The Census 2014 results will provide bench-mark sociodemographic data at all administrative levels necessary for general administration and the planning process. The Bureau is now desirous to recruit experienced and competent persons for the following Census 2014 jobs: Job Ref : UBOS/ NP&HC / 01/07/14 Job Title : Team Supervisor (05) : Shift Coordinator Duration of Contract : 18 Months The Team Supervisor shall: Supervise a team of Data Verifiers/Coders; Keep a record of the individual daily outputs in the team; Implement a team operational plan; Compile and submit a daily team operations report; Ensure proper handling of the materials received from supervisors; Maintain production area in a neat and orderly condition; and Undertake any other duties as may be assigned by the Supervisor. Minimum Academic Qualifications and Requirements for Team Supervisor: 1
A Bachelor s Degree from a recognised university; A Uganda Certificate of Education (UCE) with a credit in Mathematics and English; and Experience in data processing or related field at supervisory level of not less than two years. Other Desirable Qualities for Team Supervisor: Knowledge of data management; Ability to work independently with minimal supervision; Ability to communicate clearly and concisely, both orally and in writing; Attention to detail; Sound judgment to identify and report problems to supervisors and contribute to resolving team conflicts; and High quality inter-personal skills. Job Ref: UBOS/ NP&HC / 02/07/14 Job Title : Scanner Operators (29) : Team Supervisors Duration of Contract : 14 Months for Scanner Operators The Scanner Operators shall: Prepare materials for scanning; Scan and manipulate images as required using provided software; Keep record of the scanned data and daily output; Control operations of equipment or systems; Conduct tests and inspections of products, services, or processes to evaluate quality of performance; Monitor/Assess performance of the scanner to make improvements or take corrective action; Watch gauges, dials, or other indicators to make sure a machine is working properly and where necessary report to the Technician; Maintain production area in a neat and orderly condition; and Any other duties as may be assigned by the Supervisor. Minimum Qualifications and Requirements for Scanners: A Certificate in Information Technology from a recognised institution; 2
A Uganda Certificate of Education (UCE) with a credit in Mathematics and English; and Of added advantage will be experience in operating a document scanner. Other Desirable Qualities of Scanner Operator: Exhibition of strength and resilience in manual work; Ability to properly handle received field returns and other archival materials; Ability to work effectively as part of a team and with minimal supervision; Ability to understand and follow oral and written directives; and Ability to communicate clearly and concisely, both orally and in writing. Job Ref: UBOS/ NP&HC / 03/07/14 Job Title : Guillotine Machine Operator (11) : Team Supervisor Duration of Contract : 12 Months : The Guillotine Machine Operator shall: Prepare and guillotine Enumeration materials for scanning; Clean, oil and maintain the guillotine machine before and after use; Maintain production area in a neat and orderly condition; Keep record of daily output; Any other duties as may be assigned by the Supervisor. Minimum Academic Qualifications and Requirements for Guillotine Machine Operator: Post Advance Level (A level) technical training in IT/Computer or Automotive or Electrical Engineering; and A Uganda Certificate of Education (UCE) with a credit in Mathematics and English. Duration of Contract : 14 Months The Scanner Technician shall: Routinely service the Scanners and related equipment; Conduct regular scanner performance checks; Install worn out replaceable parts; Perform incidental minor repairs; Maintain a service log for each Scanner; and Undertake any other duties as may be assigned by the Supervisor. Minimum Academic Qualifications and Requirements for Scanner Technician: A Diploma/Certificate in Computer Engineering and Hardware Maintenance; A Diploma/Certificate in Electrical Engineering; and At least two years experience in the repair and maintenance of scanners, photocopiers printers or related equipments. Other Desirable Qualities of the Scanner Technician: Ability to work effectively with minimal supervision. Ability to understand and follow oral and written directives. Ability to communicate clearly and concisely, both orally and in writing. Job Ref: UBOS/ NP&HC / 05/07/14 Job Title : Guillotine Machine Technician (01) : Data Processing Manager Duration of Contract : 14 Months Routine Servicing of Guillotine Machines and related equipment; Monitor and install worn out replaceable parts; Perform incidental