2.- Aircraft Detection Cases a.- Introduction How was It resolved? Sometimes It is difficult confirm a pollution but we try to be optimist and find a new evidence or some data than help us to finish each case. The inspection on board corroborate the conclusions from aircraft survey in many cases. I would like to show 4 cases in which it had been necessary other source to confirm the pollution detected by the aircraft. 1 st Night detection 2 nd Samples = Oil (MARPOL Annex I) + Vegetable Oil 3 rd Inoperative OWS (Oil Water Separator) 4 th Night detection +Samples = Oil (Typical BILGE Discharge) ***Try to analyze what the sensors show because all it was detected in this cases it is mineral oil. 10

3.- Final Sentence in a Nocturnal Mineral Oil Spill Case Spill Length = 21 km Do sensor record hot water? WHAT ARE YOU SPILLED? What is the hot water temperature? Sea water temperature is <15ºC in October. Could the hot water on top of the cold water from Ocean keep the high temperature for more than 1 hr? What is it discharged from the engine spaces? SLAR /IR sensor record the spill 1 Hr 15 min. What kind of substance remain on top of sea more than 1 hr? Could we judge this substance modifies the good state of Ocean? Supreme Tribunal Judge YES 38

SUMMARY 1. Responsibility areas: Aircraft + Satellite 2. Aircraft detection Cases 3.Final Sentence in a nocturnal oil spill case: M/V Gorgonilla 4.Conclusions 39

4.- CONCLUSION Our first goal : PREVENTION 1.- Surveillance tools with Big Range ( time and area):responsibility areas too big 2.- Necessity of sound calibration and certification of Sea pollution Detection system 3.- Aircraft Detection ti Cases: All cases requires two Information Sources aircraft evidences and vessel information ( from communications Aircraft Vessel, MARPOL more detail Inspection and Samples from Sea and/or vessel) 40

4- CONCLUSION Aircraft Detection Cases 1 st case Night detection + Communications with the vessel Captain report an unusual operation on board. 2 nd case Tanker vessel + Communications with the vessel + Samples (Mineral Oil + Vegetable Oil)+ MARPOL more detail inspection This cases required more information from the vessel because - They have ways to move the cargo to different parts from the cargo spaces - They have two or more types of pollution cargoes on board - They have illegal l pollution in two places: cargo spaces and machinery spaces 3 rd case Day detection + MARPOL more detail inspection ( Inoperative Oil water separator) Visual detection allows classify an Oil and the evidence will be a photograph p 4 th case Night detection + Last detections + Samples ( Bilge discharge ) Normally This case is from regular lines. 41
