This Technical Document is for al use only, and is not a legal document. It is intended as a supplement to the OCR Final Rule (as defined below), which rule contains the regulatory requirements applicable to parties submitting the forms described above. When reviewing this Technical Document, reporting parties should review and consult the OCR Final Rule, including the requirements of the reporting forms attached as an appendix thereto. Introduction On November 18, 2013, the Commodity Futures Trading Commission ( Commission or ) adopted new rules and related forms to enhance its identification of futures and swap market participants (the OCR Final Rule ). These final rules leverage the Commission's current position and transaction reporting programs by requiring the electronic submission of trader identification and market participant data on amended Forms 102 and 40, and on new Form 71. The new and amended forms require the reporting of certain trading accounts active on reporting markets that are designated contract markets or swap execution facilities. Among other, the forms collect ownership and control with respect to both positionbased special accounts and trading accounts that meet specified volume-based reporting levels. This Technical Document is intended to provide technical specifications for transmitting Forms 102A, 102B, 102S, 40 and 71 via FTP submissions. At a later date, either an additional guidance document or an updated version of this document will be provided for registration and submission procedures in connection with the web-based Portal. OCR Submission Procedure(s) There are two methods for submission of OCR related data 1. Secure FTP or 2. Portal Electronic Form: 3 Secure FTP 1. Create the report(s) and consolidate the report(s) into an -formatted file. 2. Name the file(s) using the OCR Reporting file name format. 3. Assemble and compress the files. 4. Connect to the FTP site. 5. Transmit the electronically formatted records to the Commission using Secure FTP. YYYYMMDD: This field is the year (4 digits), month, and day of the report date. SOURCE: This field is the 1 character identifier which will be used to identify the origination of the file. Connect to with Secure FTP The uses Secure FTP (SFTP) to receive files. Reporting parties that are transmitting files to the will need to obtain a Secure FTP client that is FIPS 140-2 compliant. Through the Secure FTP client, reporters can navigate to traders.cftc.gov and use their User ID and password to login and transmit submission files. Reporting parties SFTP account is already configured to require a password. If reporters want to bypass the password requirement, they will need to generate a Key Pair and send an email to FtpSupport@cftc.gov which issues reporters Public Key and User ID. Reporters should keep their Private Key secure and only use it to communicate with the. The can accept two types of Keys: SSH Version 2.0 RSA key pair with bit strength between 2048-4096 or SSH Version 2.0 DSA 1024 bit key pair. Many OCR reporting parties may already have FTP or SFTP accounts. Reporting parties with SFTP accounts can continue to use those accounts for OCR reporting. New reporters who do not already have an SFTP account, or reporters who only use non-secure FTP accounts, must request a Secure FTP account from the. See Appendix A to this Technical Document for FTP registration steps. Transmit the File(s) Transfer the compressed file(s) using normal FTP commands.
