Department of Commerce (DoC) Investing in Manufacturing Communities Partnership (IMCP) Program What it means: Designation of the 8-county Alamo Manufacturing Partnership (AMP) consortium as an IMCP community is designed to accelerate our region s ability to compete within a key manufacturing industry sector though the availability of federal assistance. An IMCP designation is an important signal to potential investors that these communities are a good place to spend their money, and this is smart government at work. (Department of Commerce Secretary, Penny Pritzker, 7/8/15) IMCP communities were chosen based on the strength of their economic development plans, the potential for impact in their communities, and the depths of their partnerships across the public and private sectors to carry our their plans. 6

The AMP consortium covers 8 counties: Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson. 7

Federal Agencies Participating in IMCP Program The selected IMCP communities will receive preferential treatment from 11 participating federal agencies for subsequent grant competitions for a minimum of 2 years and is renewable. 1. Department of Commerce (DoC) Investing in Manufacturing Communities Partnership (IMCP) Program What it is: The IMCP project is intended to help communities that have demonstrated best practices within a specific manufacturing sector to further cultivate an environment to create well-paying manufacturing jobs and industry growth through targeted public and private investments across a community s industrial ecosystem. The IMCP project has focused on six key ecosystem elements for investment: Workforce & training; Supplier network; Research & innovation; Infrastructure/site development or redevelopment; Trade & international investment; and Operational improvement & capital access. 9

Department of Commerce (DoC) Investing in Manufacturing Communities Partnership (IMCP) Program The Targeted Industry Sector: As required by the IMCP Program requirements, a specific manufacturing industry sector was targeted for IMCP focus. The Transportation Equipment Manufacturing sector (NAICS Code 336) has demonstrated significant regional growth, placing the Alamo Region in the top third of the country for employment within this manufacturing category. This industrial sector includes Aerospace, Motor Vehicles, and Heavy/Industrial Vehicle manufacturers, plus related parts and equipment suppliers and represents a significant number of Alamo region companies, both large and small. Major regional manufacturers include Lockheed-Martin, Boeing, Toyota, Caterpillar, Continental, and Kalmar RT plus numerous other OEMs and suppliers for virtually all OEM motor vehicle manufacturers. 11

The AMP Governance Model The AMP Governance Model: The AMP Consortium will consist of an Executive Board and an Community & Industry Advisory Board.
