1. Lead Consultant Team Leader A. Scope of Work: The Lead Consultant has to lead the team of thematic consultants hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with CEO and Core Team constituted in JSLPS. The Team Leader would be responsible for overall coordination of activities with regards to project preparation and completion of the agreed deliverables within the timeframe. S/he would lead all key consultative processes with the stakeholders, relevant to proposed project interventions. His/her responsibilities would include designing and organizing effective consultative meetings/events. The stakeholders include but are not limited to the JSLPS staff, relevant Government and non-government agencies, Banks, Private Sector Agencies (industrial enterprises and industry associations), academic institutions, etc. S/he would be responsible for developing the Project Implementation Plan (PIP), largely drawn from the Perspective Plans developed by other thematic lead consultants for various sectoral interventions under the project. S/he would provide the required facilitation and monitoring support to the preparatory team and enable them to execute their tasks on time. S/he would be responsible to establish all required liaison and ensure coordination with relevant Government Departments in order to extract desired outputs. S/he should have to finally present the overall Project implementation Plan and submit its final version in both hard and soft copies. S/he should have to work closely under the guidance of CEO-JSLPS and submit progress on work on decided time-intervals. B. Schedule of Deliverables: Duration of assignment: 8 months (August 2016 to March 2017) Schedule of deliverables: a. Draft PIP chapters on the subject to be delivered by the end of September, 2016 b. First Draft of PIP (drawn from draft perspective plan prepared for different thematic consultants), by the end of mid October 2016. c. C. Qualifications & Experience: Person should have Post Graduate degree in Development Studies/Rural Management/Agriculture/Management from reputed national of international academic institution. S/he should have proven experience of not less than 15 years, preferably in leading large-scale livelihoods/development projects, designing plans for development projects for national/international/bi-lateral development agencies/ngos or Government departments. S/he should have excellent analytical skill with ability to produce documents of national/international repute. S/he must have excellent communication skill and command over English writing. It is desired that person should well versed in using data analytics software and have proven skills of leading team of high quality professionals and managing project management crisis. 3
2. Technical Consultant Fisheries A. Scope of Work: 1. The Technical Consultant has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with the Lead Consultant, CEO and Core Team constituted in JSLPS. 3. S/he would be responsible for conducting a baseline study cum status report for the Fishery Sector in Jharkhand (using secondary and primary sources of information) with prime focus on the followings: a. Mapping SHG and non-shg households dependent on the sector in the project area and estimating the actual/potential surplus for the market. b. Assessing extent to which sector contributes to the household level income of those associated with SHG and others not under SHG fold as well. c. Mapping community institutions (producer groups, cooperatives, etc.) engaged in the sector, particularly in the project areas. d. Assessment of existing extension and technical support systems (Government and non-government) available in the state to promote the sector. e. Assessment of existing KASP (Knowledge, Attitude, Skill and Practice) with SHG and non-shg households to give boost to the sector in project areas. 4. Conduct a value-chain analysis to identify - key actors and activities in the sector, constraints, potential points of intervention, etc. 5. Prioritise potential project interventions in fishery for the project through consultative process and hence involving key actors as identified in the value-chain analysis, JSLPS team members, Banks, and relevant Government and non-government agencies. 6. Identify clusters potentially significant for interventions in fishery sector through scientific assessment process.. The assessment must be based on criteria including financial leveraging by SHGs, SHG federations, producer organizations; access to markets; community s own skill to start with such interventions and scope of scaling up further. 7. Develop a detailed Perspective Plan for fishery sector to be fed into final Project Implementation Plan for the period from 2017-23. Based on the Perspective Plan, Annual Action Plan must be ready for the year 2017-18. 8. The Perspective Plan will comprise of details like - required interventions and phasing strategies; investment required; partnership needed; staff requirement, etc. The interventions may explored, in the areas like - innovative financial products (tailor-made credit, insurance, input subsidy, etc.), creation of critical small infrastructure, provision of technical support, innovative extension systems (Community Resource Persons, front line demonstrations, etc.), capacity building of producers (training, IEC, etc.), producer organizations and JSLPS staff, etc. B. 3. Technical Consultant Horticulture A. Scope of Work: 1. The Technical Consultant has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with the Lead Consultant, CEO and Core Team constituted in JSLPS. 3. Identification and mapping of existing horticulture clusters in project area (other sources of information may also be used in addition to this) based on remote sensing imageries with technical support from JSLPS GIS team. 4. Assessment of marketable surplus in existing clusters (these become first villages for interventions and would be frontrunner). 5. Assessment of potential for horticulture and producing marketable surplus in other areas. 6. Conduct a value-chain analysis to identify - key actors and activities in the sector, constraints, potential points of intervention, etc. 7. Prioritise potential project interventions in horticulture for the project through consultative process and hence involving key actors as identified in the value-chain analysis, JSLPS team members, Banks, and relevant Government and non- Government agencies. 8. 4. Technical Consultant Irrigation A. Scope of Work: 1. The Technical Consultant has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with the Lead Consultant, CEO and Core Team constituted in JSLPS. 