About NIC District Centre S.A.S. NAGAR (MOHALI) Mohali district is one of the twenty districts in the state of Punjab. It is the most recently created district in the state of Punjab introduced in April, 2006. SAS NAGAR, also known as Mohali is a suburb of Chandigarh.. It is officially named after the eldest son of Guru Gobind Singh, Sahibzada Ajit Singh (SAS Nagar). Mohali was conceived as an industrial township in late 1960s and early 1970s. It is said that residential areas were hurriedly conceived and constructed near the village of Mohali in Punjab (the first village on the main road link from Chandigarh UT to Punjab) - for accommodating the delegates of the 1975 All India Congress Session held at Chandigarh. Today, Mohali and Chandigarh are contigious areas with only the boundary of Punjab and UT of Chandigarh dividing this area. Following the success and world wide attention of Chandigarh's sector design, Mohali was similarly planned into identical 800 X 1200m sectors. Many have yet to be fully developed, as is the case of sector 62, which is earmarked for a future commercial City Centre. Its proximity to the PCA Stadium, as well as unrivaled transportation links to Chandigarh make it a suitable choice. The recent Master Plan of Mohali called for 107 sectors, which was later extended to 114 sectors. Mohali has been targeted by an increasing number of outsourcing Information Technology companies, who look to capitalize on the rich investment opportunities the city offers. Mohali and Panchkula (in Haryana) are both satellite cities of Chandigarh. Together the three cities are collectively known as Chandigarh Tricity. NIC District Centre S.A.S Nagar came into existence in April, 2007 at Room No.15, Ground Floor, District Administrative Complex, Phase 1, S.A.S Nagar. Since then, it has been providing various IT related services to State / Central Government departments in the district. Project implemented by NIC S.A.S Nagar WEB-SUWIDHA (Web based Single User-Friendly Window Disposal and Helpline for Applicants): Suwidha Centre was established in this newly created district to provide convenience to the citizen by capturing the input at a single point for different services, re-engineering Government processes and mapping citizen charter to reality. The citizen approaches the SUWIDHA window and files his application. He is issued a receipt cum token number, which specifies the date of delivery of service. The case is sent to the
concerned branch for action and the delivery of his documents is given from the SUWIDHA counter itself on the specified date. In order to ensure timely delivery, Deputy Commissioner monitors the progress regularly so that citizen doesn t have to visit the office again. Suwidha centres have been working in all SDM offices of the district. It has its existence in Municipal Corporation office Sector 68 Mohali. Following softwares are running in Suwidha centres. 1. Marriage Registration Information System Module: This software was successfully implemented in Suwidha Centre S.A.S Nagar for the computerization of issuance of marriage certificate under Hindu Marriage act. On line snap of the bride and bridegroom is taken and computerized marriage certificate is issued. 2. Affidavit Issuance System (AIS): This software has been implemented in Suwidha Centre to bring the transparency in the affidavit attestation. Under this module Photo of the Applicant is captured and printed on the backside of the Affidavit paper and delivered instantly. 3. Arms License Information System (ALIS): ALIS Software has been successfully implemented in Suwidha Centre, S.A.S Nagar with all the services like New License, renewal of License, Weapon Entry, Addition of Weapon, and deletion of Weapon, Change of Address, and Retainer s Entry. 4. Copis : All the applications seeking the copy of some old record, court cases, revenue records are accepted in Suwidha centre and delivered from the Suwidha Centre for the facility of citizens. 5. Character Verification: The process of character verification in case of new appointment is also totally computerized in Suwidha centre 6. Counter Signing of documents: This project is also implemented at Suwidha Centre S.A.S Nagar. Under this project all the documents received for Counter Signing are processed and dispatched through computerized system. 7. Many cerficates are also issued from Suwidha centre. 8. RTI applications are also accepted at Suwidha Centre DISTRICT TRANSPORT OFFICE : District transport office S.A.S is fully computerized. Sarathi (software for the computerization of learner s licenses, Driving licenses, Conductor licenses) has been installed in DTO office and
SDM offices of Kharar and Derabassi. All the operations related to issuance of driving licenses are totally computerized. On line snap of the applicant is taken and computerized driving license is generated. Similarly VAHAN software has also been installed for the computerization of registration of vehicles in DTO office and SDM offices of Kharar and Derabassi. All the jobs related to vehicle registration are computerized. Smart cards are issued for both the services as registration of vehicles and driving licences. PRISM (Property Registration Information System Module): PRISM automates all major activities of Sub Registrar Office and covers online Registration of all types of deeds, Evaluation of properties, Monitoring of Revenue, Preparation of index register. It has been implemented in Subregistrar offices S.A.S Nagar, Kharar, Dera Bassi and Majri and Banur. District Social Security Office: Government of Punjab is giving monthly pensions to Old Age persons, Widows, Dependent children and Disabled persons. More then sixty thousand beneficiaries are there in District S.A.S Nagar. NIC has successfully computerized all the pension details which results in the timely distribution of the pension to the beneficiaries. This has drastically reduced the work of District Social Security Office AGMARKNET: This Software is used to computerize data on market fee, market charges, total arrivals, arrivals by agencies, prices, storage, dispatches with destination, mode of transportation, costs, sold and unsold stocks, method of sale, payment,weighing facility, grading facilities etc. All the Market Committees of S A S Nagar has been computerized. Elections: Computerization/randomization of Election duties of polling staff, Counting staff, Micro-observers and EVMs for the Parliamentary Elections, Assembly elections, Gram Panchayat elections, Zila Parishad elections, SGPC elections is done at NIC centre. When ever there is election, NIC District Centre works round the clock for the above mentioned jobs. Every thing starting from data entry, data checking, data validation, printing of duties, Ist stage randomization, 2 nd stage randomization, 3 rd stage randomization of Polling staff, counting staff, micro-observers is done in presence of Observers. Both stages randomization of EVMs, is also done in the presence of Observers. Setting up the IT infrastructure at counting centers and supervision of round wise counting results data entry in Genesys software on counting day is also done under the supervision of NIS staff. Rural Soft: This is the on-line project in which entries of all the Rural development schemes is to be entered directly on web site, developed by NIC, by DRDA and Zila Parishad officials.
