Pre-Application Meeting At the pre-application meeting Establish the form and content of the application Cross reference to the relevant reference documents Record of the operator application, inspector comments and operator follow-up action Use of job aids or compliance statements Review the approval process events Agree target dates CAA should advise if a formal application is required. A letter requesting issue of approval may be sufficient in simple cases 4
Formal Application Applicant submits formal written application Application must demonstrate: How operator satisfies all requirements Relevant references to company or other documents CAA appoints Project Manager For specific project Or generally for all PBN projects 5

Step 3 Document Evaluation Project Manager reviews application and determines that: Operator meets all requirements; or Corrective action required; or Discusses relevant details with operator Project Manager initiates issue of approval; or Requests operator to amend and resubmit application Tip: It is often useful to convene technical review meetings attended by the CAA project team and the operator s representatives. Many issues can be resolved by face to face discussion. 12

Demonstration & Inspection Step 4 A formal inspection and demonstration may be require depending on the complexity of the operation For more complex operations the CAA should: Observe training courses Conduct simulator or in-flight evaluation of competence Conduct on-site audit of operators procedures CAA inspectors should be qualified to conduct the operations they evaluate. Tip: The best way to evaluate training is to participate as a candidate 14
Approval Phase Step 5 For AOC holders issue or recommend: Amendment to OPSPEC for AOC holders; and Approval of amendment to Operations Manual For other operators (GA): Issue Letter of Approval (where required) Note: Depending on the State regulations a specific approval may not be required for GA operators provided they meet the operating requirements for the particular NavSpec 15