3. Identification and mapping of existing irrigation resources in project area based on primary and secondary sources of information including remote sensing imageries with technical support from JSLPS GIS team. 4. Assessment of total irrigation potential in project areas ( in terms of quantum of water available across months and area that can be irrigated across months), especially from surface sources based on remote sensing imageries with technical help from JSLPS GIS team and other relevant government departments and agencies (Jharkhand Space Application Centre). 5. Estimation of irrigation potential to be created in the project area during the project period. This can be based on technical feasibility as well no. of hectares that need to be brought under irrigation to meet the production targets to make a cluster economically viable to link to markets on a sustained basis. Therefore, targeted irrigation potential in the project has to be decided in consultations with horticulture and agri-business consultants. The proposed areas to be covered under the project with irrigation have to also overlap with potential clusters identified for horticulture. 6. Identification of typologies of irrigation sources to be developed (check dams, dobhas, weirs, wells, tubewells, ponds, etc.) and estimation of unit costs 7. Identification of sources of power in the project area, (electric, SPV, diesel) and estimation of unit costs for lifting devices (including power securing power source) and operating costs 8. Conduct a situational analysis on minor and micro irrigation in the context of smallholder agriculture, to identify: existing technology and trends for water extraction, water harvesting and micro-irrigation in the state; the key Government and non-government agencies/institutions; available subsidy schemes; the key market players; the strengths, constraints, and potential points for intervention, etc. 9. Prioritise potential project interventions in irrigation sector for the project through consultative process and hence involving key actors as identified in the value-chain analysis, JSLPS team members, Banks, and relevant Government and non- Government agencies. 10. Identify clusters potentially significant for interventions in irrigation sector sector through scientific assessment process. The assessment must be based on criteria including financial leveraging by SHGs, SHG federations, producer organizations; access to markets; community s own skill to start with such interventions and scope of scaling up further. 11. 5. Technical Consultant Livestock (Small Ruminants & Poultry) A. Scope of Work: 1. 7. Technical Consultant Skills, Jobs & Enterprises A. Scope of Work: 1. The Technical Consultant has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with the Lead Consultant, CEO and Core Team constituted in JSLPS. 3. Specific scope of work : Skills: 1. Identify skill development needs, aspirations and constraints of SHG households in the project area (based on primary and secondary data). 2. Identify the current and future skills requirement by industry and estimate the gap that exists (based largely on secondary data). 3. Identify current schemes and programs on skill development. 4. Map the training providers (within and outside the state) for the skill development of SHG households. Jobs: 5. Map the existing job profile of SHG households sectors, job roles, income, locations, etc. (based on primary and secondary data). 6. Identify the current and future job opportunities and constraints (based largely on secondary data). 7. Assess the effectiveness of various mechanisms for matching youth to jobs (for example, job fairs, placement agencies, etc.). 8. Map the training providers and placement agencies (within and outside the state) with good placement and retention record for the placement of SHG household members. Enterprises: 9. Conduct a situational analysis of enterprise by SHG households. This should provide an understanding of the: type of enterprises (individual, small group, large organization) scale of the enterprise (nano, micro, small, etc.) sectors and sub-sectors source of financial, technical and other support market linkages key constraints to growth key stakeholders (Government and non-government agencies) General: 10. Prioritize the project interventions in the Skills, Jobs & Enterprises sector through a consultative process involving the key actors identified in the value-chain 11. analysis, the JSLPS team members, Banks, and, relevant Government and non- Government agencies, etc. 12. Develop a detailed Perspective Plan for forestry sector to be fed into final Project Implementation Plan for the period from 2017-23. Based on the Perspective Plan, Annual Action Plan must be ready for the year 2017-18. 13. The Perspective Plan will comprise of details like - required interventions and phasing strategies; investment required; partnership needed; staff requirement, etc. The interventions may explored, in the areas like - innovative financial products (tailor-made credit, insurance, input subsidy, etc.), creation of critical small infrastructure, provision of technical support, innovative extension 14
14. Design the monitoring and evaluation (M&E) systems for the project interventions in the sector in coordination with the Technical Consultant-M&E. This should include a description of the key indicators, baseline information, method for tracking progress, reporting formats, etc. This should feed into the Perspective Plan and Annual Plan, along with details of specific M&E activities, roles and responsibilities, model MoUs for external evaluation agencies, etc. 15. Identify scope and specific modalities for convergence with relevant state and central Government departments and schemes for supplemental financing, technical support, etc. These should include the schemes of the Jharkhand Skill Development Mission Society, the National Skill Development Corporation, etc., such as the PMKVY and DDU-GKY. The convergence plan should feed into the Perspective Plan and Annual Plan, along with details of specific activities, targets, roles and responsibilities, model MoUs, etc. 16. Identify key partnerships required with the private sector (training providers, industry, NGOs, banks, etc.) for operationalizing the interventions identified. Details of specific activities, targets, roles and responsibilities, Terms of Reference and model MoUs must be included in the Perspective Plan and Annual Plan. 17. Develop a strategy and action plan for inclusion in the sector by drawing upon the Social Management Framework of the project. This should feed into the Perspective Plan and Annual Plan, along with details of specific activities, targets, roles and responsibilities, etc. 18. Develop a strategy and action plan for environmental management in the sector by drawing upon the Environmental Management Framework of the project. This should feed into the Perspective Plan and Annual Plan, along with details of specific activities, targets, roles and responsibilities, etc. 19. Develop a strategy and action plan for addressing climate change mitigation and adaptation needs through the sector. This should feed into the Perspective Plan and Annual Plan, along with details of specific activities, targets, roles and responsibilities, etc. 20. Identify any critical policy measures required for the project to intervene successfully in the sector. B. 8. Technical Consultant Agri-business A. Scope of Work: 1. The Technical Consultant has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he should have to develop strategies for accomplishing the assigned tasks in close consultation with the Lead Consultant, CEO and Core Team constituted in JSLPS. 