Are there any quarters that have 2 or more Impacts occurring at the same time to the same Audience? Are there quarters where there are 4 or more Low Impacts occurring death by a thousand paper cuts? Shift: Should one project go before the other to mitigate change saturation? Intervene: What intervention should be applied to mitigate the risk of change saturation?
