BASIC FUNCTION OF POSITION The incumbent will perform a wide range of duties that are indispensable for the smooth operation of the acquisition division. Acquisitions Technicians are responsible for providing essential infrastructure support to Acquisition Librarians, at the highest level of para professional tasks. Perform duties, though not limited to the following: Technical acquisitions functions: Receive approval copies of materials from vendors, sub offices, Bibliographic Representatives. Receive materials collected by Acquisitions Librarians and Catalogers. Resolve routine errors and discrepancies, referring the complex ones to the Chief of the Acquisitions Division. Maintain statistics of incoming approval titles. Compile monthly report. Verify replenishment vouchers for publications and invoices for rejected and LC only titles. Verify authenticity of the invoices. Note duplication and discrepancies in prices and number of pieces received. Create online Initial Bibliographic Records (IBCs) in MARC format for all titles and apply basic RDA and cataloging guidelines. Process materials received as exchange and gift from publishers or acquired by librarians. Shelve materials to be used in the exchange program. Maintain statistics of exchange and gift publications received/sent and generate exchange offer lists upon request. Visit gift and exchange sources in New Delhi to collect materials. Liaise with universities and educational institutions for acquisition of their publications. Ensure rejected materials are either returned or paid for as appropriate. Search titles listed in bibliographies, catalogs and the book review media against the Library of Congress online catalog, international databases and other automated files. Determine whether the item has been acquired previously and eliminate duplicates. Enter orders into OFORS (Overseas Field Office Replacement System) for new titles in standard format. Prepare and send form letters to copyright owners requesting permission to microfilm their publications. Maintain documentation on all permissions and list of all such institutions. Work with Acquisitions Librarians, Catalogers and Serials Librarians. Send acknowledgement letters to sources that donate gift publications. Maintain database of sources of publications. Assist in the preparation of acquisition trips by running a variety of reports. Work on large-scale mail solicitation campaigns.

Services to SACAP (South Asian Cooperative Acquisition Program) Participants: Drafts routine circulars and coordinates circulars created by Acquisitions Librarians and Catalogers. Compile responses and place orders to appropriate vendors. Liaise with Budget Analysts before placing orders in order to determine available fund balance of each SACAP participant requesting a title. Draft special invoice if needed. Administrative functions: Maintain monthly statistics and reports which are used by the Chief and Director for annual report purposes. Maintain count of titles (i) distributed/selected and sent to the Selection Committee for final approval, (ii) bibliographic searches and (iii) circulars prepared by Acquisitions Librarians. QUALIFICATIONS REQUIRED EXCEPT WORK EXPERIECNE All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Completion of College degree in one of the following disciplines is required: Science /Commerce/ Humanities. 2. Level-III (Good working knowledge) in English (Speaking/Reading/Writing) and Hindi (Speaking only); and Level II (Limited knowledge) in one of the following: Bengali/Gujarati/ Kannada/ Malayalam/ Marathi/ Nepali/ Oriya/ Punjabi/ Tamil / Telugu/ Urdu (Speaking only) is required. WORK EXPERIENCE REQUIRED FULL PERFORMANCE (FSN -6) : At the full performance level, Acquisitions Technicians are responsible for providing a wide range of essential infrastructure support to Acquisition Librarians at the highest level of para professional tasks. Minimum two years of experience in a library or a publisher or book environment out of which a minimum of one year experience must be in the monographic acquisitions program of the Library of Congress; input of data for the creation of RDA compatible online bibliographic records; and orders in Library of Congress data bases. WORK EXPERIENCE REQUIRED TRAINEE (FSN-5): As a trainee, incumbent will learn to perform a wide range of essential infrastructure support to Acquisitions Librarians at the highest level of para professional tasks. Minimum one year of experience in a library or a publisher or book environment out of which a minimum of six months experience in input of data is required. SELECTION PROCESS When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application. ADDITIONAL SELECTION CRITERIA 1. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is: Not an EFM; and, Not on the travel orders of the sponsoring employee; and, Has been officially declared by the sponsoring USG employee to the COM as part of his/her household. A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen. 5. Not Ordinarily Resident (NOR) An individual who: Is not a citizen of the host country; and, Does not ordinarily reside (OR, see below) in the host country; and, Is not subject to host country employment and tax laws; and, Has a U.S. Social Security Number (SSN). NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

6. Ordinarily Resident (OR) A Foreign National or U.S. citizen who: Is locally resident; and, Has legal, permanent resident status within the host country; and, Is subject to host country employment and tax laws. EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
