CER/Learning Health Care System Comparative Effectiveness Research Per AHRQ, CER is designed to inform health-care decisions by providing evidence on the effectiveness, benefits, and harms of different treatment options. Per IOM, CER is the generation and synthesis of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. Two ways that "evidence" is found: Systemtic review of completed clinical trials Clinical studies that generate new evidence of (comparative) effectiveness A means for increasing quality while reducing costs
