CITY OF POMPANO BEACH ADVISORY BOARD INFORMATION Listed below is a brief description of the duties and meeting schedules of the following boards and committees: Affordable Housing Advisory Board reviews the established policies and procedures, ordinances, land development regulations and adopted City comprehensive plan; to recommend specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value. Said Board meets on call by the Chairman, as business dictates. The Affordable Housing Advisory Board was established by Ordinance No. 1993-56 and amended by Ordinance No. 2008-50. The City Commission appoints members for a term of one (1) year. Air Park Advisory Board studies all operations of the Air Park, recommends capital improvements, etc. Said Board meets the first Tuesday of each month at 5:30 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Air Park Advisory Board was established by Ordinance No. 1966-48 and amended by Ordinances No. 1967-15 and 2005-34. The City Commission appoints members for a term of three (3) years. Architectural Appearance Committee acts in review of specific projects to ascertain whether proposals would enhance the community or violate the spirit of Ordinance No. 1998-57. The Committee also defines the objectives and looks to see if the aesthetic intentions are actually embodied in proposed projects. Said Committee meets the fourth Thursday of each month at 4:00 p.m. in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Architectural Appearance Committee was established by Ordinance No. 98-57 amended by Ordinances No. 2001-64, 2004-46, 2012-64 and 2014-16 The City Commission appoints members for a term of two (2) years. Budget Review Committee serves in an advisory capacity to the City Manager and City Commission. Said Committee meets the first Thursday of each month at 6:00 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Budget Review Committee was established by Resolution No. 2008-155. The members are Mayor and Commissioner appointed for a term to coincide with their respective term of office. Charter Amendment Advisory Board advises the City Commission on the existing charter and makes recommendations for a perfect Charter. Said Board meets on call by the Chairman, as business dictates. The Charter Amendment Advisory Board was established by Resolution No. 1963-49. Some members are Commissioner appointed. Community Appearance Committee investigates studies, makes recommendations to the City Commission for improvement of appearance and amenities, undertakes and identifies other projects. The Committee also assumes other duties and responsibilities regarding appearance of the community. Said Committee meets the third Thursday of each month at 3:00 p.m., at the Public Works Administration Building, 1201 NE 5 th Avenue, Pompano Beach, FL 33060. The Community Appearance Committee was established by Resolution No. 1995-113. Some members are Commissioner appointed. Community Development Advisory Committee serves as citizens advisory body to the City Commission and makes recommendations on the adoption of an annual plan for community development projects. Said Committee meets the second Thursday of each month at 6:30 p.m., in the City Commission Chambers, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Community Development Advisory Committee was established by Resolution No. 1984-109. Some members are Commissioner appointed. 2

Community Redevelopment Agency conducts business and exercises the powers of the Agency as set forth in the Community Redevelopment Act. Said Board meets the third Tuesday of each month at 7:00 p.m., in the City Commission Chambers, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The CRA was established by Ordinance No. 1991-69/71. CRA East Advisory Committee serves as advisory body to the Community Redevelopment Agency Board of Directors or staff regarding redevelopment in the East Community Redevelopment District, which meets the first Thursday of the month at 6:00 p.m., at the Emma Lou Olson Civic Center Meeting Room, 1801 N.E. 6 th Street, Pompano Beach, FL. The East CRA was established by Pompano Beach Community Redevelopment Agency Resolution No. 2004-02. CRA Northwest Advisory Committee serves as advisory body to the Community Redevelopment Agency Board of Directors or staff regarding redevelopment in the West Community Redevelopment District, which meets the first Monday of the month at 6:00 p.m., at the E. Pat Larkins Center, 520 Martin Luther King, Jr. Blvd., Pompano Beach, FL. The West CRA was established by Pompano Beach Community Redevelopment Agency Resolution No. 2004-02. Cultural Arts Committee promotes and advocates the cultural arts within the City. The Committee also provides and finds a forum to