minor repairs; Conduct regular safety checks during which key components of guillotine machines are examined and subjected to various tests; Maintain a service log for each machine; Any other duties as may be assigned by the Supervisor. Job Ref: UBOS/ NP&HC / 06/07/14 Job Title : Data Processing Assistants (274) Employment status Duration of Contract : Team Supervisor : Temporary : 14 Months Capture data manually (Key from Paper); Edit and code questionnaires; Validate data; Sort and batch questionnaires; and Undertake any other duties as may be assigned by the Supervisor. Minimum Qualifications and Requirements for Data Processing Assistants: At least a Uganda Advanced Level Certificate ( A Level) or its equivalent; and A minimum speed of 150 key strokes per minute. Other Desirable Qualities for Data Processing Assistants: Ability to work effectively with minimal supervision; Ability to understand and follow oral and written directives; and Ability to communicate clearly and concisely, both orally and in writing. Job Ref: UBOS/ NP&HC / 07/07/14 Job Title : Stores Supervisors-Data Processing (02) Employment status Duration of Contract : Data Processing Manager : Temporary : 18 months The Stores Supervisors-Data Processing shall: Undertake general management of the stores; Receive all procured items for the Census 2014 Office; Plan and carry out the Census 2014 store layout; Ensure that all Census 2014 returns from the field or other work areas are checked and properly sorted for shelving according to provided guidelines; 5
Supervise retrieval of returns required for coding, data entry or reference from the shelves and re-shelving according to set guidelines; Maintain the database and generate weekly reports for the movement of the returns; Supervise the Stores Assistants and Stores Attendants; Undertake any other duties as may be assigned by the Supervisor. Minimum Qualifications and Requirements for the Stores Supervisors-Data Processing: A Diploma in Stores Management from a recognized institution; A Uganda Advanced Certificate of Education ( A Level) with at least a credit in Mathematics; and At least two (2) years experience in a similar position. Job Ref: UBOS/ NP&HC /08/07/14 Job Title : Estates Assistant (Electrical)-(01) : Estates Officer Duration of Contract : 18 Months : The Estates Assistant (Electrical) shall: Repair of broken down electrical office equipment as required by the Bureau; Install, service, rectify and repair lighting fixtures, electrical panels, outlets and wiring; Construct and maintain service equipment and read electrical circuit diagrams; Conduct tests and ensure the availability of standard electrical power at the user terminal as required by the ERA; Provide procurement specifications for electrical equipment and carry out power needs assessment when new equipment is to be installed; 6
Prepare and submit to Management a periodic status report on electrical equipment and installations at the Data Centre; Report faults on the electrical system that can affect the normal operation of Bureau electrical equipment; and Install new equipment and verify work that has been done by outside service providers. Minimum Academic Qualifications and Requirements for Estates Assistant (Electrical): A Diploma in Electrical Engineering from a recognised institution; and At least three (3) years relevant experience. Other Desirable Qualities: Time management; Team Work; Knowledge of project management; Knowledge of records and information management; and Knowledge of quality assurance and control mechanisms. Job Ref: UBOS/ NP&HC / 09/07/14 Job Title : Plumber (01) : Estates Officer Duration of Contract : 18 Months The Plumber shall: Repair and installation of pipes, fittings and fixtures; Operate and maintain pumps, water treatment systems, sewer lift stations, water wells, sinks, toilets, bathtubs, showers, pipe systems and other types of related appliances; Perform works on various pipe systems including sewage, water and wastewater; Test completed work; Make periodic inspections for safety and efficient operation; Estimate material, labor and total costs of repair; Maintain records of the systems operation; and Make reports to the immediate Supervisor and any other duties that may be assigned from time to time. Minimum Qualifications and Requirements of a Plumber: 7
Diploma in plumbing or water and sanitation engineering; and At least three (3) years of similar work experience, with proven ability to independently read and interpret blue prints before undertaking high quality plumbing work. Other Desirable Qualities of a Plumber: Multi-skilled and willingness to do other tasks especially in carpentry areas; High levels of self-motivation, self-organisation and attention to detail; and Good communication and problem-solving skills.
