Oatfield Road, Milwaukie, OR 97222 (503 659-8364) No activity was reported for the quarter. SC/2 - Machine Input Records - Chairman, Mrs. Henriette Avram, MARC Development Office, The Library of Congress, Washington, DC 20540 (202 426-6098) Based on the deliberations of the UNISIST Working Group on Bibliographic Data Interchange, the ISO format standard for bibliographic information interchange on magnetic tape is being reviewed by a task group of the working group concerning the technique for the incorporation of subrecords in the parent record. (This technique was written as an appendix to the ANSI Z39.2-1971 standard for bibliographic information interchange on magnetic tape, and as such is not part of the ANSI standard.) Various informal working papers written by participants in the UNISIST group have been sub - mitted to members of Z39 SC/2 by the chairman for their comments prior to the meeting of ISO TC/46 SC4 to be held in Helsinki in May. SC/3 - Periodical Title Abbreviations - Chairman, James L. Wood, Chemical Abstracts Service, Ohio State University, Columbus, OH 43210 (614 421-6940, Ext. 2062 ) The American National Standard for the Abbreviation of Titles of Periodicals, Z39.5-1969, which was submitted to the membership last quarter, was reaffirmed by, the following voting tally: 48 yes, 2 abstentions and 3 did not reply. The concurrent Public Review by ANSI was held December 21, 1973, through February 21, 1974. ANSI will be notified of this action.

Effective January 1974, the operations of the National Clearinghouse for Periodical Title Word Abbreviations were transferred to the Centre International d'enregistrement des Publications en Serie (ISDS) in Paris, France. Effective with that date, ISDS assumed responsibility for assignment of title word abbreviations and dissemination of this data to the information community. Prior to January 1974, the NCPTWA was operated under the auspices of Z39 SC/3 by Chemical Abstracts Service in Columbus, Ohio. All correspondence regarding periodical title word abbreviations should now be directed to the following address: Centre International d'enregistrement des Publications en Serie (ISDS) 20, rue Bachaumont 75002 Paris, FRANCE SC/4 Bibiographic References - Chairman, Ellis Mount Engineering Library, Columbia University, New York, NY 10027 (212 280-2976) Work has concentrated on the identification and definition of major data elements, which are being supplemented by those elements involved in some of the more specialized types of references. Once the committee agrees on these items, preparation of recommended standards of data elements (and their order and, punctuation) for specific types of materials will be the next area to pursue. The entire draft for the introduction, scope, and guidelines has been rewritten in light of committee discussions. A meeting is being planned for early Nay. SC/5 - Transliteration - Chairman, Jerrold Orne, School of Library Science, University of North Carolina, Chapel Hill, NC 27514 (919 933-1327) Hebrew and Yiddish - Chairman, Herbert C. Zafren, Hebrew Union College Jewish Institute of Religion, 3101 Clifton Avenue, Cincinnati, OH 45220 (513 221-1875) The subcommittee on Hebrew Romanization is continuing its attempt to resolve minor differences, mostly in wording or placement, by mail. Slavic Cyrillic - The proposed American National Standard for the Transliteration of Slavic Cyrillic Characters was approved by the Z39 membership during the recent voting period; the proposal will be forwarded to ANSI during the next quarter. The final voting tally was: 38 yes, 8 abstentions and 6 did not reply.

SC/7 - Library Statistics - Chairman, Frank L. Schick, Library Surveys Branch, National Center for Educational Statistics, U.S. Office of Education, 400 Maryland Avenue, Washington, DC 20202 (202 245-8638) Subcommittee 7 has suspended operations until the Fall of 1974 when the revision of the ALA publication Library Statistics will be completed. At that time, work on the revision of Z39.7-1968, Library Statistics, will begin. In order to maintain the current status of Z39.7-1968 at ANSI, it was submitted to the membership of Z39 on February 6, 1974, for reaffirmation. Z39.7-1968, if reaffirmed, will be withdrawn as an American National Standard upon completion of the revision. SC/8 - Proof Corrections - Chairman, Bruce C. Young, University of Chicago Press, 5801 Ellis Avenue, Chicago, IL 60637 (312 753-3336) The proposed American National Standard Proof Corrections was sent to ANSI via CNLA on February 5, 1974; it was approved by the ANSI Board of Standards Review on March 7, 1974. Publication is expected in the near future. SC/9 - Terminology - Chairman, Ben H. Weil, Exxon Research and Engineering Company, P.O. Box 121, Linden, NJ 07036 (201 474-2030) No activity for the subcommittee was reported for the quarter. Z39's relationship to this IS0/TC 46 effort will be reappraised during the next quarter. SC/10 - Periodicals: Format and Arrangement - Chairman, Anne J. Richter, 222 Valley Road, Montclair, NJ 07042 (201 746-5166) We were unable to resolve the last negative vote on the revision of Z39.1-1967. We have advised ANSI of the current situation and we are considering the possibility of establishing a new subcommittee to prepare a completely new revision. SC/12 - Indexing - Chairman, John Rothman, The New York Times, 229 W. 43rd Street, New York, NY 10036 (212 556-1031) The subcommittee received and reviewed Statements of Work submitted by the chairmen of two working groups. One group under Dr. Stephen E. Furth will be drafting a standard on computer-assisted indexing. The other group under David M. Liston will be drafting a standard dealing with basic criteria for index design. This standard will be developed in close cooperation with the American Society of Indexers' Committee on Ethics, Standards and Specifications, which had begun work in the same area and has agreed to let Liston's group proceed with it. Z39.4-1968, Basic Criteria for Indexes, was reaffirmed by the Z39 membership during the recent voting. The final voting tally was: 47 yes, 3 did not reply and 3 abstained. ANSI will be notified of this action.