seek grants and funding to develop and implement cultural arts programs; advocates for cultural arts, and undertakes such other duties, projects and responsibilities regarding the cultural arts within the City as may be assigned by the City Commission. Said Committee meets the fourth Monday of each month at 5:30 p.m., in the Emma Lou Olson Civic Center, 1801 N.E. 6 th Street, Pompano Beach, FL. The Cultural Arts Committee was established by Resolution No. 1998-141. Some members are Commissioner appointed. Education Advisory Committee acts in an advisory capacity to the City Commission and as liaison between the City and the School Board. Said Committee meets the second Monday of each month at 3:30 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Education Advisory Committee was established by Resolution No. 1995-112. Some members are Commissioner appointed. Emergency Medical Services Advisory Board advises the City Commission on all matters pertaining to providing Emergency Medical Services. Said Board meets the third Thursday of every odd month at 6:00 p.m., in the Fire Administration Building, 120 S.W. 3 rd Street, Pompano Beach, FL. The EMS Advisory Board was established by Ordinance No. 1976-3. Members are appointed by the City Commission. Employees Board of Appeals hears and rules on appeals of disciplinary action against City Employees. The Employees Board of Appeals was established by City Charter Section 53 Article X. Said Board meets on call by the Chairman. Members are appointed by the City Commission. Qualifications: The members of the Board shall be qualified electors of the city, and shall be in sympathy with the application of merit principles to public employment. No member of the Board shall be a member of any local, state or national committee of a political party, or an officer or a member of a committee in any partisan political club or organization, or shall hold or be a candidate for any elective public office. No person shall be eligible to be a member of the Board who is a city employee or official, or who is serving the city upon an advisory board or in any capacity except as a member of the Board, nor shall the husband or wife or relative of such person be eligible for membership. Employees Health Insurance Committee decides appeals from the denial of health insurance claims by the Claims Administrator. Said Committee meets on call by the Risk Manager in the Fourth Floor Conference 3

Room. The Employees Health Insurance Committee was established by Section 36.032 of the City of Pompano Beach Code of Ordinances. Members are appointed by the City Commission. General Employees Retirement System authorizes payments of benefits and disbursements from the Fund. The custody and supervision of the Fund and Assets thereof shall be vested in the Pension Board of Trustees. Said Board meets the third Tuesday of each month at 1:30 p.m., at 555 South Andrews Avenue, Suite 106, Pompano Beach, FL 33069. The General Employees Retirement System was established by Section 34.012 of the City of Pompano Beach Code of Ordinances. Three Trustees are appointed by the City Commission. Three are Plan Members elected by Plan Members. One is appointed by the other six Trustees. Golf Advisory Board reviews the operation of the Golf Course. Said Board meets the second Wednesday of each month at 2:00 p.m., at the Pompano Beach Golf Course Meeting Room, 1101 North Federal Highway, Pompano Beach, FL 33062. The Golf Advisory Board was established by Ordinance No. 541. Members are appointed by the City Commission. Historic Preservation Board creates and recommends historic districts and landmarks for the City; updates the official inventory of cultural resources; develops programs to stimulate public interest in urban neighborhood conservation and explores funding and grants sources. The Committee also cooperates with agencies of City, county, regional, state and federal governments in planning proposed historic preservation projects; approves or denies petitions for certificates of appropriateness required under the historic preservation regulations; and assists in developing a historic preservation element to be incorporated into the City s Comprehensive Plan. Said Board meets the third Tuesday of each month at 5:00 p.m., at the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL. The Historic Preservation Board was established by Ordinance No. 2000-32. Members are appointed by the City Commission. Housing Authority of Pompano Beach administers Housing Authority. Said Board meets the third Wednesday of each month at 4:00 p.m., at the Housing Authority Office, 321 West Atlantic Boulevard, Pompano Beach, FL 33060. Resolution No. 286 and Senate Bill 2390 established the Housing