MINUTES: Pages 1 8 147 The Minutes of the meeting held on 15 th February 2007 were confirmed as a correct record and signed by the Chairman subject to minute 138/139 being amended to reflect the wish of the Committee that officers write to the owners of Dorset Pastries in respect of application 1/E/06/1147 and the conditions attached to its consent. 3 GROVE HILL, OSMINGTON 148 With reference to minutes 141/142 of the meeting held on 15 th February, due to the death of one of the owners, the Chairman reported that the matter would be held in abeyance for an appropriate temporary period. DECLARATIONS OF INTEREST 149 The Legal Services Manager and Monitoring Officer advised that in respect of application 1/E/2007/053, for the Weymouth Relief road, it was not necessary for Members to declare an interest because they were car drivers and likely to use the new road.

DECLARATIONS OF PRE-DETERMINATION 150 The Legal Services Manager and Monitoring Officer reported that a number of Members who also served on the Environment Overview and Scrutiny Committee would have contributed to the debate when considering the inclusion of the Weymouth Relief Road within the Local Plan. He did not believe that this constituted a predetermination as at that time, members were formulating policy, whereas a specific application was before them now. All representations received in respect of those applications were reported. RESOLVED 154 That the decision of the committee, in pursuance of the Town and Country Planning Act and the Town and County Planning General Development Orders, be as indicated in column (ii) of that appendix and the applications determined accordingly. QUESTIONS 155 There were no questions. URGENT ITEMS 156 There were two urgent exempt items. EXEMPT BUSINESS RESOLVED 157 That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the ground that it involves the likely disclosure of exempt information as defined in paragraph 5 of schedule 12A to the Act.

KNAPP FARM,HILFIELD, DORSET: EXEMPT 158 The Legal Services Manager reported on the current position relating to Knapp Farm, Hilfield and an application for a judicial review. Members noted the position. COURT FARM, BUCKLAND NEWTON: EXEMPT 159 The Legal Services Manager reported on the current position relating to Court Farm, Buckland Newton and the Inspector s decisions. Officers were currently seeking advice from a barrister on how best to proceed. The meeting closed at 5.05 p.m.

DEVELOPMENT CONTROL EAST COMMITTEE 15 th March 2007 APPENDIX 1 Page 2 Category A Applications determined by committee Application no Applicant and description of development Resolution 1/E/07/000053 Weymouth Relief Road, Ridgeway, Upwey, Weymouth Construct a single carriageway road between the Ridgeway and Manor Roundabout (providing a bypass for Upwey, Broadwey and Redlands); improve Littlemoor Road on a new alignment east of the proposed new road; and undertake fencing, landscaping, drainage, lighting and engineering works associated with these proposals. Construct a limited movement junction connecting the new road with Bincombe Lane and the A354 Ridgeway Hill (south); remove the existing A354 carriageway between the Ridgeway and Bincombe Lane; and close and remove the Broadmayne Road/A354 junction. Construct new roundabout junctions at Littlemoor and to the north of Mount Pleasant Business Park to provide access between the new road and the improved Littlemoor Road, an altered Icen Lane, the proposed Park and Ride facility and Mount Pleasant Business Park (via an altered Mercery Road). Carry out remedial works to the closed Lodmoor North Landfill site and construct a Park and Ride facility with associated lighting and landscaping on part of the remediated site, and provide two ruby pitches, one of which will be floodlit. Establish an area for nature conservation on land in the Lorton Valley. Alter and extend existing rights of way (footpaths, cycleways and bridleways) in the vicinity of the line of the new road including the provision of a shared footway/cycleway alongside the existing A354 from the Ridgeway to the A354/A35 Stadium Roundabout Dorset County Council No objection subject to (a) Dorset County Council being persuaded by the evidence submitted in support of this application that the proposal meets the exceptional circumstances required by PPS7 for major development within the AONB and (b) full implementation of the proposed mitigation measures. Dorset County Council be asked to reconsider the removal of the Dorchester Road from the Ridgeway hairpin bend to its junction with the Broadmayne Road at the top of the Ridgeway.