SC/13 - Trade Catalogs and Directories - Chairman, Karl A. Baer, National Housing Center, 1625 L Street, N.W., Washington,DC 20036 (202 737-5656) Dr. Baer has resigned as the chairman of Subcommittee 13; future plans for the revision of Z39.6-1965 are uncertain at this time. SC/16 - Binding - Chairman, Matt Roberts, Bindery Division, The Library of Congress, Washington, DC 20540 (202 426-5625) No activity was reported for the quarter. SC/17 - Standard Book Numbers - Co-Chairmen, Emery Koltay, R.R. Bowker Company, 1180 Avenue of the Americas, New York, NY 10036 (212 764-3384) and Robert W. Frase, 1424 16th Street, N.W., Washington, DC 20036 (202 265-5576) The American National Standard for Book Numbering, Z39.21-1973, was published in March 1974; copies are available from ANSI, 1430 Broadway, New York, NY 10018 at $3.00 per copy. The Status Report on ISBN, issued by the U.S. Standard Book Numbering Agency on March 27, 1974, reports that 87% of the titles in the 1973 Books in Print have ISBNs. The Agency is working with major wholesellers, booksellers, the National Association of College Stores, and the American Booksellers Association to encourage other publishers to join in the system. The Agency is a collaboration between the Association of American Publishers, Z39, the Library of Congress and R.R. Bowker Company. Bowker supports the salaries and services costs of the Agency's operation, estimated at $55,000. SC/18 - Book Publishing Statistics - Chairman, Carol A. Nemeyer, Association of American Publishers, One Park Avenue, New York, NY 10016 (212 689-8920) Members of Subcommittee 18 have identified a need to consider inclusion of microforms in the revised standard. Robert W. Frase has agreed to chair a Microforms Task Force and has scheduled the first meeting for March 27. The following people have been invited to be members: James Adler, Congressional Information Service; Don Avedon, National Microfilm Association; Al Diaz, Microcard Editions; Judy Fair, Urban Institute; Alan M. Meckler, Microform Review; Stevens Rice, Xerox University Microfilms; and Robert Sullivan, Library of Congress. Dr. Frank Schick will serve as a Consultant to this Task Force. SC/22 - Library Materials Price Indexes - Chairman, William H. Kurth, Washington University Libraries, St. Louis, MO 63130 (314 863-0106, Ext. 4524) The work of the subcommittee was concluded with the resolving of the negative votes. The proposed American National Standard Criteria for Price Indexes for Library Materials was forwarded to ANSI via CNLA on March 6, 1974.

v SC/24 - Report Literature Format - Chairman, Parmely C. Daniels, 5719 Third Street South, Arlington, VA 22202 (203 692-0343) The American National Standard Guidelines for Format and Production of Scientific and Technical Reports was approved by ANSI last quarter; publication is pending. SC/25 - Thesaurus Rules and Conventions - Chairman, Frank Y. Speight, American Welding Society, 2501 Northwest 7th Street, Miami, FL 33125 (305 642-7090) The American National Standard Guidelines for Thesaurus Structure, Construction, and Use, Z39.19-1974, was recently published; copies of it are available from ANSI, 1430 Broadway, New York, NY 10018 at $4.50 per copy SC/27 - Identification Codes for Countries, Languages, Publishers, Areas and Dates - Chairman, Patricia E. Parker, MARC Development Office, The Library of Congress, Washington, DC 20540 (202 426-5125) The second draft of the ISO proposed international country code standard was reviewed by SC/27. Their comments were recorded during a meeting on March 14th (their only meeting during this quarter), and a position paper subsequently prepared and sent to Z39. After the results of the forthcoming TC46/WG2 meeting in Helsinki are received, SC/27 plans to circulate through Z39 a second American National Standard Country Code draft. SC/30 - Standard Account Numbers - Chairman, Russell Reynolds, National Association of College Stores, 55 E. College Street, Oberlin,OH 44074 (216 775-1561) The tentative draft proposal has been circulated within SC/30 for comments, due May 3, 1974. The subcommittee comments will be incorporated into a draft which will be circulated to all members and subcommittee chairmen of Z39 during the next quarter. SC/31 - Music Industry Code We have been advised by Mr. Hal B. Cook that Billboard Publications Inc. wishes to withdraw from any further planning with respect to this project; they have cited a lack of interest on the part of major recording companies in the project as the main reason for their decision. The ISBN (International Standard Record Numbering) system is being considered by Working Group 1 of ISO/TC 46, but at present, we do not know what actions will be taken on the international level.

