Summary of Benefits Eligibility All full time employees are eligible for all of Westminster College benefits. You are considered full time if you are Faculty with a full time contract or Staff and work 30 hours per week. If you have Medicare or will become eligible for Medicare in the next 12 months, a new federal law gives you more choices about your prescription drug coverage starting in 2006. The attached notice will tell you whether or not our coverage is at least as good as the coverage available under the new Medicare Prescription Drug program. Careful attention to this notice will help you decide whether you should stay with the coverage we provide you, or whether you may want to enroll in the Medicare prescription drug program now to avoid paying a higher price later. You may have other family and friends who have Medicare that don t have employer or union sponsored health insurance coverage. The factors relative to their decisions about the Medicare prescription drug program will be different, and will be based on their personal circumstances. More information is available to help you, your family, and friends make decisions regarding the new Medicare prescription drug plans at 1-800-Medicare or www.medicare.gov. Even if you are not eligible for Medicare, you may have friends or family members who are. This is the first time in the history of Medicare that coverage for prescription drugs has been available through the Medicare program. It is important that they enroll for the coverage during the special enrollment period in order to avoid paying a higher price for the coverage later. You should encourage them to pay close attention to all the materials they are receiving from the Center for Medicare and Medicaid services (CMS). If they need more help, they can call 1-800-Medicare or go to www.medicare.gov. It is also important for you to know that for people with limited income and resources, extra help paying for a Medicare drug plan is available. This notice has information about your current prescription coverage with Westminster College and new prescription drug coverage available January 1, 2006 for people with Medicare. It also tells you where to find more information to help you make decisions about your prescription drug coverage. 1. You may have heard about Medicare s new prescription drug coverage, and wondered how it would affect you. Westminster College has determined that your prescription drug coverage with Altius Health Plans is, on average for all plan participants, expected to pay out as much as the standard Medicare Prescription drug coverage will pay. Starting January 1, 2006, prescription drug coverage will be available to everyone with Medicare through Medicare prescription drug plans. All Medicare prescriptions drug plans will provide at least a standard level of coverage set by Medicare. Some plans might offer more coverage for a higher monthly premium. Because your existing coverage is, on average, at least as good as standard Medicare prescription drug coverage, you can keep this coverage and not pay extra if you later decide to enroll in Medicare coverage. People with Medicare can enroll in a Medicare prescription drug plan from November 15, 2005 through May 15, 2006. However, because you have existing prescription drug coverage that, on average, is as good as Medicare coverage, you can choose to join a Medicare prescription drug plan later. Each year after that, you will have the opportunity to enroll in a Medicare prescription drug plan between November 15 th and December 31 st. If you do decide to enroll in a Medicare prescription drug plan and drop your Westminster College prescription drug coverage, be aware that you may not be able to get this coverage back. If you do drop your coverage with Westminster College and enroll in a Medicare prescription drug plan, you may not be able to get this coverage back later. You should compare your current coverage, including which drugs are covered, with the coverage and cost of the plans offering Medicare prescription drug coverage in your area.
Your prescription drug coverage through Altius Health Plans provides 3 tiers of copays: $10 for generic drugs $25 for preferred name brand drugs $50 for non-preferred name brand drugs. Your current coverage pays for other health expenses, in addition to prescription drugs. If you remain eligible for and covered by your current health policy sponsored by Westminster College, you will be eligible to receive all of your current health and prescription drug benefits if you also enroll in a Medicare prescription drug plan. You should also know that if you drop or lose your coverage with Westminster College and you don t enroll in Medicare prescription drug coverage after your current coverage ends, you may pay more to enroll in Medicare prescription drug coverage later. If after May 15, 2006, you go 63 days or longer without prescription drug coverage that s at least as good as Medicare s prescription drug coverage, your monthly premium will go up at least 1% per month for every month after May 15, 2006 that you did not have that coverage. For example, if you go nineteen months without coverage, your premium will always be at least 19% higher that what most people pay. You ll have to pay this higher premium as long as you have Medicare coverage. In addition, you may have to wait until next November to enroll. Flexible Spending Accounts Plan Year: July 1, 2006 through June 30, 2007 Saving Money with your Flexible Spending Accounts Anytime you can pay for expenses with tax-free dollars is a bonus, and this is one