District Website: With the launch of this official website http://sasnagar.gov.in NIC S.A.S Nagar is also listed in the list of the districts that have their own official website. This site is updated on regular basis to keep it up to date. Pensioners data, Suwidha data is regularly uploaded on this web site. All the contents have been provided by District Administration. Integrated Disease Surveillance Project (IDSP) : This central level project has been implemented in office of civil surgeon with the objective of establish a decentralized system of disease surveillance for timely and effective public health action. Its aim is to improve the efficiency of disease surveillance for use in health planning, management and evaluating control strategies. It is on-line project where weekly data is entered. NATIONAL RURAL EMPLOYMENT GUARANTEE ACT (NREGA) 2005 : The objective of the Act is to provide employment to those who demand employment within 15 days of their demand. The Act provides 100 days of employment guarantee to a rural household. Effective monitoring of the Programme necessitates computer based monitoring. It is central level project of NIC. The project can be implemented on-line or off-line. On-line version of NREGA is being used in all the three Block development & Panchayat offices of District S A S Nagar for the computerization of NREGA act and generating various reports. GPF: GPF bills of DC office staff, Revenue staff has been computerized. Panchayat Directory: Panchayat data of District S.A.S Nagar has been uploaded on panchayat.nic.in/directory web site and is mapped with the census villages. Also mapping of Parliamentary constituency, assembly constituency with Gram panchayats has been done on offerings.nic.in web site. E-Granthaya : E-granthaya software used for library automation has been implemented in Govt. College, Phase 6 Mohali Virtual Classroom at IISER : Virtual classroom has been established at Indian Institute of Science, education and Research under National Knowledge Network Scheme. National Animal Disease Reporting System (NADRS) : This project related to animal disease reporting system, has been implemented at Civil veterinary Hospital at Kharar, Khizrabad, Banur and Balongi. Under this project, following softwares has been implemented.
Module Disease Reporting Scheme Monitoring Block Level MIS NADRS Portal ADDLWFA Description Enables the real time online & timely reporting of the animal disease situation. This application provides a single monitoring system for various central / state / district specific schemes. Block level MIS helps the block officer to carry out and manage activities which are done at block level i.e. AI, Slaughter House Management, Insurance details, stock and camp management etc. NADRS portal is single window to collaborate and share information, news, research papers, views, events, schemes and programs, videos and suggested ways for prevention and control of diseases. This application monitors and captures information related to Samples collected from the Diseased Animals, Samples Tested, Test Results Obtained by Animal Disease Diagnostic Laboratories (ADDLs) and then integrate the test details of samples with Animal Disease Reporting System (ADRS). PRIYASOFT (Panchayati Raj Accounting Information System) : This is on-line software for maintaining accounts of Panchayati Raj. Video Conferencing : VC system has been installed in NIC Centre. District level officers as Civil surgeon, Additional District & Sessions Judge, etc often visit this office to attend the VC. NKN : Under NKN project, IISER, NIPER, CDAC, BIS, STQC has been given 100 MBPS leased line connectivity from UT Chandigarh. This networking connectivity is being maintained by NIC SAS Nagar. One network official of NIC SASNagar is permanently deputed at NIPER for maintenance of networking. CONFONET : The district comsumer court of District SASNagar is totally computerized. Even one official of NIC SASNagar is permanently deputed at District consumer court for handling their computerization work. ONLINE GRIEVANCE MONITORING SYSTEM : Technical support is being provided to district administration in computerization of online grievances monitoring system. Any citizen can lodge his grievance online at website publicgrievancepb.gov.in, site developed by NIC POST MATRIC SCHOLARSHIP FOR SC AND BC : Technical support and training has already been provided to the heads of schools and colleges so that they can further provide technical support to students in filling online
form. It is web based solution developed by NIC starting from the filling of scholarship form to end of process. ONLINE NGO PROPOSAL TRACKING SYSTEM : The online portal ngograntsje.gov.in/bo-login has been developed by NIC Delhi. Technical support and training provided to the staff of DSSO office and NGO staff. Now NGOs can apply for grants online. The whole process starting from the application for grants from NGO to the issue of grants or reject of application is computerized. BIOMETRIC ATTENDANCE SYSTEM: Technical support provided to income tax office and NSSO office in implementing Aadhar based biometric attendance system. SANSAD ADARSH GRAM YOJNA : Technical support in uploading information on website Sanjhi.gov.in developed by NIC Delhi based on the project of Worthy Prime Minister s Sansad Adarsh Gram Yojna
