Electronic Submittal of Documents You can submit electronic applications and comply with the PE Sign, Seal, and Requirements. Central District s Standard Operating Procedure was updated on March 17, 2014 to include the Florida Board of Professional Engineers requirements outlined in 61G15-23.003 FAC Procedures for Signing and Sealing Electronically Transmitted Plans, Specifications, Reports or Other Documents. The SOP s Electronic Signature Process has been verified to be acceptable to the FBPE. 2
FBPE Requirements - Terminology The terms certification authority, digital signature and electronic signature shall have the meanings ascribed to them in Sections 668.003(2), (3) and (4), F.S. and referenced in 61G15-23.003 F.A.C. Certificate means a computer-based record which: (a) Identifies the certification authority. (b) Identifies the subscriber. (c) Contains the subscriber s public key. (d) Is digitally signed by the certification authority. Certification authority means a person who issues a certificate. 3
FBPE Requirements - Terminology Digital signature means a type of electronic signature that transforms a message using an asymmetric cryptosystem such that a person having the initial message and the signer s public key can accurately determine: (a) Whether the transformation was created using the private key that corresponds to the signer s public key. (b) Whether the initial message has been altered since the transformation was made. A key pair is a private key and its corresponding public key in an asymmetric cryptosystem, under which the public key (third party) verifies a digital signature the private key creates. An asymmetric cryptosystem is an algorithm or series of algorithms which provide a secure key pair. 4
FBPE Requirements - Terminology Electronic signature means any letters, characters, or symbols, manifested by electronic or similar means, executed or adopted by a party with an intent to authenticate a writing. A writing is electronically signed if an electronic signature is logically associated with such writing. 5
Authentication Code Secure Hash Algorithm (SHA-1) message digest described in Federal Information Processing Standard Publication 180-3 Secure Hash Standard, October 2008 Board and can be obtained from http://csrc.nist.gov/publications/fips/fips180-3_final.pdf. These algorithms enable the determination of a message s integrity: any change to the message will, with a very high probability, result in a different message digest. 6

Save Document in PDF Drawings - 11 x 17 inches - The original drawings must be drawn to scale. Information must be clear and legible. Permitting drawings and specifications must be officially signed, sealed, and dated by engineer of record digitally or electronically, even if you have already hand-signed and sealed the document. Scanning the document alone does not constitute an official digital or electronic signature required by FBPE. 8

Certify the Document Select Certify with a Visible Signature Use or create your Acrobat/other Digital Signature ID to Certify the Document A Hash is created in the Document. The signature encrypts the Hash with your private key Acrobats now tracks 12
Certified Document When you certify, it means you approve all the contents You cannot certify a document that already has another certifying signature 13

FBPE Requirement - Separate Engineer Signature Report Sheet Print Sheet/Cover Page the professional engineer s name license number, sealing date project name and description, Facility or Permit # where applicable the computer s SHA-1 number for the listed electronic documents (see your PDF instructions for the location of this number) Manual The sheet would then be signed, sealed, and dated manually. Scan the completed sheet and send electronically, along with the other electronic document(s) as a separate document. The PE must retain the sheet in hardcopy for the record. List all documents separately 15

Electronic Permit Submittal The check should be sent immediately afterward by mail with the name of the Project, Facility, and Facility ID or pay online through the Department s Business Portal. Good News! In the near future, applicants will be able to submit both application and payment through the Department Business Portal for all programs. 17