Authority. Members are appointed by the City Commission. Marine Advisory Board makes recommendations on conditions of waterways, safety and traffic control, boat docking, service operation of City marinas, boat launching, etc. Said Board meets the third Monday of each month at 3:30 p.m., at the Public Works Administration Building, 1201 NE 5 th Avenue, Pompano Beach, FL 33060. The Marine Advisory Board was established by Ordinance No. 1986-1. Members are appointed by the City Commission. Parks and Recreation Advisory Board studies and makes recommendations on recreational needs and programs, and cultural activities within the City. Said Board meets the first Wednesday of each month at 5:00 p.m., at the Emma Lou Olson Civic Center, 1801 N.E. 6 th Street, Pompano Beach, FL. The Parks and Recreation Advisory Board was established by Ordinance No. 1966-60. Members are appointed by the City Commission. Planning and Zoning Board/Local Planning Agency advises the City Commission in formulation of Master Plan; assists in the preparation of Official Maps; and review plats. Said Board meets the fourth Wednesday of each month at 6:00 p.m., in the City Commission Chambers, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. Ordinance No. 1982-57 and Section 203 of the City of Pompano Beach Charter established the P/Z Board. Some members are Commissioner appointed. Police & Firefighters Retirement System determines questions relating to eligibility and participation, benefits; authorizes all payments and approves any and all changes. Said Board meets the third Monday of each month at 3:00 p.m., at 2335 East Atlantic Blvd. Suite 400, Pompano Beach, FL 33060. The Police & Firefighters 4

Retirement System was established by Section 34.046 of the City of Pompano Beach Code of Ordinances. Some members are appointed by the City Commission. Pompano Beach Economic Development Council promotes economic development within the City of Pompano Beach. Said Council meets the fourth Monday of each month at 5:15 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL. The Economic Development Council was created by Resolution No. 1997-181. Some members are Commissioner appointed. Public Art Committee advises the City Commission on public art as well as promotes and advocates public art within the City. Said Board meets the third Thursday of each month at 5:00 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. Resolution No. 2012-355 established the Public Art Committee. Members are appointed by the City Commission. Recycling and Solid Waste Committee promotes and advocates recycling, solid waste reduction and reuse within the City, through programs implemented to encourage good waste management. Said Committee meets the first Thursday of each month at 9:00 a.m., at the Emma Lou Olson Civic Center, 1801 NE 6 th Street, Pompano Beach, FL 33060. Resolution No. 2003-61 established the Recycling and Solid Waste Committee. Members, appointed by the City Commission, serve a two-year term. Sand and Spurs Stables Advisory Board reviews operation of the Sand and Spurs Riding Stables. Said Board meets the fourth Wednesday of each month at 1:00 p.m., at the Public Works Administration Building, 1201 NE 5 th Avenue, Pompano Beach, FL 33060. The Sand & Spurs Stables Advisory Board was established by Ordinance No. 1976-51. Members are appointed by the City Commission. Special Magistrate for Code Enforcement hears code enforcement violation matters and assesses fines against violators of the City of Pompano Beach codes and ordinances. The Special Master for Code Enforcement meets the second and fourth Wednesday of each month at 1:00 p.m., in the City Commission Chambers, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Special Magistrate for Code Enforcement was established by Ordinance No. 1991-09. Members are appointed by the City Commission. Unsafe Structures and Housing Appeals Board hears appeals of decision by the Building Official, orders compliance and hears appeals from the Minimum Housing Code. Said Board meets the fourth Tuesday of each month at 5:00 p.m., in the City Commission Chambers Conference Room, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The Unsafe Structures & Housing Appeals Board was established by Section 2.2.13 of the South Florida Building Code. Members are appointed by the City Commission. Zoning Board of Appeals hears appeals and special exceptions and hardships, and issue variances from the Zoning Code. Said Board meets the third Thursday of each month at 6:00 p.m., in the City Commission Chambers, 100 West Atlantic Boulevard, Pompano Beach, FL 33060. The ZBA was established by Section 221 of the City of Pompano Beach Charter. Members are appointed by the City Commission. 5