of the few areas where the IRS allows you to do just that! You can set aside money each paycheck (which will NOT be considered taxable income) to pay for your (& your family s) out of pocket: Medical Expenses such as deductibles, co-payments, & coinsurance Dental Expenses such as deductibles, coinsurance, and orthodontia Vision Expenses such as exam co-payments, glasses, contacts, & supplies Dependent Care Expenses such as eligible child or invalid parent day care which allows you to work Assume you expect to pay about $1,500 this year on medical deductibles, office visits, and procedures, prescriptions, dental deductibles, braces for a dependent child, and glasses or contacts for yourself and your family. In addition, you plan to spend another $4,000 on eligible child care. That s a total of $5,500 you won t have to pay taxes on! Assuming a federal tax bracket of 33%*, you re saving $1,815 that s $1,815 you don t have to pay in taxes! How the Reimbursement Accounts work Prior to the beginning of the plan year or when you are initially eligible, you make a commitment to set aside a certain amount to either or both accounts. Then, each paycheck, an equal fraction of that commitment is credited to the account(s) you have elected, just like a savings account. Health Care Reimbursement Accounts & Benny Card If you elect to participate in the Health Care Reimbursement Account, you will be issued a special Benny MasterCard which you can use just like a debit card anywhere MasterCard is accepted to pay for your qualified health care expenses. Disability Benefits Westminster College s Short and Long Term Disability plans work together to help you pay your household and care expenses if you become disabled and cannot work. Short Term Disability Westminster College s Short Term Disability plan is currently self-funded by the College and will pay up to 100% of your predisability salary after 2 weeks of eligible disability. This benefit may continue, if your eligible disability continues, for up to 6 months, to dovetail with the Long Term Disability plan. Long Term Disability If your disability continues beyond the Short Term disability benefit period, you may qualify for Long Term disability benefits. Westminster College s Long Term Disability plan with MetLife will pay up to 60% of your pre-disability salary (to a maximum of $7,500/month) after 6 months of eligible disability. This benefit may continue, if your eligible disability continues, until you recover or reach retirement age, whichever comes first. NEW FOR INITIAL DATES OF DISABILITY AFTER 7-1-06: The IRS says that if YOU pay the premium for your disability coverage with after tax $$, your disability benefits will not be considered taxable income. That means a lot if you are disabled and your income has been reduced to 60%. In order for you to have this enhanced benefit, the College will be giving you a bonus with each paycheck in the amount of your disability premium, and then will take that premium back out again as a deduction in order to satisfy the IRS. When are you considered disabled? The definition of disability can change over time. During the first two years you receive Long Term Disability benefits you are considered disabled if you cannot do your job at Westminster College. After you have been receiving Long Term Disability benefit for two years, you are considered disabled if you are unable to do any job that is suitable for you, given your education, training, and experience. Enrollment These benefits are paid for in full by Westminster College. You are automatically enrolled if you are an eligible employee who has satisfied the new hire waiting period. Life Insurance Basic Life and AD&D Insurance Benefits Westminster College provides each eligible employee Term Life and Accidental Death & Dismemberment insurance equal to 2.5 times your annual salary (to a maximum of $500,000) at no cost to the employee. Even though this benefit is automatic, you need to designate a beneficiary in the event of your death. Supplemental Life and AD&D Insurance You may purchase additional term life insurance for you and your dependents. If purchased, these premiums are paid by you through payroll deduction, and are based on your age and whether or not you smoke. Supplemental Coverage for You - You may purchase up to 7 times your annual salary or $500,000, whichever is less (in $10,000 increments) in supplemental life insurance coverage for you. A Statement of Health will be required if: You elect coverage which exceeds the lesser of 3 times your annual salary or $100,000 You apply for coverage after you are initially eligible to enroll Supplemental Coverage for your Spouse - You may purchase between $10,000 and the lesser of 50% of your life insurance benefits or $250,000 in supplemental life insurance coverage for your spouse in increments of $10,000. Making Coverage Changes During open enrollment and at other specified times during the year you have the opportunity to make changes in your coverage. The times when you can make changes are regulated by law. Coverage changes can only be made during open enrollment unless as a result of a qualifying status change as listed below. If you have a qualifying status change as listed below and wish to make a change to your coverage, YOU MUST MAKE THE CHANGE WITHIN 30 DAYS OF THE QUALIFYING EVENT!!!!! If you have dependents who you did not enroll within 30 days of A qualifying event, open enrollment is the time to enroll them. An example of this is newborn children may not have been added to your dental coverage within 30 days of their birth.