3. Prioritize the project interventions in the Agri Business sector through a consultative process involving the key actors identified in the value-chain analysis, the JSLPS team members, Banks, and, relevant Government and non-government agencies, etc. 4. Develop a detailed Perspective Plan for forestry sector to be fed into final Project Implementation Plan for the period from 2017-23. Based on the Perspective Plan, Annual Action Plan must be ready for the year 2017-18. The Plans need to cover the following: a. Forward market linkages: Strategy and plan for building linkages between farmers and buyers. This could include a variety of strategies such as Seller- Buyer meets, use of online business-to-business sales platforms, use of online retail sale platforms, etc. Strategy and plan for unique branding of small producer products is also to be undertaken. b. Market intelligence: Strategy and plan for partnerships with existing market intelligence providers to extend their existing services to producer organizations, to develop customized applications for use by producer organizations, etc. c. Capacity building: Strategy and plan for capacity building of producer organizations in business and governance functions, financial literacy, access to finance, business planning, etc. This could be through conducting exposure visits to distant markets as well as by providing on-going training. d. Access to Finance: Strategy and plan for engagement with formal financial institutions (public and private sector banks) for developing innovative financial products and/or increasing access to finance for producer organizations. This could include liaison, coordination and joint work with NABARD s Financial Services Limited, Small Farmers Agri-business Consortium (SFAC) and other mainstream banking institutions. e. PPCP Cell: Define the composition, roles and responsibilities of the Public- Private-Community Partnership (PPCP) Cell in the JSLPS. The PPCP Cell will anchor partnerships with private sector companies and technology solution providers to develop forward and backward linkages with the producer organizations. The PPCP Cell will also provide technical and incubation support to emerging rural entrepreneurs in select commodity value chains. 5. Design the monitoring and evaluation (M&E) systems for the project interventions in the agri-business in coordination with the Technical Consultant-M&E and with the Technical Consultants (fishery, horticulture, small livestock, forestry). This should include a description of the key indicators, baseline information, method for tracking progress, reporting formats, etc. This should feed into the Perspective Plan and Annual Plan, along with details of specific M&E activities, roles and responsibilities, model MoUs for external evaluation agencies, etc. 6. Develop a strategy and action plan for inclusion in agri-business by drawing upon the Social Management Framework of the project. This should feed into the Perspective Plan and Annual Plan, along with details of specific activities, targets, roles and responsibilities, etc. 17

Qualifications & Experience: Person should have Post Graduate degree in Development Studies/Rural Management/Social Work/ Business Management/Management from reputed national of international academic institution. S/he should have proven experience of not less than 10 years, preferably working with large-scale livelihoods/development projects, developing project design and/or supporting agri-business development programme through national/international/bilateral development agencies/ngos or Government departments or leading agribusiness management by him/herself at large scale. S/he should have excellent analytical skill with ability to produce documents of national/international repute. S/he must have excellent communication skill and command over English writing. 18
9. Technical Consultant GIS Scope of Work: 1. The Technical Consultant GIS has to work under the guidance of the Lead Consultant hired by JSLPS for project preparation and facilitate processes towards completing the project documents and other related activities. 2. S/he will work closely with JSLPS MIS Unit for Collection, compilation preparation of GEO referencing maps required for preparation of project 3. Liaison with Jharkhand Space Application Centre, National and international institutions for developing geo-spatial database applications, procurement of images and geo-referenced data 4. Should have strong understanding about the application of geospatial technologies 5. Ability to undertake GIS based modeling for the preparation of thematic maps like Fishery, Vegetable &, lac cultivation, tasar cultivation, (and other potential NTFPs), jobs & market, Water bodies, streams and other maps 6. Developed layers for Prioritization of blocks considered overlaying existing SHGs with the water body maps and other thematic maps 7. Developed layers to overlay other initiatives that have organized farmers around project component and water resources in NRLM target districts (e.g. Jharkhand Watershed Project; IFAD project; MNGREGA) would also enable JOHAR to increase its impact and prioritize targeting 8. Planning and development of the geographic data management tools and processes and match related to data available with JSLPS under NRLM collection 9. Present results of research in appropriate forums, during the project duration as required and requested; 10. Ability to present data in form of Coverage, Shape files, Geo-database of all proposed area for JOHAR project, Jharkhand. (Layers developed during the assignment would be under ownership of JSLPS) 11. Any other assignments related to Project Implementation Plan for JOHAR project.. 19
