzugsermächtigung kept by the creditor Unconditional refund right within 8 weeks, following the date of debit 13 months for an unauthorised transaction No check of the Einzugsermächtigung by the debtor bank Abbuchungsauftrag für Lastschriften kept by the creditor and by the debtor bank No refund for an authorised transaction (if additional information is provided to the debtor) 13 months for an unauthorised transaction Check of the Abbuchungsauftrag für Lastschriften by the debtor bank Mandate kept by the creditor Unconditional refund right within 8 weeks, following the date of debit. 13 months for an unauthorised transaction No check of the mandate by the debtor bank Pre-notification N/A N/A Min. 14 days before due date**** * In Austria, micro-enterprises are seen as businesses and can therefore be declared debtors of B2B mandates ** Please consider the cut-off-time of the bank *** Direct debit with reduced presentation date (D-1) = COR1 as an option based on the Rulebook 6.0 (for Austrian IBAN) **** The Pre-notification time can be reduced if agreed upon by both the debtor and the creditor. Non-consumer only * D-1 (all) Mandate kept by the creditor and by the debtor bank No refund for authorised transactions No unauthorised transaction is possible (all mandate information is stored and checked for each transaction) A copy of the mandate must be stored at debtor s bank before the first collection and is checked by the debtor bank with every debit entry Min. 14 days before due date****
