SUBJECT The Woodland Hills School District seeks proposals to provide increased access to mobility for students and staff in support of academic and operational endeavors. OVERVIEW This project shall provide for delivery of wireless access points, Access Management System and Web filtering. Initial implementation support and licenses for associated systems and options, subscription to support and maintenance. CORE PROJECT COMPONENTS Wireless Access Points Access Management System Web Filtering VENDOR GUIDELINES All bids must be clearly identified by the title Wireless Network and Filtering System. The district reserves the right to make multiple awards. Awards will be announced before the end of March 2014 All responses are due by 1:00pm on March 6th and will be accepted via email only to technet@whsd.net. SCHEDULE Questions with regard to the RFP may be asked via e-mail to muitst@whsd.net until 1:00pm EST on March, 06, 2013. EVALUATION PROCESS The Technology Dept. will consider how well the vendor's proposed solution meets the need of the District as described in the vendor's response to each requirement and form. It is important that the responses be clear, concise, and complete so that the evaluators can adequately understand all aspects of the proposal in a succinct fashion. The evaluation process is not designed to simply award the contract to the lowest cost vendor. Rather, it is intended to help the District select the right vendor with the best combination of professional attributes, experience, and relevant skill-sets, including that of price, based on the evaluation factors. This RFP provides general and technical information as well as the required format for responses. Your submitted responses will be the primary source of information used for the system evaluation and selection. Please include all required and appropriate information with your proposal. No other source of information submitted, either written or verbal, will be considered part of your proposal. At the completion of the RFP process, the Woodland Hills School District will determine the viability of moving forward and complete negotiations with the chosen vendor to provide equipment and services, representing, but not limited to, solutions that best meet the need of the District's criteria in design, cost, vendor requirements, and references. 4
EVALUATION CRITERIA Cost of eligible products and services 25% Integration and compatibility with current infrastructure 20% Vendor expertise and commitment to support 20% Vendor experience with similar organizations 20% Prior experience with vendor and/or reference quality 15% RIGHT OF SELECTION AND REJECTION The District reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the District. Selection of a vendor solution shall not be construed as an award of contract, but as a commencement of contract negotiation, including but not limited to the contract price proposed. Basis of Award Woodland Hills will award a contract based on the following terms: 1. Approval by the districts school board. 2. References of at least three (3) installations of similar application size and complexity. (All references should include: a contact person, dates of work, mailing address and telephone numbers.) 3. Proof of certifications and qualifications for all engineers and installers associated with this project. COMPANY INFORMATION Please include in the proposal: 1. A brief history of your organization and describe its ownership. 2. A description of your experience with K-12 clients. 3. A list of K-12 institutions that use your solution. COMPENSATION No payment of any kind will be provided to the submitting vendor, or parties they represent, for obtaining any of the information solicited. Procurement of all equipment and services will be in accordance with subsequent contractual action. 5
COMMITMENTS All proposals should be submitted initially on the most complete basis and with the most favorable financial terms available. The selected vendor's proposal may, at the District s option, be made part of the final purchase contract and all representations in the vendor's proposal may be considered commitments to supply the system as described. Vendors may submit more than one proposal in response to this RFP. However, each proposal must be a separate, complete package, which can be considered independently of any other proposals from the same vendor. FINANCIAL TERMS AND CONDITIONS The proposal must contain a fee schedule that includes line items for any equipment, software, licenses, professional services, warranties, project management, installation, and training fees. The selected vendor agrees to honor quoted equipment prices for any orders placed outside the scope of this proposal for a period of 6 months EXCEPTIONS Respondents may take exception to any of the stated requirements so long as all such exceptions are expressly noted and clarified in the response. Alternatives may be shown and quoted as options. 6