SC/32 Technical Report Numbering - Chairman, Donald P. Hammer, ISAD Executive Director, American Library Association, 50 E. Huron St., Chicago, IL 60611 (312 944-6790, Ext. 266) The proposed technical report numbering standard, SC/32 subcommittee met on February 12 to discuss changes in the numbering format proposed by the National Technical Information Service among others. The subcommittee decided to enlarge the numbering standard and to make other changes that would conform to the needs of NTIS more closely. If the changes are agreed upon and adopted, it is hoped that NTIS will therefore be able to assume the clearinghouse role that the subcommittee would like to see established. The subcommittee agreed to meet on April 9 to give final consideration to the recommended changes. It is expected that that will be the last meeting for the subcommittee and the proposal can then be resubmitted to Z39 for consideration and hopefully approval of the technical changes. SC/33 - Bibliographic Entries for Microfiche Headers and Roll Microfilm Containers - Chairman, Joseph H. Howard, Serial Record Division, The Library of Congress, Washington, DC 20540 (202 426-5302) Subcommittee 33 met on March 20 to begin discussion of the comments received to the proposed "American National Standard for Bibliographic Information for Microfiche Heading Areas" and a great deal of progress was made. At least one more meeting will be required in order to complete the committee's consideration of all of the comments. Mr. John Livsey, Government Printing Office, is a new member of the committee replacing Mr. Robert Haynes from the same office who retired. SC/34 - Journal Article Citations - Chairman, Harold Oatfield, 15500 S.E. Oatfield Road, Milwaukie, OR 97222 (503 659-8364) No activity was reported for the quarter. SC/35 - Advertising Microform Publications - Chairman, Carl M. Spaulding, Council on Library Resources, One Dupont Circle, Washington, DC 20036 (202 296-4757) No activity was reported for the quarter. SC/36 - Standard Order Form - Chairman, Jennifer V. Magnus, Order Division, The Library of Congress, Washington, DC 20540 (202 426-5361) The subcommittee met once during the quarter and is continuing work on a draft form.

IEEE STANDARD The IEEE has asked the ANSI Board of Standards Review to consider again the IEEE Recommended Practice for Units in Published Scientific and Technical Work (IEEE Standard 268-1973 and proposed Z39.17). The proposal, which was approved by Z39, has already been published as an IEEE Standard and IEEE would like to have it approved as an American National Standard as well. In August 1973, the BSR tabled this proposal and referred it to the American National Metric Council. The ANMC recommended that IEEE and ASTM (American Society for Testing and Materials) jointly undertake the preparation of a single American National Standard Metric Practice Guide; IEEE and ASTM agreed to do so. As this project will not be completed before the spring of 1975 at the earliest, IEEE has asked the BSR to approve IEEE 268-1973 as an American National Standard for the interim period. It will be withdrawn upon the completion and approval of the joint IEEE-ASTM document. MEMBERSHIP Dr. Ann F. Painter has been named as the Alternate Representative from the American Library Association, succeeding Frederick J. Kilgour. ISO NEWS The 15th Plenary Meeting of ISO Technical Committee 46 (Documentation) has been scheduled for May 20-31, 1974, in Helsinki, Finland. The U.S. delegation from Z39 will include Jerrold Orne, Henriette Avram, Ben Weil, Emery Koltay, and, if funding can be arranged, several others. ISO Technical Committee 37 (Terminology: Principles and Coordination) has scheduled its Fifth Plenary Meeting for June 4-7, 1974, in Vienna. Mr. William N. Locke of M.I.T. will be representing the U.S. at this meeting. ISO International Standard 2789, International Library Statistics, has been published; it is available from ANSI at $4.20 per copy. SUBCOMMITTEE 2 CHAIRMAN HONORED The SC/2 Chairman, Mrs. Henriette Avram, was one of six recipients of the Federal Woman's Award for 1974. Winners are judged for their contributions to the Federal Government, based on specific accomplishments that have made, or are making, an important contribution to administrative, social, scientific or technical progress in the work of a Federal agency. As Chief of the Library of Congress MARC Development Office, Mrs. Avram directs all research and development projects necessary for automation of the technical processes of the Library's bibliographical services.
