Introduction The Contract Lifecycle Management (CLM) is a fully integrated procure-to-pay (P2P) system that transforms the government s procure to pay process. It provides automated and auditable processes from purchase request generation through solicitation to entitlement to payments. CLM enables business process standardization, because it is integrated with E-Business Suite Financials and Advanced Procurement and is designed with funds control and auditability in mind. Native integration drives P2P efficiencies even with external contract writing systems for no additional service fees. With an integrated view of finance, acquisition, and supply, it facilitates the ultimate closeout of the award. It was designed with the intent to help government organizations to achieve business efficiency by transitioning from disconnected operations, characterized by stove-piped systems, to ones that are cost effective and executed in the fewest steps possible. E-Business Suite Financials allow you to work smarter, increase efficiency and reduce back-office costs with standardized processes for shared services, productivity tools, and integrated performance management. Oracle Advanced Procurement is the integrated suite of applications that dramatically cuts supply management costs. Advanced Procurement reduces spending on goods and services, streamlines procure-to-pay processes, and drives policy compliance. CLM ties everything together for federal clients. The customer can use the appropriate modules as their business practices dictate.

Oracle CLM supports the FAR, DFARS, FMR, and other finance regulations that define the federal business processes integrating Procurement and Finance. While many Public Sector regulations are built into the CLM offering, CLM provides a flexible and extensible framework that can be used to fit specific business needs of specific Public Sector agencies. This flexibility enables prompt adaptation to changes in policies and regulations. CLM offers out of the box integration with Integrated Acquisition Environment (IAE) systems such as FPDS-NG and FedBizOpps. The above graphic displays the CLM functionality available today Structure Supplier Communication, Simplify Fulfillment and Payment Oracle isupplier Portal module for CLM, with its powerful platform for online collaboration, enables you and your suppliers to become more efficient. Suppliers access the latest information, including awards, delivery information, and payment status. The rich, two-way collaboration enables suppliers to submit advance shipment notices and online invoices and allows the buying organization to get improved service from suppliers by sharing delivery and quality data. For bilateral contracts, CLM provides the ability to capture electronically the supplier s and the contracting officer s signatures on the documents and to display them in the printed formats.

Enable Strategic Decision Making Using Business Intelligence CLM users can leverage the comprehensive finance and contract transaction footprint and Oracle s business analytics capabilities to create strategic reports and intelligence dashboards using data that resides in the connected data-model. Many out-ofthe-box reports are available to capture information related to CLM awards and requisitions and for compliance with finance and procurement systems requirements. Also, users have the ability to build their own custom reports in the system Flexible Deployment Options CLM may be deployed in a number of optional configurations to provide a best fit for your current infrastructure landscape. A number of web-services are available in order to simplify the integration process.
