Introduction Payment is an incentive for using certified electronic health records (EHR) in a meaningful way Not a reimbursement and not intended to penalize early adopters First year payment can be received in 2011 through 2016; Final payment can be received up to 2021 Hospitals can apply for both Medicare and Medicaid programs

Hospital Eligibility

Hospital Eligibility Acute care hospital Medicaid patient volume 10% CCN range (last 4 digits): 0001-0879 and 1300-1399 Critical access hospitals defined as acute care hospitals Children s hospital: No patient volume threshold CCN range (last 4 digits): 3300-33993399 At least 50% of all encounters must be at a site or sites with certified EHR technology

Patient Threshold Eligibility The total Medicaid encounters in any representative, continuous 90-day period in the preceding fiscal year. divided by The total encounters in the same 90-day period.

Patient Encounter Services rendered to an individual per inpatient discharge or in an emergency department on any one day where Medicaid, or Medicaid demonstration grant, paid for all or part of the service or Medicaid, or a Medicaid demonstration grant, paid all or part of the premiums, co-payments or cost-sharing Encounters include services rendered to Medicaid managed care patients

Hospital Incentive Payments

Timeline Payment years based on FFY (Oct 1 Sept 30) Prior to FY 2016, payments can be made on a non- consecutive, annual basis for the FFY After 2016, no payments can be received unless a payment was received in the prior fiscal year

Hospital Incentive Payment Georgia Medicaid opted to pay out over three years: Year 1 = 40% Year 2 = 40% Year 3 = 20% Hospitals must meet patient 10% Medicaid patient volume each year and Meaningful Use for payment years 2 & 3

Data Source For purpose of calculating the payment amounts, CMS requires that States use data on the hospital discharges from the hospital fiscal year that ends during the Federal fiscal year prior to the year that serves as the first payment year.

Adopt, Implement, Upgrade (AIU)

Adopt, Implement, Upgrade Adopt: Acquired and installed E.g.; Evidence of acquisition, installation, etc. Implement: Commenced utilization E.g.; staff training, data entry of patient demographic if information it into EHRdt EHR, data use agreements Upgrade: Version 2.0, expanded functionality E.g.; ONC EHR certification

Adopt, Implement, Upgrade A provider must demonstrate meaningful use by: Use of certified EHR technology in a meaningful manner, such as through e-prescribing That the certified EHR technology is connected in a manner that providers for the electronic exchange of health information to improve the quality of care, and In using this technology, the provider submits clinical quality measures to CMS, or to the State if Medicaid-only

CMS Registration Providers register at the CMS website download Registration User s Guide from https://ehrincentive.cms.gov Providers must Supply NPI, tax id, CCN, and PECOS number For Medicaid, id must select one state t Hospitals can apply for both Medicare and Medicaid programs

Georgia State-Level Process Providers register and attest via the Georgia MMIS Web Portal for potential incentives payment State Validation Payment Audit and Appeals (if applicable)
