PSP Why Required by SAFETEA-LU Increase safety Assist companies in making better informed decisions on new hires Improves data quality Can request a review of the data through FMCSA s DataQs System: https://dataqs.fmcsa.dot.gov/login.asp Adjudicated citations notice 3 3
PSP Data Motor Carrier Management Information System (MCMIS) 5 years crash data 3 years inspection data Does not include conviction data Same as FMCSA s Driver Information Resource (DIR) Different from an MVR 4 4
PSP vs. MVR PSP report contains a driver s crash and roadside inspection history MVR contains a driver s convictions from a state MVR is only activity associated with a single state CDL View PSP data for all CDLs a driver has held in the past 5 years MVR timeframe varies by state 5 5

PSP Safety Impact Analysis FMCSA evaluated the safety performance of carriers who use PSP at least monthly Crash and driver OOS rates were compared for a 12-month period prior to and 12 months after the start of using PSP The data was then compared to a control group of motor carriers that did not use PSP 42 42
Driver Class Size Carriers in Study Number of PSP Carriers in Study Number of non-psp Carriers Evaluated 1-5 355 368,806 6-20 1,307 43,251 21-100 2,565 11,078 > 100 1,249 1,811 Total 5,476 424,943 Carriers were divided into 4 categories for comparison purposes Categories are based on number of drivers employed by the carrier 43 43
PSP Safety Impact Analysis Findings Both the PSP and non-psp carriers experienced a decline in crashes and driver out-of-service rates during the study s time period Carriers that used PSP experienced a greater decrease in their crash and driver OOS rates Findings are available online www.fmcsa.dot.gov/factsresearch/researchtechnology/analysis/13-003-psp-safety- Impact.pdf 44 44
PSP Safety Study Results Driver Class Size Crash Reduction Rate Driver OOS Reduction Rate 1-5 12.4% 18.3% 6-20 20.6% 12.0% 21-100 12.1% 10.1% > 100 3.7% 12.8% All Sizes 8.0% 17.2% All driver class sizes experienced decreases in crash and OOS rates On average, carriers who use PSP reduced crashes by 8% and driver OOS rates fell by 17.2%! 45 45
Prevention Driver Class Size Crashes Prevented Driver OOS Prevented 1-5 ---* 78 6-20 199 278 21-100 664 976 > 100 ---* 2,259 All Sizes 863 3,592 In the 12 months studied, 863 crashes and 3,592 driver OOS incidents were prevented by the carrier group that use PSP * Totals were left off due to their statistical non-significance 46 46
